Geacht Dagelijks Bestuur,
Zaterdag 25 februari 2006 is bij ondergetekende de PKB Ruimte voor de Rivier, delen 2 en 3 op de mat gevallen. Bij het doorlezen van de ruim 280 pagina’s ben ik niet vrolijker geworden. Sterker nog, ik voel mij met een kluitje in het riet gestuurd door Uw Dagelijks Bestuur.
Uw geruststellende woorden inzake de te nemen maatregelen in geval van waterberging op het Volkerak-Zoommeer lijken nu misplaatst c.q. voorbarig, zeker met betrekking tot de kosten te dragen door ons waterschap.
Een specifieke reservering voor het Volkerak-Zoommeer-probleem, in geval van berging, is in de stukken niet te vinden!
Maar wat nog veel erger is: de Staatssecretaris legt de bal allereerst bij de gemeenten en waterschappen (zonder er geld bij te leggen). Het verslag van het bestuurlijk overleg in Gorinchem op 6 september 2005 is glashelder:
“De effecten bij de gemeenten in West-Brabant bij waterberging op het Volkerak-Zoommeer, zijn bekend. Ook in het verleden is deze maatregel al eens ingezet en zijn effecten op lokaal gebied gesignaleerd. Een gemeente of het waterschap moet gesteld staan voor haar eigen waterprobleem. In het Nationaal Bestuursakkoord Water is overeen gekomen dat gemeenten op regionaal niveau hun problemen moeten oplossen. Hiervoor is als eenmalige stimulans ? 100 mln. subsidie beschikbaar gesteld. Slechts als de problemen onevenredig veel op de regio worden afgewenteld zal het rijk naar een oplossing zoeken. Als Bergen op Zoom inderdaad geen kant op kan dan moeten we daar goed naar kijken. Ruimte voor de Rivier mag niet leiden tot overstromingen in een gemeente, maar de regionale overheden moeten ook hun eigen verantwoordelijkheid nemen.”.
De genoemde 100 miljoen is een oude toezegging, die inmiddels reeds lang is uitgegeven middels subsidies verstrekt aan gemeenten en waterschappen in het gehele land.
Geen nieuw geld dus en die pot is reeds leeg en was meerdere malen overtekend.
Wat ondergetekende zeer bevreemd is dat het waterschap Zeeuwse Eilanden niet vertegenwoordigd was op het bestuurlijk overleg op 6 september 2005 in Gorinchem. Het weerspreken van de Staatssecretaris was derhalve niet mogelijk.
Het is een gotspe dat Waterschap Zeeuwse Eilanden, vanwege Tholen en St. Philipsland, moet dokken en met de problemen wordt opgescheept door en van anderen. De rapportage Togtema en het Nationaal Bestuursaccoord Water worden met de voeten getreden en het waterschap Zeeuwse Eilanden is afwezig!
Het enige wat in de PKB deel 3 (het kabinetsstandpunt) staat over de berging op het Volkerak-Zoommeer is:
“De inzet van de maatregel kan de afwatering van de Brabantse Delta bemoeilijken. Dit zal in de planstudie nader worden onderzocht.”.
en
“Met de maatregel berging op het Volkerak-Zoommeer wordt dijkversterking in een groot gebied voorkomen. De mogelijk negatieve effecten voor de regionale afwatering en de specifieke effecten bij het Waterfront Tholen, het recreatiegebied Speelmansplaten, steigers in havens en mogelijk andere gebieden zullen in de vervolgfase nader worden bekeken. In deze vervolgfase zullen de opties om deze effecten alsnog te vermijden of te compenseren worden onderzocht.
In de kostenraming bij deze PKB is rekening gehouden met de mogelijk noodzakelijke extra maatregelen voor het behouden van de veiligheid van het regionale watersysteem.”.
In de kostenraming is echter geen geld te vinden voor het gemelde!
Eén van de trucjes van het Kabinet is regelrechte misleidende handigheid.
Het plangebied is tussen de PKB deel 1 en de PKB deel 3 gewijzigd. Dit zonder een vermelding in de tekst.
In deel 1 is op kaart 1 de topografie van het plangebied afgebeeld (zonder het Volkerak-Zoommeer).
In deel 3 is op kaart 1 de topografie van het plangebied afgebeeld (met het Volkerak-Zoommeer).
De MER over het plangebied is echter zonder het Volkerak-Zoommeer uitgevoerd!
Ondergetekende heeft geen aankondiging van een nieuwe MER of een MER speciaal voor het Volkerak-Zoommeer kunnen vinden. Dit is naar mijn mening in flagrante strijd met de wet en regelgeving.
Vragen
1. Op welke concrete schriftelijke toezeggingen waren/zijn de namens het DB uitgesproken “het waterschap zal gecompenseerd worden voor de te nemen maatregelen” gebaseerd?
2. Waarom was het Waterschap Zeeuwse Eilanden op 6 september 2005 in het bestuurlijk overleg niet vertegenwoordigd?
3. Hoe denkt het DB de mening van de Staatssecretaris “Een gemeente of het waterschap moet gesteld staan voor haar eigen waterprobleem” te weerspreken? Het probleem wordt immers veroorzaakt door anderen. In het Nationaal Bestuursaccoord Water is immers afwentelen verboden! Of gelden voor het Rijk andere regels?
4. Hoe brengt het DB naar voren dat, buiten de afwatering van West Brabant, ook de afwatering van delen van het Waterschap Zeeuwse Eilanden door berging op het Volkerak-Zoommeer bemoeilijkt worden?
5. Wat denkt het waterschap te gaan doen aan de trucjes inzake het plangebied?
6. Is het waterschap bereid hier tegen juridische stappen te ondernemen?
