Het algemeen bestuur van het Waterschap Brabantse Delta in vergadering bijeen op 1 oktober 2008, behandelend de brief van de Unie van 1 juli 2008
Overwegende dat:
– waterveiligheid in brede zin van belang is voor heel Nederland. Met dat voor ogen heeft de Deltacommissie, als één der uitgangspunten geformuleerd (pagina 41 van haar ‘bevindingen’): “Waterveiligheid is een collectieve, nationale verantwoordelijkheid. Dat was het van oudsher en dat blijft zo. De overheid waarborgt dit. Vanuit die collectieve verantwoordelijkheid wordt het solidariteitsbeginsel gehanteerd”.
– de normen waar aan in de brief van de Unie aan de Staatssecretaris van Verkeer en Waterstaat d.d. 1 juli 2008 gerefereerd wordt, dateren uit de jaren zestig van de vorige eeuw.
– “De Deltacommissie vindt dat de normen en de toetssystematiek moeten worden aangepast” (pagina 49) Als streef datum vermeldt de Deltacommissie 2013.
– het nu prematuur is om als waterschappen uit te spreken dat, nadat er voldaan is aan de huidige normen, de waterschappen, inclusief het waterschap Brabantse Delta, bereid zijn vanaf dat moment de verantwoordelijkheid voor de primaire keringen te gaan dragen.
– in de Unie brief opgenomen stelling: “Het stelsel van waterkeringen heeft ons in het verleden veel welvaart gebracht. Mits goed onderhouden zal dat stelsel ook in de komende decennia in staat zijn ons op een goede wijze bescherming te bieden, waarmee een (water)veilig vestigingsklimaat gewaarborgd blijft.” niet houdbaar is, gezien de rapportage van de Deltacommissie en geen basis is voor toekomstig beleid.
– de toekomstige aangescherpte normen tot werkzaamheden aan primaire keringen zullen leiden, die de mogelijkheden van de waterschappen als regionale waterautoriteit verre overstijgen.
Draagt het Dagelijks Bestuur op:
– in het licht van de nieuwe informatie, voortkomende uit de rapportage van de Deltacommissie, de Unie en de Staatsecretaris te informeren dat de brief van de Unie aan de Staatsecretaris niet langer onderschreven wordt door het bestuur van het Waterschap Brabantse Delta.
en gaat over tot de orde van de dag.
