Geachte Collega’s,
De inkt van het op 25 juni j.l. ondertekende geactualiseerde “Nationaal Bestuursakkoord Water-actueel” is bij wijze van spreken nog niet droog of de uit het originele stuk van 2 juli 2003 herbevestigde uitgangspunten lijken alweer door het Rijk overboord te worden gezet.
Voor mij was de presentatie van een representant van Rijkswaterstaat, die betrokken is bij het project/planstudie “waterkwaliteit Volkerak-Zoommeer”, een ogenopener, die bij mij de waakzaamheid ten aanzien van de plannen van de zogenaamde hogere overheden op oorlogsterkte bracht. Om scherp te stellen: bij verzilting van het Volkerak-Zoommeer-systeem geen zekerheid inzake de levering van voldoende zoet water via o.a. de Roode Vaart en geen zekerheid dat het Rijk daarvan de kosten op zich neemt.
Wat zei het NBW daarover? Niet afwentelen! En in de bijlage op pagina 19 van “Het Nationaal Bestuursakkoord Water-actueel” is te lezen: “Het Rijk financiert de noodzakelijke maatregelen in het waterhuishoudkundige hoofdsysteem. De waterschappen financieren in beginsel de noodzakelijke maatregelen voor de regionale watersystemen. Indien de taakstelling voor het regionale systeem groter wordt als gevolg van maatregelen die het Rijk (in het hoofdsysteem) uitvoert, dan zal het Rijk de extra kosten voor het regionale systeem vergoeden”. Hier lijkt voor Ons Water geen woord Chinees bij! Indien de Rijksoverheid betrouwbaar is, kan er dus geen twijfel zijn wie, als het Volkerak/Zoommeer-systeem zout zou worden, voor de kosten opdraait voor de alternatieve zoetwatervoorziening. Of denkt het Rijk er mee weg te komen middels artikel 21 van het NBW-actueel: “Dit NBW is niet in rechte afdwingbaar”.
Voor ondergetekende rijst dan de vraag dat – indien het Rijk de handtekening van de Staatssecretaris van Verkeer en Waterstaat, mevrouw Huizinga-Heringa, niet meer serieus neemt – het opzeggen van dit NBW-actueel voor het waterschap Brabantse Delta een optie zou moeten zijn.
In de recent verschenen Bevindingen van de Deltacommissie: “Samen werken met water” wordt, als het gaat over alternatieve zoetwateraanvoer, de opmerking gemaakt (o.a. bij aanbeveling 8 die gaat over de Zuidwestelijke delta; Krammer-Volkerak Zoommeer): “Dit water mag voor de afnemers wel een reële prijs hebben.”
Dit is voor Ons Water één van de opvallende aanbevelingen in de ‘bevindingen’ van de Deltacommissie. Maar er zijn er meer die verbazingwekkend zijn.
In artikel 2 van de regeling tot instelling van de commissie duurzame kustontwikkeling d.d. 7 september 2007 (de Deltacommissie) is aangegeven waarover de Deltacommissie geacht wordt te adviseren:
a. de te verwachten zeespiegelstijging, de wisselwerking tussen die stijging en de afvoer van de grote Nederlandse rivieren en andere klimatologische en maatschappelijke ontwikkelingen tot 2100-2200, die van belang zijn voor de Nederlandse kust;
b. de gevolgen van deze ontwikkelingen voor de Nederlandse kust;
c. mogelijke strategieën voor een samenhangende aanpak die leidt tot duurzame ontwikkeling van de Nederlandse kust, op basis van a) en b) en
d. daarbij voor deze strategieën aan te geven wat, naast de veiligheid voor het achterland, de maatschappelijke meerwaarde is voor de korte en lange termijn.
De Deltacommissie heeft artikel 2 op pagina 87 van haar ‘bevindingen’ als volgt vertaald:
“De Deltacommissie is door de regering gevraagd te adviseren hoe Nederland zo ingericht kan worden dat ons land ook op de zeer lange termijn veilig is tegen overstromingen en een aantrekkelijke plaats kan blijven om te leven. De commissie is daarbij gevraagd een bredere afweging te maken dan één die louter kijkt naar de gevolgen voor de veiligheid. Zij is ook gevraagd te onderzoeken waar synergie mogelijk is met andere maatschappelijke functies als wonen en werken, landbouw, natuur, recreatie, landschap, infrastructuur en energie. De commissie ziet een zee van kansen om verschillende functies en belangen te combineren met de noodzakelijke aanpak van de waterveiligheid”. De kust is dus heel (laag) Nederland geworden.
