IS HET EXPERIMENT DE KIER ACHTERHAALD?

Het complex van de Haringvlietsluizen vormt vanaf 1970 de grote regelkraan van de Nederlandse rivierwaterhuishouding. Door alleen te spuien, lozen we er zoetwatervis in zee en kunnen trekvissen onze rivieren niet bereiken. Het integraal overleg Haringvliet – Hollandsch Diep – Biesbosch leidde begin negentiger jaren tot het plan om enkele sluisdeuren de klok rond op een kier te zetten en zo een verbinding tussen zout en zoet tot stand te brengen. Men hoopte hiermee de situatie voor de natuur te kunnen verbeteren. Voor de tweede maal is het op een kier zetten van de sluizen uitgesteld. De planstudie van de Kier is afgerond en het ligt in de bedoeling dat die in 2010 operationeel wordt. Voor de kwaliteit van de deltawateren lijkt de Kier overbodig en zelfs bedreigend. Heeft het nog zin hiermee door te gaan?

Wisselende milieuomstandigheden
Vanaf de begintijd zal de Kier enkele maanden per jaar op non-actief staan door de steeds vaker voorkomende lage rivierafvoeren in de zomer. Tellen we daar de sluitingen als gevolg van hoge zeewaterstanden bij op, dan werkt de Kier nog maar 6 tot 8 maanden per jaar. Getemd getij, een vervolgstap op de Kier, is dan ook uit beeld verdwenen. Getijde vanuit het Haringvliet zal de Biesbosch nooit meer bereiken. In periodes met geringe rivierwaterafvoer wordt eerst al het brakke water geloosd. Na dit ´zoetspoelen´ sluit men de sluizen om indring van zout tegen te gaan. Het milieu van het Haringvliet verandert hierbij aanzienlijk. Bij het opnieuw laten binnenstromen van zeewater vindt een omgekeerd proces plaats. Deze wisselingen van milieu veroorzaken sterfte van organismen die afhankelijk zijn van brak water en getijden óf van levensvormen gebonden aan stabiel en zoet water. Die ongunstige omstandigheden, direct veroorzaakt door de Kier, maken dat er van duurzame natuurontwikkeling in het Haringvliet geen sprake meer zal zijn. Het beoogde herstel van de ecologische relatie tussen zee en rivieren blijft naar verwachting beperkt tot incidentele waarnemingen van verdwaalde vissen. Dit alles staat haaks op het streven naar gezonde deltawateren.

Zoutproblemen in het Haringvliet
Het gedrag van het zout vormt de grootste onzekerheid. Men wil de zoutgrens tot maximaal 8 km oostwaarts van de sluizen, maar hoe zal het water in het Haringvliet zich mengen? In hoeverre schiet een zoute tong onder het zoete water door? Is het water in het Haringvliet wel voldoende in beweging? Zal de overgang van zoet naar zout niet te abrupt zijn voor het aanpassingsvermogen van organismen zoals trekvissen ? Kan men eenvoudig de indring van zout stoppen? Zolang deze vragen onvoldoende beantwoord zijn, vormt ook dit aspect van het experiment een risico.
Bijstelling of evaluatie achteraf?
Door lerend beheren wil Rijkswaterstaat hier ervaring opdoen. Nu heeft de ervaring al geleerd dat experimenteren met Deltawateren op termijn problemen kan opleveren.
De precieze invloed van de Kier op de natuur weten we pas na de evaluatie die op zijn vroegst in 2015 start. Uiteraard zullen er dan meer trekvissen waargenomen zijn dan bij met vloed volledig gesloten sluizen, maar om op basis hiervan het experiment als geslaagd te beschouwen zou wel heel kort door de bocht zijn. Als er immers geen sprake is van continuïteit in natuurontwikkeling, maar van onregelmatig terugkerende milieuwisselingen met vergaande ecologische gevolgen, dan weten we nu al dat het plan mislukt.
Ondanks alle goede bedoelingen wordt oude planvorming naar verwachting niet lang meer vastgehouden en vindt er bijstelling plaats. Als het experiment meer kwaad dan goed doet, dan is het verstandig om zelfs in deze vergevorderde fase het project af te blazen. Wanneer er een permanente en geleidelijke overgang van zout naar zoet komt via de Oosterschelde, levert de Kier geen enkele bijdrage en is de natuur in de Delta gebaat bij Haringvlietsluizen die alleen spuien ter verhoging van de veiligheid of de milieukwaliteit. Stabiliteit van het zoete milieu in het Haringvliet is ecologisch en economisch van belang en voorkomt verzilting van het grondwater van de omringende gebieden. Het stabiele milieu zal een positieve invloed hebben op aangrenzende natuurgebieden en inname van zoet water is weer overal mogelijk.
Wijziging plannen Haringvliet
Bij de Planologische Kernbeslissing Ruimte voor de Rivier is voornamelijk gekeken naar de rivieren in combinatie met slechts het Haringvliet en de noodberging Krammer/Volkerak, en nauwelijks naar de gehele zuidwestelijke Delta. Zodra er een grote gecombineerde Deltaberging in zicht komt en de verbindingen tussen de deltawateren onderling worden hersteld, is heroverweging en afstemming van samenhangende projecten gewenst. Een meer integrale en duurzame aanpak van het waterbeheer garandeert onze veiligheid en verbetert de ecologische relatie tussen zee en rivieren. Op dat laatste wacht natuurminnend Nederland al tientallen jaren.
