Geacht Dagelijks Bestuur,
Bedankt voor Uw snel antwoord op mijn brief van 3 maart 2006. Uw antwoorden roepen echter een reactie op.
Ad vraag 1
U vergast mij op 17 regels tekst zonder echter antwoord te geven op mijn vraag “op welke concrete SCHRIFTELIJKE toezeggingen waren……”
Wel “bij monde” en “de uitspraak”. Graag de schriftelijke toezeggingen vermelden!
Of als ze er niet zijn: meldt dit dan!
Ad vraag 2
Acht U de ‘kwalificatie’ “relatief onervaren waterschapsbestuurder” misplaatst voor iemand, die maar liefst 15 maanden een functie bekleed in een waterschapsbestuur? Zo ja, dan verbaast mij dit zeer! Feitelijk diskwalificeert U dan de functie van DB lid tot een functie, waar je klaarblijkelijk al na 15 maanden als (zeer) ervaren moet worden gekwalificeerd.
Bij de beoordeling van de vergoeding mag daar dan rekening mee gehouden worden en is de vergoedingsnorm (salarisklasse) dus te hoog vastgesteld!
U leest uit het verslag van de Gorinchem-bijeenkomst inzake de PKB “een adequate inbreng van het DB met behulp van een adequate ambtelijke ondersteuning”.
Mijn conclusie is een andere. Uit het verslag blijkt dat er geen ambtelijke aanwezigheid was van het waterschap. Het standpunt was slechts een ambtelijk voorbereide inbreng die werd voorgelezen/voorgedragen. Tevens ontbrak een reactie op een inbreng van de staatssecretaris!
Wanneer U dit desondanks adequaat vindt, dan acht ik dat een brevet van onvermogen van Uw totale DB!
Ad vraag 3
Er is afgesproken inclusief handtekeningen “niet afwentelen”.
Nu vindt U het gepast en bent U tevreden als de staatssecretaris zegt: “Slechts als de problemen onevenredig veel op de regio worden afgewenteld zal het Rijk naar een oplossing zoeken.”.
Evenredig afwentelen mag? Wat is het papier van “niet afwentelen” dan waard? Wie bepaalt wat “onevenredig afwentelen” is?
Dit AB lidt acht dit een slaafse houding van Uw DB aan de staatssecretaris. Dit AB lid heeft dit DB gekozen om de belangen van dit waterschap te behartigen binnen de wet (inclusief de gesloten akkoorden). Nu constateer ik dat Uw DB dat niet doet en dit niet doen zelfs adequaat vindt.
Ad vraag 4
Indien Uw antwoord juist zou zijn, en dat zou ik graag aan willen nemen, kunt U dan verklaren waarom in de MER inzake de PKB Ruimte voor de Rivier het Volkerak/Zoommeer-systeem niet is opgenomen?
Indien de kaart in de PKB deel 1 een vergissing was, dan had het Volkerak/Zoommeer-systeem opgenomen dienen te zijn in de opgestelde MER. Dit is niet het geval. Dus de kaart in de PKB deel 1 is geen vergissing. Of er is sprake van maar liefst twee vergissingen tegelijkertijd.
De analyse van dit AB lid is dat dit laatste onwaarschijnlijk is en mijn oorspronkelijke analyse blijft ‘juridisch trucje’.
Mogelijk vindt U dit alles overdreven, maar het verschil tussen “geen afwenteling” en “geen onevenredige afwenteling” kan wel eens tientallen miljoenen verschil betekenen voor dit waterschap en haar contribuanten. En daar maak ik mij ongerust en druk over en dat zou Uw DB ook moeten doen.
Ik maak mij nog meer ongerust als ik een “insider-voorschotje” neem op de veranderingen in de klimaatscenario’s die de staatssecretaris 29 mei bekend zal maken. Houdt U vast!
We hadden drie, men zei realistische, scenario’s. Straks nog maar twee.
Het lage scenario wordt geschrapt. Het wordt niet meer als realistisch ingeschat. Maar wat erger is: de neerslaginschatting in de winter wordt verhoogd. Dus meer kans op hoog water (door de achterdeur). Wat er bijkomt is dat in de winter de dominantie van de westenwinden ook wordt verhoogd, dus meer kans op hoog water (voor de voordeur).
Resultaat: meer kans op hoog water, dat je niet snel kwijt kunt omdat het water op zee gestuwd wordt en/of de hoogwaterkeringen gesloten zijn.
Zo kort nadat ze waren vastgesteld worden de scenario’s herzien en niet onaanzienlijk. Zo wordt de voorziene jaarlijkse zeespiegelstijging in het voormalige middenscenario met 50 % verhoogd van 2 mm per jaar naar 3 mm per jaar.
Maar ach, wat zou het DB zich zorgen maken, de staatssecretaris bepaalt wanneer afwentelen onevenredig wordt en het is vast redelijk.
Ik denk redelijk voor de burgers en belangen van de randstad! Maar ach, ik ben een AB lid, waarvan men de kwalificaties “verre van zich werpt”.
