Geacht Bestuur,
Recent is verschenen de begrotingsvergelijking 2005 “beleidsambities en lastendruk vergeleken” van de Vereniging van Directeuren van Waterschappen.
Het doet mij deugd dat ons waterschap er niet slecht uitkomt. Er blijven echter altijd een aantal verbeteringen mogelijk c.q. vragen te beantwoorden.
Pagina 20, tabel 7/pagina 27 tabel 13
Bij vrijwel alle beleidsthema’s scoort WZE boven gemiddeld, op het thema grondwater-problematiek na, waar wij tot de achterhoede horen.
Uit tabel 13 blijkt dat er geen sprake is van een actieve samenwerking met gemeenten bij het stedelijk grondwater.
VRAGEN
1. Er is wel degelijk sprake van een stedelijk grondwaterprobleem. Wat zijn de motieven om af te zien van een actieve rol bij de aanpak van de grondwaterproblematiek?
2. De meeste andere waterschappen zien de samenhang tussen oppervlakte water en de grondwaterproblematiek en dringen bij de provincies aan op een waterschappelijke rol in deze. Waarom heeft WZE op dit punt niet aangedrongen op de overdracht van provinciale bevoegdheden?
3. Uit tabel 10 blijkt dat ten aanzien van watertekort er per eind 2005 geen calamiteitencommissie zal zijn bij WZE. Tevens blijkt uit deze tabel dat het “percentage landelijk gebied waarvan GGOR opgesteld” nul bedraagt. Binnen het kader van het Nationaal Bestuursaccoord Water (NBW) is dit alles wel geboden. Waarom blijft WZE hier achter?

Hier is een compliment op zijn plaats. WZE is koploper ten aanzien van het percentage gemeenten waarmee optimalisatiestudies afvalwaterketen (OAS-studies) zijn uitgevoerd.
Een minpunt hier lijkt het feit dat men op ‘plannen anders dan bestemmingsplannen’slechts op ad-hoc-basis een watertoets loslaat.

4. Wat zijn de criteria voor ad-hoc?

In de kosten van planvorming als percentage van de totale kosten voor waterkering, waterkwaliteit, waterkwantiteit, wegenbeheer en vaarwegenbeheer is WZE een negatieve uitschieter met meer dan 14 % bij een mediaan van ca. 4 %.
VERZOEK
Het komt mij voor dat een grondige analyse hier op zijn plaats is. Ondergetekende verzoekt Uw DB een dergelijke analyse uit te voeren en terug te koppelen naar de commissie financiën.

Uit tabel 15 blijkt dat het percentage primaire keringen dat eind 2005 voldoet aan de veiligheidseisen slechts 60 % is.
VRAAG
5. Is dit juist? Wat mankeert er aan? Welke keringen betreft het en welke acties lopen er om hier verbetering te bekomen?

Uit tabel 18 blijkt dat wij als enig waterschap ruim gaan voldoen aan de realisatie eisen van natte ecologische verbindingszones! Een groen compliment waard!

Uit tabel 19 blijkt dat slechts voor 15 % van het WZE areaal een conserverend peilbeheer gevoerd is.

Kan in deze het beleid eens worden toegelicht?

Wederom een compliment. Als één van de weinige waterschappen scoren wij 100 % als het gaat om het aantal gemeenten met een stedelijk baggerplan in het kader van het tienjarenscenario. Een optimaal resultaat om subsidies binnen te halen.

Met groene vreugde gelezen onder het kopje ‘percentage fosfaatverwijdering middels biologische wijze’: “Uitschieters naar boven liggen rond de 90 % of nog hoger, waarbij Zeeuwse Eilanden de kroon spant met 100 %. Dit betekent dat er geen chemicaliën behoeven te worden ingezet voor het defosfateringsproces, hetgeen een milieuvoordeel oplevert”.
Je zou bijna denken dat al die groene complimenten komen omdat we een actieve groene fractie hebben.
Naar aanleiding van het hoofdstuk ‘vergunningverlening en handhaving keur’
VRAAG
6. Hoe staat het met de digitalisering van het proces van een keurvergunningsaanvraag en verlening? Bijvoorbeeld aanvraagformulier en indiening via internet.
Een drietal waterschappen hebben in de keur voorschriften opgenomen voor natuurlijkvriendelijk onderhoud. Mogelijk ook iets voor WZE om bij de eerstvolgende keuraanpassing mee te nemen.

Tabel 26 laat zien dat WZE het slechtste scoort op het gebied van het percentage lozingen voorzien van een adequate vergunning en ook het gebruik van beoordelingsmethodieken bij een vergunningsaanvraag is bij ons erg laag.

7. Zijn de vermelde cijfers juist? Zo ja, wat zijn dan de inspanningen c.q. planning om aan deze onwenselijke situatie een eind te maken?

8. Het vorenstaande lijkt in strijd met de ’51 % adequate vergunningen’ in tabel 26. Is het gestelde in het citaat van pagina 60 juist?

Grafiek 10 laat zien dat de kosten per aanslagregel bij WZE veruit de hoogste zijn van alle waterschappen, ruim € 12, terwijl de mediaan ruim € 5 is.
VERZOEK
Dit vereist een analyse naar de opbouw van deze invorderingskosten en naar de mogelijkheden tot bezuinigingen. Ondergetekende verzoekt Uw DB deze acties te ondernemen en daarvan verslag uit te brengen aan de commissie financiën.

Tabel 28 (beleidsaspecten bestuur) en tabel 32 (beleidsaspecten externe communicatie) laten zien dat die aspecten uitstekend geregeld zijn en ook nog, zo blijkt uit grafiek 11, tegen de laagste kosten! Wederom een compliment waard.

‘De ontwikkeling kosten en belastingopbrengsten 2005-2009’ roepen een aantal vragen op.

Uit vorenstaande kosten- en opbrengstontwikkelingen over de periode 2005-2006 mag geconcludeerd worden dat er ruimte zit in de tariefsprognoses en dat deze mogelijk neerwaarts bijgesteld kunnen worden!
De voorziene kostenontwikkeling voor de waterkeringstaak lijkt in tegenspraak met de constatering uit tabel 15 (pagina 32) dat het aantal primaire keringen dat aan de veiligheidseisen voldoet slechts 60 % is.
