Geacht Dagelijks Bestuur,
Naar aanleiding van de inhoud van het Basisdocument KRW Maas, Versie 3.1, april 2008 heeft de kiesvereniging Ons Water een aantal vragen.
Op pagina VIII onder de kop: Uitgangspunten en randvoorwaarden is te vinden: “Uitgangspunt voor de doelen is de afspraak dat beheerders geen problemen afwentelen op andere waterlichamen.”
– Wat is de definitie van afwentelen?
– Wat zijn de criteria die afwenteling (zoals het opzetten van maximaal 2 meter water op het Krammer-Volkerak-Zoommeer systeem) wel toelaatbaar maken?
– Wie is bevoegd om besluiten te nemen die feitelijk afwentelen van problemen inhouden?
Op pagina 12 is vermeld: “Binnen het stroomgebied van de Maas is niet-afwentelen vooral van belang voor het behalen van de ecologische doelen in de Noordzee en het Volkerak-Zoommeer. Voor het behalen van het GET voor de Noordzee is een reductie van stikstof-afwenteling noodzakelijk. In het kader van de aanpak van de problematiek op het Volkerak-Zoommeer speelt regionale afwenteling van zowel stikstof als fosfaat een grote rol.”
– Bij welke wijze van aanpak (zoet, zout of beide) van het Volkerak-Zoommeer speelt de regionale afwenteling van zowel stikstof als fosfaat een grote rol?
– Of is afwenteling hier de oorzaak van het probleem?
In paragraaf 3.4.2 inzake de doelen is gesteld: “Enkele waterschappen (Brabant West, Brabant Midden en Brabant Oost) geven er de voorkeur aan om geen voorlopige inschatting te maken maar te wachten dat de analyse in juni is afgerond. In deze versie van het basisdocument wordt daarom voor het gehele Maasstroomgebied geen inschatting van de huidige situatie en toestand in 2015 weergegeven.”
– Waarom wijken de Brabantse waterschappen af van de Limburgse bij het inschatten van de huidige situatie en de inschatting van de verwachte toestand in 2015?
In paragraaf 4.1 is gesteld: “Bij de Brabantse deelgebieden is sprake van een breder KRW-maatregelenpakket. De waterkwaliteitsmaatregelen die hier naar voren zijn gekomen in het gebiedsproces worden voor een groot deel ook opgenomen in het SGBP.”
– Waarom wijken in dit kader de Brabantse deelgebieden af van de andere deelgebieden in het Maasstroomgebied en waarom is het KRW-maatregelenpakket breder?
In paragraaf 4.2 is op pagina 22 gesteld: “Maatregelen voor Volkerak-Zoommeer (VZM) vallen onder het pakket voor de nationale Watervisie en maken vooralsnog geen onderdeel uit van KRW pakket. Kosteneffectieve en duurzame maatregelen voor dit waterlichaam worden nog nader verkend in de eerste SGBP periode;”
– Waar slaat in dit kader het woordgebruik “vooralsnog” op?
– Dit lijkt er op dat het Regionaal Bestuurlijk Overleg Maas het mogelijk acht dat de maatregelen voor het VZM op enig moment onder het KRW-maatregelenpakket voor de Maas gebracht zouden kunnen worden. Is dit juist?
– Tot op heden komen de kosten voor het KRW-maatregelenpakket ten laste van het waterschap dat de maatregelen neemt. Is het Dagelijks Bestuur met ondergetekende van mening dat dit voor een rijkswater als het VZM niet acceptabel is?
Ten aanzien van het afkoppelen van verhard oppervlak is in paragraaf 4.2 op pagina 22 gesteld: “De regionale fysische gesteldheid en verschillen in ambitie bij gemeenten leiden op dit moment tot een heterogeen beeld binnen het deelstroomgebied. In verschillende deelgebieden wordt de maatregel als (kosten)effectief beoordeeld, in andere gebieden als bestuurlijk wenselijk in het gezamenlijke waterbeheer.” “De werkafspraak van 1% per jaar afkoppelen wordt breed toegepast met regionale aanpassing daarvan en dient in de praktijk als richtsnoer. Maatwerk per regio en soms per gemeente is echter een vereiste;
– Zijn de ambities van de 19 gemeenten in het werkgebied van het waterschap Brabantse Delta bekend bij het waterschap?
– Zo ja. Wat zijn, per gemeente de ambities?
Ten aanzien van het beleid in Brabant inzake bufferzones en akkerrandenbeheer wordt op pagina 22 gesteld: “Op het oog lijkt de voortzetting van bestaand beleid in Brabant strijdig met het door de Maasregio ingenomen standpunt ten aanzien van aanvullende maatregelen op generiek beleid.” De Brabantse stimuleringsregeling heeft een tijdshorizon tot 2015!
– Wat betekent het door de Maasregio ingenomen standpunt voor de voortzetting van de lopende stimuleringsregeling?
– Hoe is het mogelijk dat de Brabantse stimuleringsregeling niet mede als basis heeft gediend bij het tot stand komen van het Maasregio standpunt? Het grondgebied van Noord-Brabant is in het Nederlandse deel van het stroomgebied van de Maas (waar het bij dit basisdocument om gaat) meer dan de helft van het betreffende territoir en ook het inwonerstal van Noord-Brabant is ruim meer dan de helft van het inwonertal van het stroomgebied!
Op pagina 37 wordt inzage verschaft wat de investeringskosten zijn voor de rijkswateren in het stroomgebied (779 miljoen euro) voor de periode van 2007-2027. Wat dan bevreemding wekt is dat op pagina 38 wordt vermeld: “Welke maatregelen Rijkswaterstaat opvoert in het stroomgebiedbeheerplan is nog afhankelijk van de besluitvorming over de maatregelen die gekoppeld zijn aan het zogenaamde Watervisie pakket. Dit laatste betreft inrichting- en herstelmaatregelen van het Volkerak Zoommeer en enkele grote waterbodemsaneringsprojecten.” In plaats van een resultaatverplichting in termen van verbeterde kwaliteiten lijkt hier de beschikbaarheid van het geld (779 miljoen euro) de beperkende factor te zijn voor het opnemen van alle te nemen maatregelen in het stroomgebied van de Maas.
– Wat is de verklaring voor het wel opnemen van een bedrag (779 miljoen euro) en het onvermeld laten van de te nemen maatregelen?
