Nederland, deels lager dan de zee, zal zich sterk moeten weren tegen zeespiegelstijging.
Dat betekent verdere sluiting en versterking van de kust, opschaling van pomp- en noodbergingscapaciteit, bufferen van zoet water en wellicht een tweede kustlijn.
Het lijkt daarbij vrijwel onmogelijk om de zogenaamde ‘delta’, met tal van beschermde natuurgebieden van Natura 2000 tot Nationale Parken, in stand te houden. Bovendien is de huidige situatie voor de natuur verre van ideaal. De vraag is dan ook niet wat er moet blijven, maar wat voor invloed klimaatbestendige maatregelen op de natuur zullen hebben en hoe we kansen die zich voordoen kunnen benutten.
Nederland gered van de ondergang
In het begin van de jaartelling lagen de lage delen van Nederland zo’n 6 meter boven de zeespiegel. Door ontwatering en exploitatie daalde de bodem en drong de zee met getijdenbekkens (wadden en zeegaten) het land binnen. Wat eens een zeewaarts aangroeiende delta was, werd het tegenovergestelde, namelijk door de zee aangetast land.
Dit verklaart het grote verschil tussen het regelmatig gevormde kustfundament in zee en de grillig vervormde kustlijn van het land.
De binnendringende zee werd meer en meer bedreigend en uiteindelijk waren de Zuiderzeewerken en Deltawerken nodig om het land voor ondergang te behoeden.
Telkenmale opnieuw overschilderd
Christiaan Brunings, de oprichter van Rijkswaterstaat, omschreef het cultuurlandschap van Nederland als ‘het telkenmale opnieuw overschilderde doek’. Het tempo van verandering nam in de eeuwen daarna fors toe en nieuwe ingrepen kondigen zich momenteel aan.
Kaart: NRC. Zonder dammen, dijken en bemalen is het lage land onder de huidige situatie één Waddenzee. De waterkwaliteit van onze zoete wateren laat veel te wensen over en de decennialange conservering van zoute milieus binnen de kustlijn, zoals Oosterschelde en Grevelingen, leidde tot een forse verarming van de natuurwaarden. Ook kunnen we met de Kier, het fragmentarisch openen van enkele sluizen in de Haringvlietdam, binnen enkele jaren niet meer voldoen aan onze internationale verplichtingen voor vismigratie. Extremen in rivierafvoeren en de verwachte zeespiegelstijging leiden immers tot toename van sluitingen.
Verzilting en verdroging eisen op tal van plaatsen hun tol en het meeste zoete water verdwijnt via een open gehouden Nieuwe Waterweg ongebruikt in zee. De landelijke waterhuishouding blijkt verre van toekomstbestendig. Er valt nog veel te winnen.
Migratierivieren in zee bieden een oplossing
Plannen zoals ‘Zout water in het Haringvliet’ worden door de tijd achterhaald.
Met de kennis van nu is het niet raadzaam de zee binnen te halen, maar om juist de overgangen van zoet naar zout zeewaarts te verschuiven.

Zowel van en naar zee trekkende vissen hebben een periode van enkele weken nodig om zich fysiek aan te passen aan de overgang van zout naar zoet of andersom.
Hiervoor is een verbinding met zee vereist, waarbij onder invloed van getijden en stroming zout en zoet water zich over tientallen kilometers met elkaar kunnen mengen. Dit is mogelijk door een ondiepe vlakte tegen de kust te omarmen met dammen en vervolgens op te laten slibben. Na aanleg van wisselende strekdammen zal er een lange migratierivier ontstaan die westwaarts overgaat in een estuarium.
Zolang spuien mogelijk blijft, vormen migratierivieren een oplossing voor de trekvissen.
Voor het Haringvliet kan aangevangen worden met de aanleg van een migratierivier op de Hinderplaat tussen de stroomgeul van het Haringvliet en de Maasvlakte.
Fase 1: Een migratierivier op de ondiepe vlakte van de Hinderplaat en de Slikken van Voorne met een ruim 40 km lange stroomroute in een continue open verbinding met zee en rivieren.
Kijken we wat verder in de tijd vooruit, dan komen een westwaarts verschoven kustlijn en een verlengde Nieuwe Waterweg met zeesluizen in beeld. Een Haringvliet westwaarts uitgebreid met een estuarium past daar uitstekend bij.
Wanneer het rivierpeil ooit lager komt te liggen dan het zeepeil zullen de vissen op kunstmatige wijze van en naar zee overgezet moeten worden. Dit kan met een schroef van Archimedes richting zee en met een lozingsklep met waterglijbaan naar de rivier.
Belangrijk blijft dat onder alle omstandigheden deze overzet van zoet naar zoet plaatsvindt. Dus geen schoksgewijze overgang. Een continue zoete aanvoerstroom in de migratierivier moet niet alleen trekvissen lokken, maar er ook voor zorgen dat de overgang van zout naar zoet geheel in het estuariene gedeelte blijft gesitueerd.
De migratierivier (fase 1) kan bij zeewaartse klimaatmaatregelen, zoals een tweede kustlijn, uitgebreid worden met een estuarium (fase 2) en aansluiten bij de aangroeiende Voordelta (fase 3).
Dit laatste is toekomstmuziek. Voorlopig kunnen we met de aanleg van een zeewaartse migratierivier (fase 1) wel zo’n (halve) eeuw vooruit.
Daarnaast mogen de Zeeuwse wateren zich ontwikkelen tot zeldzame zoete en rijke natuurgebieden en kan de compartimentering grotendeels worden opgeheven, wat gunstig is voor natuur en recreatie. Ten westen van de huidige kustlijn neemt door het ontbreken van in- en uitstromend getijde de aanwas toe en vormen zich nieuwe natuurgebieden.
Het belang van zoet
Aangezien minder dan een tienduizendste van al het water op aarde zoet oppervlaktewater is en dit water van belang is voor natuur en mens, is het zoet houden en verder verzoeten van de Zeeuwse wateren, zowel goed voor de biodiversiteit als voor de leefbaarheid.
Er ontstaan zeldzame zoetwatermilieus, het vestigingsklimaat verbetert, de verzilting neemt af, zoet water komt er in overvloed en de noodberging wordt ruimer.
Samen-werken met water
Het is voor Nederland nog niet te laat. Plannen die het kustfundament stabiliseren en doen aangroeien hebben een goede kans van slagen. Zowel zandsuppletie als stimulering van aanwas is het meest succesvol op plaatsen waar sedimentatie al van nature plaatsvindt. Het rapport van de deltacommissie uit 2008 heet niet voor niets ‘Samen_werken_met_water.pdf’. Integraal sedimentbeheer speelt hierbij een landschapsvormende rol.
Bewoonbaar Nederland heeft alleen toekomst bij gesloten en zeewaartse keuzes.
