Geachte Collega’s,
Uit het antwoord van het DB op mijn brief van 28 februari 2006 waarin ik een DB lid “relatief onervaren” heb genoemd, moet ik opmaken dat het DB, leden die pas 14 maanden functioneren in een parttime functie (dus feitelijk pas 4 maanden fulltime), als zeer ervaren beschouwd. Zij achten mijn kwalificatie “misplaatst en werpen wij verre van ons”.
Gezien deze stevige woorden neem ik aan dat het DB een DB lid die feitelijk 4 maanden fulltime in functie is zeer ervaren vindt!!!
Bij de overheid stelt men in algemene zin dat iemand in functieklassen beneden 7 pas na 6 maanden als ervaren kan worden beschouwd. Klasse 7/9 pas na circa 12 maanden. 10/12 na circa 2 jaar en voor klasse 15+ pas na 3 tot 6 jaar (fulltime functie-uitoefening).
Als het DB, leden al na 4 maanden fulltime equivalent zeer ervaren acht en die personen dus zonder verdere begeleiding zijn/haar functie kan uitoefenen, kan ik niet anders dan concluderen dat het DB lidmaatschap in een veel te hoge salarisklasse is ingedeeld (17 of 18). Klasse 10 is dus al over betaald!!!
Dit stelt de salarisdiscussie wel in een ander daglicht.
Ik ben dan ook van mening dat, wanneer de discussie wordt gevoerd over de tijdsbesteding, daar onlosmakelijk ook een discussie gevoerd kan en moet worden over de toegekende salarisschaal.
Met de kennis van vandaag zal ik dan ook iedere tijdsnorm discussie koppelen aan de schaalindeling van de functie van de DB leden.
