Recent hebben de AB leden mogen ontvangen het rapport begrotingsvergelijking 2005 ‘beleidsambities en lastendruk vergeleken’, waarvan behandeling is voorzien in het AB van 28 september.

Uit tabel 8 blijkt dat wij slecht scoren ten aanzien van de implementatie van het Nationaal Bestuurs Accoord Water. Met name het beperkte aantal maatregelen in voorbereiding is daar de oorzaak van.

Vriendelijk verzoek om in de analyse, die Uw DB in voorbereiding heeft, aan te geven welke overwegingen aan dit beperkte aantal ten grondslag liggen.

Uit tabel 11 blijkt dat bij BD het percentage regionale keringen met door de provincie vastgestelde veiligheidseisen op 1 januari 2005 nul is!

1. Wie blijft hier in gebreke? Heeft de provincie de veiligheidseisen al vastgesteld? Zo ja, hoe zorgt de BD dat onze keringen daar aan voldoen en op welke termijn?

De bestuurlijke houding ten aanzien van de stedelijke grondwaterproblematiek is onhelder, althans door ondergetekende niet te destilleren uit tabel 13. Ja, we werken actief samen. Nee, we inventariseren niet actief. Ja, we willen dat de provincie de grondwatervergunning-verlening overdraagt. Nee, we hebben die ambitie niet als het gaat om de grotere drinkwater-onttrekkingen.

Wat ondergetekende betreft wordt de stedelijke grondwaterproblematiek nauw betrokken bij de besluitvorming rond peilbesluiten.

2. Klopt dit getal in tabel 19? Zo ja, waarom is dit bij ons, met toch een stevig gebied waarvoor peilbesluiten gelden, zo laag?

Met 19 % gemeenten met een stedelijk baggerplan in het kader van tienjarenscenario scoren we zeer laag. Een gemiste kans om uit die subsidiepot te eten en iets goeds te doen voor het milieu.

3. Waarom heeft BD als enige deelnemer aan deze begrotingsvergelijking buiten vaarwegen ook havens in beheer? Hoe is het zo gekomen en moet dit zo blijven?

BD komt er niet mooi uit ten aanzien van handhaving. Op het moment van datavergadering bleek er geen beleidsplan handhaving te zijn. “De verschillen tussen de deelnemers zijn zeer groot; bij Rijnland, Brabantse Delta, Veluwe…… is het aantal controles zo laag, dat eigenlijk niet over een adequate handhaving kan worden gesproken”.
Het wordt tijd dat er op een andere manier naar handhaving wordt gekeken. Een dergelijk citaat maakt ondergetekende niet blij en doet mij met schaamte vollopen. Dit vraagt om actie!
Als we toch naar de keur/vergunningverlening en handhaving kijken zou het goed zijn digitalisering van het hele proces na te streven. Van aanvraag tot verlening van een keurvergunning via internet moet mogelijk worden.
Ook het voorbeeld van de drie waterschappen met voorschriften in de keur voor natuurvriendelijk onderhoud verdient navolging.

Hier is een compliment qua controles op zijn plaats. Of is 5x meer dan de mediaan iets te veel van het goede en zou een verschuiving van de prioriteiten naar de keur qua controles goed te motiveren zijn?

Graag uitleg over het lage afkoppelpercentage in bestaand gebied (tabel 26). Waarom blijven wij achter?
Ten aanzien van de ontwikkeling van kosten en belastingopbrengsten 2005-2009, hoofdstuk 16, valt op dat bij waterkering, waterkwantiteit en vaarwegenbeheer de opbrengsten relevant meer stijgen dan de kosten.
Dit leidt tot de conclusie dat in de meerjarenprognose de tariefsontwikkeling vermoedelijk gematigd kan worden c.q. moet worden.