Op pagina 88 van de ‘bevindingen’ stelt de Deltacommissie: “Waterveiligheid is voor heel Nederland van belang. Een veilige delta is een collectief maatschappelijk belang waarvoor de overheid verantwoordelijkheid neemt en blijft nemen. Vanuit dat collectief maatschappelijk belang wordt het solidariteitsbeginsel gehanteerd: iedereen draagt financieel bij aan de waterveiligheid want iedereen heeft nu en in de toekomst belang bij een veilig Nederland.”
In dit kader is het van belang wat de Deltacommissie zelf als definitie hanteert als het om ‘waterveiligheid’ gaat. Het antwoord op deze vraag is te vinden op pagina 9 van de ‘bevindingen’: “In het advies speelt ‘waterveiligheid’ een cruciale rol. Hierbij gaat het om de bescherming tegen overstromingen en het veiligstellen van de zoetwatervoorziening.”
Het voorgaande is van belang om tot een beoordeling te komen van de aanbevelingen van de Deltacommissie in relatie met o.a. wie wat dient te betalen.
Bij de ‘bevindingen’ lijkt de Randstad het gebied te zijn waarover het gaat en niet zoals de Deltacommissie het zelf stelt: Nederland.
Als er over de zoetwater behoefte van West-Nederland (de Randstad) gesproken wordt dan wordt er niet verwezen naar: “Dit water mag voor de afnemers wel een reële prijs hebben.”
Dan valt de zoetwatervoorziening onder de definitie van ‘waterveiligheid’ (pagina 9)!
De ‘zorg’ voor West-Nederland gaat ver en ten koste van anderen. De peilverhoging van maximaal 1,5 meter op het IJsselmeer is ten behoeve van de zoetwatervoorziening van West-Nederland. Maar het peil van het Markermeer blijft ongewijzigd, dit om de stedelijke ontwikkeling van Amsterdam en Almere veilig te stellen. De door peilverhoging optredende onmogelijkheden van de stedelijke ontwikkeling van Kampen en plaatsen aan het IJsselmeer doen er klaarblijkelijk niet toe.
Keer op keer wordt duidelijk gemaakt: “De extreme afvoeren van de Rijn en Maas moeten dan via de Zuidwestelijke delta worden afgevoerd”. Dat klinkt in eerste instantie logisch. Maar als je er even over nadenkt, komt al gauw de gedachte op: waarom niet ook via de Haringvlietsluizen? Het antwoord is o.a. te vinden op pagina 66 de zoetwateraanvoer via het Spui van Voorne-Putten en de Hoeksewaard. Maar wat nog meer verbaast is de wens om bij hoge rivierafvoeren het hele Rijnmondgebied af te kunnen sluiten (variant ‘afsluitbaar open’), met als voordelen: ‘nieuwe perspectieven voor hoogwaardige gebiedsontwikkeling en mogelijkheden voor stadsfrontontwikkelingen met aantrekkelijke woonmilieus en natuur in de buitendijkse gebieden’. Wat een dergelijke variant betekent voor de gebiedsontwikkelings-mogelijkheden voor de Zuidelijke delta wordt niet in beeld gebracht. Noch de dan optredende afvoerproblemen in het werkgebied van de Brabantse Delta. Nu wordt ons die zogenoemde 2 meter in het kader van Ruimte voor de Rivier verkocht als een kans van eens in de 1400 jaar. Als het scenario van 130 centimeter uit zou komen, gaat de Randstad tot 7 maal per jaar ‘op slot’. Dan ziet die kansberekening van éénmaal per 1400 jaar er heel anders uit.
Helder blijkt de keuze voor West-Nederland als er te weinig zoet water is. Het water is dan nodig om de zoetwaterinlaatpunten voor de Randstad veilig te stellen. Als er echter te veel is, komt het onze richting uit.
