OVER WATER – 168: (NATTE/ZOUTE) DROOM OF NACHTMERRIE – 41 WAT IS DE WAARHEID?
Op 7 december stond er op pagina 10/11 van Stad en Streek Bergen op Zoom in BNdeStem een groot artikel met als kop en inleiding: “Miljarden voor brug, sluis en weg”. “De grootste onderhoudsbeurt ooit van Rijkswaterstaat staat voor de deur en duurt tien jaar. De kosten bedragen 3 miljard euro.” “Rijkswaterstaat pompt tot 2030 ruim 3 miljard euro in de renovatie en vervanging van Zeeuwse bruggen, sluizen en wegen. In het Portaal van Vlaanderen in Terneuzen zijn Zeeuwse instanties als provincie, gemeenten, waterschap en de NV Westerscheldetunnel gisteren bijgepraat over de grootste onderhoudsoperatie ooit van Rijkswaterstaat. De komende tien jaar worden 27 Zeeuwse sluizen, bruggen, wegen en andere objecten – zoals oevers en doorlaatmiddelen – aangepakt.”
Nieuwsgierig en achterdochtig als ik ben, vroeg ik mij onmiddellijk af: zit daar ook het al jaren uitgestelde onderhoud in van de zoet/zoutscheiding in bij voorbeeld de Krammersluizen en de Bergse Diepsluis? Omdat ik dingen graag uit de eerste hand weet gebruikte ik het contactformulier op de website van Rijkswaterstaat die dag om een mail te versturen met de volgende tekst: “Vandaag staat er in BNdeStem een groot artikel “Miljarden voor brug, sluis en weg Infrastructuur Rijkswaterstaat. De grootste onderhoudsbeurt ooit van Rijkswaterstaat staat voor de deur en duurt tien jaar. De kosten bedragen 3 miljard euro.” Waar kan ik de informatie vinden waarop dat artikel is gebaseerd? Mijn aandacht richt zich vooral op het al jaren uitgestelde onderhoud aan de sluizen rond het Volkerak-Krammer-Zoommeer systeem. Waar kan ik vinden wat er en wanneer aan onderhoud gaat plaatsvinden?”
Na enige tijd ontving ik een reactie op mijn vraag. “Onze reactie: Onderstaand doen wij u een link toekomen, waarin u de informatie betreffende de verjongings- en vernieuwingsopgave voor oude tunnels, viaducten, sluizen en bruggen tot 2028 kunt vinden.”
Er zijn nogal wat verschillen tussen het artikel en het nieuwsbericht van Rijkswaterstaat:
– Geen 3 miljard maar 1,5 miljard voor de komende 10 jaar.
– Niet alleen voor Zeeland, maar voor heel Nederland.
– Voor de sluizen in Zeeland staat volgens het nieuwsbericht van Rijkswaterstaat alleen de besturingsinstallatie op het programma.
Met iedere schutting komt ’t zoute binnen
Mijn achterdocht is groot. Het onderhoud aan de sluizen is al vele jaren uitgesteld. Dat uitstel heeft geleid tot een sluipende verzilting van het Volkerak Zoommeer systeem. Over de sluipende verzilting schreef ik eerder. In maart 2015 schreef ik in “Wat is de waarheid 4” al nadrukkelijk over het achterstallig onderhoud. Toen was de minister helder en openhartig “Zolang het Volkerak-Zoommeer zoet is zal Rijkswaterstaat de afspraken nakomen die zijn opgenomen in het Waterakkoord Volkerak-Zoommeer (2001) over het chloridegehalte in het meer. Om dit te kunnen doen is groot onderhoud aan het zoet-zout scheidingssysteem in het Krammersluizencomplex nodig. Dit is enige jaren uitgesteld in afwachting van een besluit over een zoet of zout Volkerak-Zoommeer. Hierdoor is er sprake van een grotere lek van zout door deze sluizen.” Toen erkende de minister feitelijk dat Rijkswaterstaat al jaren zich niet heeft gehouden aan het in 2001 afgesloten Waterakkoord. Sommige teksten blijven actueel. In (natte/zoute) droom of nachtmerrie 34 (december 2015) schreef ik: “Er is maar één echte oplossing en dat is herstel van de zoet/zout scheiding door het achterstallig onderhoud aan de Krammersluizen nu eindelijk eens uit te voeren. Een halfslachtig waterakkoord is niet meer dan een doekje voor het bloeden. Nu moet eindelijk de wond echt eens gehecht worden. Dan pas ontstaat er weer vertrouwen bij de agrariërs dat het kan gaan werken en de afspraken na gekomen worden.” In (natte/zoute) droom of nachtmerrie 29 (mei 2015) schreef ik over de “grote leugens”. Ik weet nu weer niet wat waar is. Maar ik, en veel agrariërs (die afhankelijk zijn van goed zoet water) en veel recreatieondernemers en recreanten in het Volkerak/Zoommeer gebied willen wel graag weten wat er nu echt gaat gebeuren en wanneer. Graag voor hen vindbaar op websites van Rijkswaterstaat, zodat zij daar rekening mee kunnen houden voor de toekomst. Een mooi verhaal in de krant is voor hen ‘geen brood op de plank’. Goed zoet water wel. Nu komt met iedere schutting ’t zoute binnen, dat moet eindigen!
