Geacht Dagelijks Bestuur,
Met verbijstering heeft ondergetekende kennisgenomen van de brief van de Unie d.d.1 juli 2008 aan de Staatssecretaris van Verkeer en Waterstaat betreffende het Unie standpunt met betrekking tot de financiering van de primaire waterkeringen.
Zonder uitzondering staat vermeld: “De waterschappen zijn bereid vanaf het hierboven beschreven moment de verantwoordelijkheid voor de primaire keringen te gaan dragen”.
In de vergadering van het Algemeen Bestuur van 25 juni j.l. is er vanuit alle categorieën terughoudend, zo niet afwijzend op dit Unie voorstel gereageerd. De slotopmerking namens het Dagelijks Bestuur bij monde van de voorzitter was: “Ik heb het goed begrepen, ik zal terugrapporteren.” Met die woorden wekte de voorzitter de indruk dat, alvorens nadere stappen gezet zouden worden of verplichtingen aangegaan of toezeggingen gedaan, het Algemeen Bestuur daarbij betrokken zou worden. Dat paste ook in de rest van de discussie over dit onderwerp.
Nederland kent een lange en droevige geschiedenis met waterschappen, die verantwoordelijk waren voor de primaire waterkeringen. De zogenoemde calamiteuze waterschappen waren in de 17e en 18e eeuw een begrip wat stond voor: veel watersnoden, veel doden, veel menselijk leed en veel schaden. Pas toen het Rijk de (financiële) verantwoordelijkheid nam voor de primaire waterkeringen kwam aan die voortdurende rampspoed een einde. Het Rijk is ten aanzien van de financiële gevolgen van decentralisaties notoir onbetrouwbaar gebleken. Men decentraliseert als de kosten en/of risico’s door veranderende omstandigheden (regelgeving, vergrijzing, klimaatwijzigingen) toenemen. De overheid waarnaar het Rijk decentraliseert blijkt negen van de tien keer de klos.
Nu de gevolgen van klimaatveranderingen ongewis zijn, dreigen de waterschappen belast te worden met een zaak van nationaal belang.
Vrijblijvende “slotopmerkingen” als dat “het evident is dat er een rijksbijdrage blijft” (zonder dat vaststaat dat deze kostendekkend is) en dat “een evenwichtige spreiding van de lasten voor burgers, als wel tussen het Rijk en de waterschappen essentieel” (zonder een harde afspraak daarover) zijn van generlei waarde als door de waterschappen via de Unie wordt uitgesproken dat: “de waterschappen bereid zijn vanaf het hierboven beschreven moment de verantwoordelijkheid voor de primaire keringen te gaan dragen”.
Ook de nederigheid in de brief van de Unie is kenmerkend voor de wijze waarop met deze materie wordt omgegaan. Als voorbeeld de frase: “Wij zouden graag daarover met u in gesprek gaan en stellen het op prijs wanneer u daarover advies vraagt aan de adviesorganen, de Commissie van Advies inzake de Waterstaatswetgeving (CAW) en de Raad voor de Financiële verhoudingen (Rfv)”. Hoe zo, ‘op prijsstellen’ het is wel het minste wat dient te gebeuren!
– Wat is de motivering van het Dagelijks Bestuur c.q. de vertegenwoordiger van het waterschap de Brabantse Delta in de Unie om met deze brief in Unie verband in te stemmen?
– Waarom is over de klaarblijkelijk instemming met het Unie standpunt inzake de verantwoordelijkheid voor de primaire waterkeringen niet teruggekoppeld met het Algemeen Bestuur zoals in de vergadering van 25 juni j.l. toegezegd?
Graag omgaande beantwoording zodat een eventuele motie voor de vergadering van 1 oktober kan worden voorbereid.