Dat (toekomstige) tekorten aan zoetwater vaker op zullen gaan treden, erkent de Deltacommissie: “In het ‘extreemste’ KNMI-scenario kan er rond de volgende eeuwwisseling in een gemiddeld jaar een watertekort ontstaan vergelijkbaar met het tekort in het droogste jaar tot op heden, 1976.” Het KNMI-scenario uit 2006 geeft een vermindering van de gemiddelde Rijnafvoer in de zomer van 1700 m3/s naar 700 m3/s in 2100 aan. Juist met dat vooruitzicht is een zorgvuldig omgaan met het nu beschikbare zoete water van eminent belang. Een eerlijke waterverdeling, vastgelegd in waterakkoorden, is dan ook naar de mening van Ons Water geboden.
Ook de Nota van Antwoord van inspraak op de aanvullende startnotitie waterkwaliteit Volkerak-Zoommeer bevat een interessante bemerking als het gaat over de risico’s van verzilting. Op pagina 4 is te vinden: “De achterwaartse verzilting van november 2005 toont aan dat onder de huidige omstandigheden, dus nog zonder een zout Volkerak-Zoommeer, problemen ontstaan ten aanzien van de beschikbaarheid van oppervlaktewater ten behoeve van landbouw-, drink- en proceswater. Naar verwachting zal deze achterwaartse verzilting ten gevolge van de klimaatverandering in de toekomst vaker kunnen optreden.” Een bevestiging dat de inlaat van (voldoende) zoetwater via de Roode Vaart niet bedrijfszeker is.
Tot slot enkele stellingen van de Deltacommissie:
– “De kosten als gevolg van lokale besluiten moeten niet op een andere bestuurslaag of de samenleving als geheel worden afgewenteld, maar gedragen worden door degenen die ervan profiteren.” (o.a. pagina 51)
Voor Ons Water is het omgekeerde dan ook geldig: De kosten als gevolg van bovenlokale- of rijksbesluiten moeten niet op een andere bestuurslaag worden afgewenteld, maar gedragen worden door degenen die ervan profiteren, ook als dat in een ander deel van Nederland is.
– “ook voor het Krammer-Volkerak Zoommeer zijn op de lange termijn alle beslissingen omkeerbaar.” (pagina 95)
Hoezo zout een duurzame oplossing!!!!!
Ons Water verzoekt alle categorieën bovenstaande bemerkingen van Ons Water te betrekken bij de fractievergaderingen zowel ten aanzien van het debat over het Rapport van de Deltacommissie als bij de behandeling van de standpuntbepaling van het waterschap inzake de Planstudie Waterkwaliteit Volkerak-Zoommeer.
Hier past duidelijke stellingnames:
– Geen afwenteling van problemen of kosten op ons gebied, onze inwoners, gemeenten of bedrijven.
– Als er voor andere gebieden kansen worden geschapen (zoals de variant ‘afsluitbaar open’), dan kan noch mag dat ten koste gaan van de kansen en ontwikkelingen in ons werkgebied.
– Nederland is meer dan de Randstad. De tijd van wingewesten ligt al meer dan 200 jaar achter ons.
– Als de zoetwatervoorziening voor de Randstad valt onder het begrip ‘waterveiligheid’, dan geldt dat ook voor de andere gebieden in Nederland.
– Als er gekeken wordt naar synergie van eventuele maatregelen dient er niet alleen naar synergieën voor de Randstad gekeken te worden, maar ook naar die voor andere gebieden.
– Als de kosten voor lokale besluiten niet afgewenteld mogen worden op andere bestuurslagen, dan ook niet de kosten veroorzaakt door bovenlokale of rijksbeslissingen.
– Er dient een pondspondsgewijze verdeling te komen van zoetwater in geval van schaarste en dit dient vastgelegd te worden in waterakkoorden, die dienen in rechten afdwingbaar te zijn. Dus geen vrijblijvende overeenkomsten zoals het Nationaal Bestuursakkoord Water dat met artikel 21 van dat ‘akkoord’ als puntje bij paaltje komt van nul en generlei waarde is.
