In december 2016 bestond de STOWA 45 jaar en dat was de reden om eens goed te laten zien wat zij aan kennisontwikkeling voor de waterschappen doen. Er waren presentaties/discussies over: de aanpak van nieuwe stoffen, energie- en grondstoffenterugwinningen en over wateroverlast. Wat mij het meeste trof was de discussie over ‘nieuwe stoffen’ die pas recent (geactiveerd door de PFAS-discussie) de aandacht krijgen die ze verdienen. Het verbaast mij dat men zich keer op keer laat verleiden tot discussies over normeringen. Alsof we voor de ruim 200.000 verschillende stoffen (Europees Agentschap voor chemische stoffen, ECHA), die nu al in het afvalwater voorkomen, normen kunnen stellen en die dan ook stuk voor stuk tegen redelijke kosten kunnen meten en reduceren.
Met oxidatie en actieve koolabsorptie kunnen voor sommige van de nu gemeten stoffen soms bemoedigende resultaten worden behaald. Maar is dat genoeg? In mijn beleving zijn het grotendeels zinloze discussies tussen bestuurders en politici die zelden kaas hebben gegeten van de aard en mogelijke effecten van die meer dan 200.000 stoffen die we nu al in afvalwater kunnen detecteren. Voor mij is het helder: uitgangspunt zou de nul norm moeten zijn. En het rare is die is haalbaar!
In 2004 werd door het waterschap Rijn en IJssel te Varsseveld een zuivering uitgerust met membraantechnologie. Bij het gebruik van membraantechnologie kan men echt alle stoffen uit het water halen tot de nul norm. Die technologie heeft zich de afgelopen jaren enorm ontwikkeld en is mede daardoor steeds goedkoper geworden en kan nog verder ontwikkeld worden. De winst voor de ecologie en de volksgezondheid is potentieel groot. Maar deels niet in geld te berekenen. Ik zou graag zien dat de STOWA en de waterschappen deze ‘ideale’ oplossing voor alle verontreinigingen samen met de membraanindustrie verder zouden ontwikkelen.
Toxicologen vrezen voor een cocktaileffect. Zo was op 6 mei 2023 te lezen in de NRC. We lijken anno 2023 niets geleerd te hebben van het pcb-dossier (gestart in 1966), met de constateringen van Zweedse wetenschappers. Of van de Bisfenol-A discussie. Maakt REACH (Registratie, Evaluatie en Autorisatie van Chemicaliën) ons wel wakker.? Zij brengen de zeer zorgwekkende stoffen in kaart. Er is veel onzekerheid. Dat zou de waterschappen ertoe moeten brengen op een andere manier naar zuiveringen te kijken. Anders is de toepassing van effluent ten behoeve van drinkwater of in de landbouw het oplaten van een luchtballon.
Er wordt veel gepraat in dit land en zelden iets uitgevoerd. Doorschuiven is een politieke kwaal van alle tijden, met steeds een nieuwe lading gekozenen die zonder kennis van de geschiedenis weer ‘mooie’ verhalen vertellen zonder zich te verdiepen in onze geschiedenis of de onderwerpen. En zij zich daarna afvragen waarom de bevolking geen vertrouwen meer in hen heeft.
