Gebieden met een natuurbestemming worden steeds vaker bevolkt door grote grazers, zijn minder beheersbaar of krijgen te maken met milieuproblemen.
Ook in het rivierengebied worden voormalige polders en uiterwaarden aan hun lot overgelaten. Het resultaat oogt ruig en dynamisch, maar mag men zo blijven experimenteren met gebieden die ons worden toevertrouwd?
Natuurontwikkeling
In de afgelopen eeuw is veel veranderd in het landschap. De natuur is jarenlang achteruit geboerd, een tegenbeweging kwam op gang en op sommige plaatsen kan de natuur weer aardig uit de voeten, omdat er de benodigde rust en regelmaat heerst. Met de juiste mentaliteit komt iedere beheerder er wel uit. Respect voor het verleden, oog voor de mogelijkheden die het landschap biedt, een gezond waterbeheer en inspelen op verrassingen die de natuur toch nog altijd in petto heeft. In redelijk schone en stabiele gebieden, met jaar in jaar uit op ieder plekje een vast beheer, is het heerlijk te constateren dat het de goede kant op gaat. Deze toename van de natuurlijke rijkdom, noemen we vanouds natuurontwikkeling.
Nieuwe natuurvisies
Sinds Plan Ooievaar (1986) in het land is, geven idealistische voorstanders van deze en verwante stromingen aan de term natuurontwikkeling een wat gewijzigde betekenis. Natuurontwikkeling is in hun ogen wat de mens aanricht of beter gezegd, inricht. Dit gebeurt vaak grootschalig en rigoureus. Natuurontwikkeling als ‘werkwoord’ is het doorsteken van dijken en kades, het uitgraven van kreken, het met bulldozers bewerken van het landschap en het verwijderen van de bovenlaag. Publiciteit wordt hierbij zeker niet geschuwd. Televisie, websites en kleurige informatiefolders promoten de nieuwe denkwijzen.
Scoren
Studiereizen naar voormalige Oostbloklanden leren jonge onderzoekers wat oernatuur is. Daar zijn immens grote oppervlakten waar de vervuilende mens nog maar weinig vat op heeft. Zó moet het hier dus ook worden. Om zich te profileren brengen zij hun up-to-date kennis onmiddellijk in de praktijk. Geen traditionele voortzetting van een beproefd beheer. Daar val je niet mee op. Nee, projecten waar mee te scoren valt, want de concurrentie in biologenland is groot. ‘God schiep de aarde, maar ik ben een goede tweede’, meent menig net klaargestoomde bioloog. Wat spreekt meer tot de verbeelding dan hier, in het overvolle Nederland, een oerlandschap te herscheppen? Zó van de drukte van de stad, floep, terug in de oertijd. Heftig! Vol enthousiasme gaat men, letterlijk vanaf de bodem, aan de slag met ingrepen, noodgrepen en experimenten. Wie niet waagt, die niet wint. Tijdens de uitvoeringsfasen van deze plannen kan men u heel wat laten zien. Lijvige rapporten rollen uit de computer en de mooiste presentaties verfraaien de plannen. Dat is van groot belang voor het bureau waaraan deze fase is uitbesteed.

Na oplevering blijft het betreffende bureau niet verder verantwoordelijk en is het naarstig op zoek naar nieuwe orders. Vóór dit tijdstip moet zelfs een leek bij het aanschouwen van de zandbergen en waterpartijen onder de indruk zijn van het gebeuren.
Strijd om ruimte
Voor oerlandschappen is ruimte nodig, ruimte die we niet hebben. Het streven naar aaneengesloten grootschaligheid is heilig en annexatie van aangrenzende natuurgebieden lijkt dan ook onvermijdelijk. Nog niet verkavelde kleine landschapsjuweeltjes worden door de grootse plannen opgeslokt. Een lappendeken van kleinschalige landschapselementen is volgens de ‘natuurontwikkelaars’ niet meer van deze tijd. Denk groot! Na aanleg hoort de mens zich als beheerder terug te trekken en krijgen de natuurlijke processen de overhand. We zien wel wat het wordt. De komende generatie zal zich vergapen aan een ruig landschap met verdronken uiterwaarden en polders, bevolkt door grote grazers. En de kwaliteit? Die zit ‘m in de kwantiteit.
De ontdekking van grote grazers
In de jaren zestig dachten velen dat Moeder Natuur maar haar gang moest gaan, dan zou het wel goed komen. Maar de beheersvorm ‘niets doen’ leidde in onze halfnatuurlijke landschappen in de regel tot verarming. Aan de andere kant is het intensieve natuurbeheer nogal duur – hooien en plaggen kost geld. Beide stromingen lijken elkaar en de oplossing gevonden te hebben in de inzet van grote grazers.
