Geacht Dagelijks Bestuur,
Recent is verschenen de begrotingsvergelijking 2005 “beleidsambities en lastendruk vergeleken” van de Vereniging van Directeuren van Waterschappen.
Kijkend naar ons waterschap dan worden we daar niet vrolijk van. Bij het totaal overzicht van de beleidsthema’s op pagina 20, tabel 7 zijn we hekkensluiter. Dit verlangt een grondige analyse en bespreking in de algemene vergadering.
Ik verzoek Uw DB dan ook om voornoemde rapportage aan ieder AB-lid ter beschikking te stellen en dit stuk samen met een analyse te bespreken. Hierna kan een nieuw gekozen bestuur in een dan te formuleren beleidsprogramma keuzes maken om te komen tot beter presteren en ambities die recht doen aan onze taken.
Het navolgende zou ik graag meegenomen zien in Uw te maken analyse:

VRAAG
1. Hoe vullen wij het nationaal bestuursaccoord water in? Het lijkt er op alsof WSRL in dit kader nauwelijks iets doet.
Uit pagina 22, tabel 9 maak ik op dat de stedelijke wateropgave uit het NBW niet actief wordt opgepakt. Ik betwijfel of dit klopt. Gaarne uitleg.
Op pagina 24, tabel 11 is te lezen dat het percentage regionale waterkeringen met door de provincie vastgestelde veiligheidseisen op 1 januari 2005 nul is.

2. Wie treft dit gebrek? Heeft de provincie de veiligheidseisen nog niet vastgesteld of pakt WSRL dit niet adequaat op?

3. We zeggen ja op de vraag of wij actief samenwerken met gemeenten bij stedelijke grondwater. We zeggen nee op de vraag of we actief inventariseren bij de problematiek van stedelijk grondwater. Hoe zit het?
Het wordt tijd dat ook het WSRL de stedelijke grondwaterproblematiek meeneemt bij de besluitvorming rond peilbesluiten.

4. Als het gaat om het percentage van totaal aantal personen dijkwacht waarmee jaarlijks wordt geoefend behoren we tot de achterhoede met 43 %. Wat is in deze het beleid?

Het is niet allemaal kommer en kwel. Hier past een compliment. WSRL is koploper als het gaat over de terugdringing van de verdroging met 81 % ten opzichte van mediaan van 46 %.

5. Is het zeer lage percentage van 5 % van het areaal waarvoor een conserverend peilbeheer wordt gevoerd juist? Zo ja, hoe komt het dat dit zo laag is?

De vergunningverlening en handhaving van de keur blijkt bij WSRL goed geregeld. Het kan vast nog beter. Zo zou het mogelijk moeten worden aanvraag en verlening via internet te doen. Ook zou het voorbeeld van drie waterschappen gevolgd kunnen worden die in de keur voorschriften hebben opgenomen voor natuurvriendelijk onderhoud.

Ook ten aanzien van de beleidsaspecten heffing en invordering zijn verbeteringen en kostenbesparingen mogelijk, zo lijkt het. Met name in de digitale mogelijkheden en samenwerking lijken we achter te lopen. Het zou goed zijn dit mee te nemen in de analyse om tot verbeterpunten te komen.

Qua bestuur zijn er wel enkele slagen te maken bij de start van de nieuwe bestuursperiode, bijvoorbeeld een bestuursprogramma formuleren en de opstelling van een integriteitscode voor bestuurders en ambtenaren.

Onze kosten van bestuur en externe communicatie zijn relatief hoog. Voor bestuur is dat vermoedelijk tijdelijk. De kosten voor externe communicatie zouden nadrukkelijk in de analyse meegenomen moeten worden.
Hoofdstuk 16, Ontwikkeling kosten en opbrengsten 2005/2009
De kosten van waterkering, waterkwaliteit en waterkwantiteit stijgen minder dan de begrote opbrengsten. Dit biedt dus ruimte voor een grotere matiging van de tarieven dan tot nu toe aangenomen, zo lijkt het.
