Water in de nieuwe verbrede zin
De gemeente Bergen op Zoom heeft in brede zin met het water te maken.
Eind 2006/begin 2007 is het grote onderzoek naar de kwaliteit van het water in het Krammer/Volkerak/Zoommeer klaargekomen en gepubliceerd. Als remedie voor de kwaliteit werd vanuit Rijkswaterstaat en de Universiteit van Amsterdam geadviseerd “bewegend verzilten”. Dit is ter kennis van de raad gebracht met de opmerking dat het college vierkant achter de optie “bewegend verzilten” staat. De raad heeft hierover nooit gedebatteerd of besloten en de gemeenteraad is tot op heden niet geïnformeerd over de reden van dit collegestandpunt.
1. Waarop is dit collegestandpunt “bewegend verzilten” van het Krammer/Volkerak/Zoommeer systeem gebaseerd?
2. Zijn alle voordelen/nadelen van een zout Krammer/Volkerak/Zoommeer in kaart gebracht?
3. Zo ja, kan de gemeenteraad daar kennis van nemen?
4. Wat zijn de risico’s van een zout Krammer/Volkerak/Zoommeer en daarvan afgeleid een eventueel zoute Binnenschelde?
5. Wat betekent bijvoorbeeld een toenemen van de bestaande zoute kwel in het zuidelijk deel van de Auvergnepolder voor het boeren daar of voor eventuele bedrijfsontwikkelingen daar, o.a. bijvoorbeeld op de kosten van het bouwen?
6. Is geanalyseerd wat de extra onderhoudskosten zijn, veroorzaakt door de meer zoute en dus meer corroderende neerslag en vochtige wind voor bouwwerken en chemische installaties?
7. Is vastgelegd welke zoutnorm er gehaald zal moeten worden?
8. Op welke wijze is gegarandeerd dat deze gehaald wordt en voldoende zal zijn om de huidige algenproblematiek op te lossen en tegelijkertijd in het blijvend nutriëntrijke water zout minnende algen- c.q. zeegrasproblematiek te voorkomen?
9. Wie is verantwoordelijk c.q. de drager van mogelijke schadeclaims als gevolg van de verzilting c.q. toenemende zoute kwel, bijvoorbeeld voor niet afdoende op een zoute kwel berekende funderingen of materiaalgebruik?
10. Op basis van welke specifiek op Bergen op Zoom gerichte adviezen is het college gekomen tot acceptatie c.q. omarming van de zoute variant?
11. Heeft het college acties ondernomen, en zo ja welke, om meer zoete varianten onderzocht te krijgen dan alleen de onderzochte doorspoelvariant?
12. Heeft het college gebruik gemaakt van de inspraakmogelijkheid op de aanvullende Startnotitie Waterkwaliteit Volkerak-Zoommeer? Zo ja, is deze voor de gemeenteraad beschikbaar?
In de planologische kernbeslissing “Ruimte voor de rivier” heeft het Rijk o.a. bepaald dat in geval van wateroverlast in de rivieren het water wordt gebufferd in het Krammer/Volkerak/Zoommeer tot een hoogte van ca. plus 2 meter.
13. Het gemaal Hazen loost het overtollige water van o.a. de Augustapolder en Borgvliet via de Plaatvliet op het Schelde/Rijnkanaal. De vrije afschot is 40 cm. Bij een hoogte van meer dan 40 cm moet de Plaatvliet nu reeds gesloten worden. Hoe vaak is de afgelopen jaren de sluis van de Plaatvliet gesloten?
14. Hoe gaat het college dit toekomstig probleem oplossen?
15. De Zoom loost rechtstreeks op de binnenhaven zowel water uit het buitengebied als uit de binnenstad. Hoe gaat dit als de 2 meter-schijf op het buitenwater staat?
16. Van de sluisdeuren werken alleen nog de twee buitenste. Als deze 2 meter-schijf op het buitenwater komt, hoe beveiligen we onze binnenhaven?
17. Het gemaal De Palz houdt de Auvergnepolder (Halsteren/Lepelstraat) droog. Is de opvoerhoogte van het gemaal voldoende voor de extra 2 meter?
18. Zou een debat in de raad over de positie van de Auvergnepolder bij “Ruimte voor de rivier” niet noodzakelijk zijn? Ook zouden dan de bewoners en gebruikers worden ingelicht.
In het Europese stroomgebiedverhaal, dat bepalingen gaat geven voor de kwaliteit en kwantiteit van het water, ligt Bergen op Zoom ten westen van de Zoom in het stroomgebied De Schelde. Daarmee is de gemeenteraad in een bijzonder dilemma geraakt. We krijgen informatie van het waterschap over het stroomgebied de Maas. We worden uitgenodigd voor voorlichtingsavonden, maar het gaat bij ons ook om het stroomgebied De Schelde.
19. Praten we dan rechtstreeks mee als gemeente? We zijn tenslotte de grootste gemeente in dat Nederlandse deel van het stroomgebied De Schelde.
20. Waarom is het Waterschap Brabantse Delta wel betrokken bij het overleg inzake het stroomgebied De Schelde en Bergen op Zoom niet?
De gemeente krijgt te maken met nieuwe watertaken.
In 2008 treedt de Wet gemeentelijke watertaken in werking. Deze regelt de verbrede rioolheffing waarmee gemeenten waterproblemen in gebouwd gebied moeten aanpakken. Op het bordje van de gemeenten ligt dan een combinatie van de zorg voor riolering, waterkwaliteit, grondwaterproblematiek en wateroverlast door hevige regenval en het bieden van ruimte aan water.
21. Er ligt deze vergadering een Gemeentelijk Rioleringsplan voor. Had deze nieuwe wet niet moeten worden meegenomen? Wat betekent een en ander voor Bergen op Zoom?
In 2009 treedt de nieuwe Waterwet in werking. Hierin worden alle weten die betrekking hebben op waterbeheer samengebracht. Tot en met dat jaar kunnen gemeenten nog het bestaande rioolrecht heffen. Vanaf 2010 moet ook Bergen op Zoom over gegaan zijn op de nieuwe verbrede rioolheffing.
22. In de waterstukken die vanavond aan de raad voorliggen, wordt over de nieuwe Waterwet niet gesproken. Hoe gaat Bergen op Zoom dit aanpakken? Hoe gaat dit doorwerken op de financiering?
23. Waarom heeft het college “water” niet majeur op de agenda van de raad geplaatst?
24. Is kiezen voor zout geen raadsbesluit waardig?
25. Hoe worden de “water”-contacten/afspraken met de provincies Noord Brabant en Zeeland bestuurlijk onderbouwd?
26. Hebben de belanghebbenden en de gemeenteraad van Bergen op Zoom geen recht op kennis van alle plannen?
27. Hoe gaan we financieel het een en ander oplossen?
