Geacht Dagelijks Bestuur,
Recent hebben de leden van het Algemeen Bestuur de voortgangsrapportage over het waterbeheer in Nederland 2008 “Water in Beeld” mogen ontvangen. Naar aanleiding van dit stuk heeft ondergetekende enkele vragen.
Op pagina 21, paragraaf 3.1.2 onder het kopje Ruimte voor de Rivier is het volgende citaat te vinden: “Ook voor de maatregel ‘berging Volkerak Zoommeer’ is nog in 2007 een overeenkomst gesloten.”
– Met wie heeft, naar ondergetekende veronderstelt, de Staatssecretaris van Verkeer en Waterstaat een overeenkomst gesloten en is deze overeenkomst voor de leden van het Algemeen Bestuur beschikbaar?
Op pagina 24, paragraaf 3.1.10 onder het kopje “Regionale waterkeringen” is het volgende citaat te vinden: “Naast Utrecht hebben nu alleen Noord-Brabant en Limburg nog geen normen voor deze keringen vastgesteld.”
– In de Vierde nota waterhuishouding stond als actiepunt dat in 2006 door alle provincies in overleg met de waterschappen normen moesten zijn vastgesteld voor de regionale waterkeringen. Hoe is het mogelijk dat deze normen in Noord-Brabant niet binnen de gestelde termijn 2006 en zelfs niet in 2007 zijn vastgesteld?
– Is er over deze zaak overleg geweest met de provincie Noord-Brabant en wat was daarvan de inhoud?
– Zijn deze normen tot op heden wel vastgesteld?
– Zo niet. Is er een termijn vastgelegd voor de vaststelling?
– Heeft het waterschap stappen ondernomen om de vaststelling te bespoedigen?
– Zo ja. Welke?
– Zo nee. Waarom niet?
– Op basis van welke criteria, wordt/is bij gebrek aan vastgestelde normen bij de regionale waterkeringen getoetst of zij die veiligheid garanderen die vereist is?
Op pagina 30, paragraaf 4.1.3 onder het kopje “klimaatscenario’s in het waterbeheer” is het volgende citaat te vinden: “Op dit moment zijn er regelmatig watertekorten. Door klimaatverandering nemen die watertekorten de komende eeuw bovendien toe. Uit de analyse in het rapport ‘Investeringsruimte voor toekomstige droogte’ blijkt dat de toename in twee van de vier klimaatscenario’s aanzienlijk forser uitvalt dan in de WB21-scenario’s was aangenomen. De onzekerheid is nog te groot om nu al dure maatregelen te nemen om watertekorten tegen te gaan. De watertekorten lopen echter in twee van de vier scenario’s zodanig op, dat het verstandig is nu alvast te gaan verkennen welke maatregelen kunnen worden genomen als blijkt dat de drogere klimaatscenario’s doorzetten.”
– Is het Dagelijks Bestuur met ondergetekende van mening dat deze veranderende inzichten, inhoudende verslechterende vooruitzichten ten aanzien van de beschikbaarheid van voldoende zoet water, betrokken zouden moeten worden bij de afwegingen, te maken bij de besluitvorming (zoet/zout), over de toekomst van het Krammer/Volkerak/Zoommeer systeem?
In paragraaf 4.2.3 op de pagina’s 31 en 32 wordt geschreven over de waterakkoorden. Voor elf watersystemen heeft de landsregering waterakkoorden tussen de waterschappen en het Rijk verplicht. De paragraaf bevat een aantal teksten die vragen oproepen. O.a. : “Over de kwaliteit van alle waterakkoorden constateert de Inspectie Verkeer en Waterstaat dat heldere afspraken over de waterkwaliteit en over waterkwantiteit – tegen de achtergrond van de trits vasthouden-bergen-afvoeren – niet aan de orde komen.”
– Heeft het waterschap Brabantse Delta één of meerdere waterakkoorden gesloten met het Rijk?
– Zo ja. Welk watersysteem of welke watersystemen betreft het en zijn de akkoorden beschikbaar voor het Algemeen Bestuur en herkent het Dagelijks Bestuur zich in de in “Water in Beeld” vermelde tekst, die feitelijk stelt dat in de akkoorden geen heldere afspraken staan over de waterkwaliteit en waterkwantiteit?
In paragraaf 5.1.1.3 op pagina 42 is de volgende tekst te vinden: “Vooralsnog bestaat er weinig aandacht van gemeenten en waterschappen om naast hemelwater andersoortig verdund rioolvreemd water terug te dringen.”
– Lopen er binnen het werkgebied van het waterschap Brabantse Delta projecten of contacten met gemeenten om ‘andersoortig’ verdund rioolvreemd water terug te dringen?
– Zo ja, kan het Algemeen Bestuur daar een overzicht van ontvangen?