Is deze keuze wel juist? Zorgt ze voor verrijking of verarming? Hoort het thuis in onze schaarse natuurgebieden? Belemmert het niet de bosvorming en verjonging? Zijn de beschikbare terreinen niet veel te klein voor rondzwervende kuddes? Vragen te over bij een reeds ingeburgerde beheersvorm.
De Beekse Bergen in rivierenland
De lastige verrekijker wordt overbodig, want koniks, Heckrunderen, Schotse hooglanders, galloways, IJslandse pony’s en andere ‘wilde huisdieren’ zijn veel beter waarneembaar dan onze inheemse diersoorten. Nemen deze uitgezette dieren niet stiekem de ruimte in beslag die we wilden reserveren voor onze eigen fauna? Of zijn deze grote grazers onmisbare beheerders die meewerken aan de landschapsbepalende natuurlijke processen? Als we de publicaties moeten geloven, draagt elk dier met wetenschappelijk verantwoord gegraas en geknabbel bij aan de diversiteit. De paarden en runderen trappen niks plat met hun poten, maar scheppen microreliëf. Ze vreten geen waardevolle begroeiingen weg, maar grazen selectief. Wanneer zo’n ruig ogend huisdier een nest van een grutto vertrapt – in begraasde terreinen neemt het aantal grondbroeders met 80% af – is dat geen enkel bezwaar. Die vogel komt wel aan zijn trekken in onze weidegebieden waar we nestbeschermers gebruiken. Vroeger bracht de boer in de wintermaanden zijn koeien van de uiterwaarden naar de beschutting van de warme stal. Zoiets past hier niet. Die ruig ogende grazers moeten maar lekker buiten blijven, achter de afrastering met wildroosters. Vraag je vooral niet af of in de prehistorie wilde paarden en runderen hun wintervakanties in vergelijkbare dichtheden langs de koude en vochtige rivieroevers doorbrachten.
Dynamiek en verstoring
Het overheidsbeleid is gericht op het verkrijgen van meer ‘ruimte voor de rivier’. Dit om de dreiging van extreme waterstanden te beteugelen. De plannen om van uiterwaarden weer overstroombare gebieden te maken vormen hierbij een belangrijke bijdrage aan de veiligheid van het omringende land. Deze aan de landbouw onttrokken gebieden krijgen meestal automatisch het predicaat ‘natuurontwikkelingsgebied’. We weten inmiddels dat het gedrag van onze rivieren grillig is geworden. Die dynamiek vergroot aan de ene kant de vestigingskans voor nieuwe soorten, maar vormt tevens een bedreiging voor gevestigde soorten. Hoe meer onder invloed van de rivier, des te armer is de samenstelling van de vegetatie en neemt het broedsucces van moerasvogels af. Botanici en ornithologen staan dan ook doorgaans niet te juichen, maar in tijdschriften als ‘Nieuwe Wildernis’ doet men zijn uiterste best om aan iedere geconstateerde verandering een positieve draai te geven. De nieuwe stromingen moeten zich immers nog op vele fronten bewijzen. Ze putten hun hoop en enthousiasme uit de stormachtige ontwikkelingen die altijd volgen na de aanleg, in de jaren van verstorings- en pioniersvegetaties. Door extreme waterstanden, langdurige inundatie, bezinking van vervuild slib, een lozing van weet ik wat of gewoon een milieuramp zijn jarenlange ontwikkelingen echter in een mum van tijd weer teniet gedaan.

De vervuilde en intensief gebruikte waterwegen zouden de zwakke ruggengraat moeten gaan vormen voor de gloednieuwe oernatuur. Juist in het blijvend zwaar door de mens beïnvloede en verstoorde rivierengebied wil men ‘autonome’, dat wil zeggen zelfregulerende natuurgebieden laten ontstaan. Kwetsbaar én robuust. Een verrassende tegenstelling! Als er vervolgens met de Haringvlietsluizen geëxperimenteerd gaat worden, dan zijn we in die regio verzekerd van ontwikkelingsperioden van minder dan een half jaar. ‘Natuurontwikkelingsplannen’ met niet, nauwelijks of tijdelijk ontwikkeling van natuur, is dit eigenlijk wel te rijmen? In onze ogen niet.
Geef terug!
Geef het woord natuurontwikkeling verdorie terug aan héél natuurminnend Nederland en aan alle vormen van natuur! Natuurontwikkeling begint niet alleen bij het nulpunt, maar vindt overal en op zoveel manieren plaats. Per gebied, groot of klein, kunnen we ons de vraag stellen welk beheer het juiste is om te komen tot een kwalitatief zo goed en duurzaam mogelijk resultaat. We kunnen keuzes maken. Soms de minst slechte en soms hele goede.
