Het culturele erfgoed langs het water biedt zich gaandeweg aan als een gemeenschappelijke drager voor plannen waarmee waterbeheer, recreatie, natuur en landbouw een forse impuls krijgen. Met als effect een toenemende kans op de realisatie van waterplannen. Ondergetekende zou graag zien dat het waterschap er nadrukkelijk voor zou kiezen in te spelen op de kansen die monumenten en andere cultuurhistorische elementen bieden. Dat zou een bijdrage kunnen leveren aan de kwaliteit van de omgeving van de bewoners en bedrijven in ons werkgebied. De cultuurhistorische waarde van een locatie, gebied of streek kan dienen als inspiratiebron voor nieuwe ontwikkelingen. Hierbij kan de hedendaagse visie op cultuurhistorie centraal staan: niet meer behoud door bescherming, maar behoud door ontwikkeling.
Ondergetekende pleit dan ook voor een inventarisatie van: archeologisch waardevolle ondergronden en historische landschappelijke elementen, als aanvulling op de reeds geschiede inventarisatie van de cultuurhistorische objecten. Die een prachtige start zijn voor verdere stappen naar beleidsvorming op dit gebied.
Een dergelijke inventarisatie acht ondergetekende nodig om goed zicht te krijgen op wat er aan archeologische waarden en historische landschappelijke elementen in het werkgebied van het waterschap Brabantse Delta aanwezig is. Daarbij zou ook een globale schets van de kansen voor (her)ontwikkeling meegenomen kunnen worden. Met een dergelijke inventarisatie kan voorkomen worden dat waardevolle archeologische waarden en historische landschapselementen verloren gaan en wordt behoud tot in lengte van jaren bevorderd.
Ondergetekende beseft dat behoud van archeologische waarden en historische landschappen alsmede het culturele erfgoed toe op heden niet vanzelfsprekend meegenomen wordt bij de taakuitoefening van het waterschap. Het verdrag van Malta heeft op dit punt aan aantal aandachtspunten toegevoegd waarmee het waterschap bij de uitoefening van haar taken, door wet en regelgeving gedwongen, rekening dient te houden. Laat ook op dit punt het waterschap haar verantwoordelijkheid in en aan de maatschappij ten volle op zich nemen.
Restauratie of (her)ontwikkeling van cultuurhistorisch waardevolle elementen en objecten aan of nabij het water, het zogeheten watererfgoed kan daarin een rol spelen. Ondergetekende pleit er voor om te komen tot de opstelling van een cultuurhistorisch beleid door het waterschap. De motivatie in deze is tweeledig:
1. het voldoen aan de nieuwste wettelijke eisen
2. het actief bijdragen aan het behouden van het watererfgoed.
Elementen van dat beleid dienen dan te zijn:
1. monumenten (historische bouwkunst),
2. elementen en structuren in het landschap van cultuurhistorische waarde en
3. archeologie
Cultuurhistorische aspecten krijgen, net als water, binnen de ruimtelijke ordening steeds meer gewicht. Provincies en gemeenten zijn bezig hier voor beleid te ontwikkelen. In actuele waterhuishoudingsplannen van provincies is cultuurhistorie dan ook als actueel thema opgenomen (zie bijvoorbeeld het nieuwe waterhuishoudingsplan van Gelderland). Het is de verwachting dat ook bij de komende vernieuwing van het waterhuishoudingsplan van Noord Brabant dat het geval zal zijn. Het gevolg voor het waterschap zal zijn dat het steeds vaker om een degelijke onderbouwing van plannen op het vlak van cultuurhistorie gevraagd zal worden.
Nu op elk overheidsniveau regels zijn of worden opgesteld en beleid is of wordt ontwikkeld om ons cultuurhistorisch erfgoed te beschermen, is het voor de uitvoering en financiering van toekomstige waterschapsplannen raadzaam om met die regelgeving en beleidsvorming rekening te gaan houden. In de eerste plaats omdat de wet dit in toenemende mate vereist. Maar ook en vooral om, waar mogelijk, andere overheden als ‘partners’te kunnen betrekken bij het behouden of (her)ontwikkelen van het watererfgoed en de financiering van waterschapsplannen.
Ondergetekende heeft het gevoelen dat tot op heden binnen de organisatie en het bestuur onvoldoende wordt beseft dat, sinds de Nederlandse uitwerking van het verdrag van Malta o.a. middels de vaststelling van de Wet op de archeologische monumentenzorg, niet alleen werking heeft op archeologische monumenten boven water, maar ook van kracht is voor archeologische monumenten onder water!
