DE BIESBOSCH, EEN NATIONAAL PARK OP GOEDE GRONDEN

Het Nationale Parkenbeleid kent vier doelstellingen: Als eerste natuurbehoud en natuurontwikkeling. Vervolgens educatie en voorlichting, dan natuurgerichte recreatie en als laatste wetenschappelijk onderzoek. In een Beheer- en Inrichtingsplan (BIP) zijn deze doelen samengesmolten tot een bruikbare leidraad voor inrichting en beheer. Bij de Biesbosch liep het anders. De geschiedenis van dit Nationaal Park kenmerkt zich door gemiste kansen voor de natuur.
Een steeds veranderende Biesbosch
Ontwatering veroorzaakte een bodemdaling die leidde tot het ontstaan van de Biesbosch in 1421. Het westelijk veengebied van de Zuid-Hollandse Waard werd een grote ondiepe plas met een getijdenmilieu. Door snelle verlanding behoorde het gebied eind negentiende eeuw al weer tot de hoogste delen van Laag Nederland en kon opnieuw worden ingepolderd. De fase, waarin gorzen, grienden en polders intensief werden geëxploiteerd, leeft in onze herinnering voort als `de oude en unieke Biesbosch`.
Maar wat brengt ons de nieuwe Biesbosch in werkelijkheid? Na de grote verandering door de Deltawerken ging het in de Biesbosch niet van een leien dakje.
Door slibbezinking in de na 1970 veel te ruime wateren nam de verontreiniging van de waterbodems hier ongekende vormen aan. Het buitendijks milieu kreeg een bedenkelijke kwaliteit en bleef soortenarm. Op hogere en geïsoleerde plaatsen hebben vervuiling en verstoring gelukkig minder invloed. Na bijna veertig jaar kunnen we er waardevolle bosontwikkeling en moerasvorming waarnemen. Onder de eentonige wilgenmassa van de oude grienden kwam een ondergroei van kruidensoorten van het elzen-vogelkers-verbond, zoals groot heksenkruid, knopig helmkruid, reuzenzwenkgras, bloedzuring, aalbes, groot springzaad en ijle zegge. Kwelplaatsen onder aan de dijklichamen van de bekkens herkennen we aan de aanwezigheid van beekpunge en in aangrenzende gebieden duiden soorten als holpijp, bosbies, blaasjeskruid, moerasstreepzaad en moeraskartelblad op kwelinvloed. Geïsoleerde natuurpoldertjes veranderden in ware vogelparadijzen.

Stoelendans met natuurdoelen
De Biesbosch werd in 1985 Nationaal Park in oprichting. Voor het eerst kon er een omvangrijk natuurgebied ontwikkeld worden op rijke gronden. Gronden die we eigenlijk best zelf zouden kunnen gebruiken. De commissie Kleisterlee gaf vanuit de overheid een advies voor natuur en landschap, dat vervolgens ondersteund werd door de betrokken natuurorganisaties, indertijd verenigd in het Natuurbeschermingsplatform Biesbosch. Maar de samenstelling van het Beheer- en Inrichtingsplan vond al plaats voordat een doelstelling voor natuur en landschap werd vastgesteld, een omgekeerde volgorde. Later kwamen beheersuggesties zoals extensieve begrazing, rivierdynamiek en tenslotte getijdenvergroting. Men zat uiteindelijk met de handen in het haar, want deze ideeën bleken ongeschikt voor de grootschalige natuurontwikkeling die men toen voor ogen had.
Een vreemde keuze
Tot verbazing van de adviserende ecologen koos het Overlegorgaan in 1991 voor de terugkeer naar een zoetwatergetijdengebied. Een keuze die niet uitging van de bestaande waterhuishouding. Alle verantwoordelijken wisten op dat moment dat deze keuze tijdens de looptijd van het beheerplan onmogelijk was. Men wilde kost wat kost de instelling van het Nationaal Park niet langer uitstellen door tijd te besteden aan het uitwerken van een haalbaar en passend natuurdoel. Dat de vereiste wetenschappelijke onderbouwing vanaf het begin ontbreekt zal dan ook niemand verbazen.
De onstabiliteit van de rivier
De Biesbosch kreeg haar status als Nationaal Park en vanaf dat moment zitten de Dordtse en Brabantse Biesbosch opgescheept met het onhaalbaar natuurdoel “zoetwatergetijdengebied”. Een situatie die schreeuwt om bijstelling. Maar ruim tien jaar later, bij de herziening van het BIP, bleef deze koers gehandhaafd. Op papier wordt een getijdengebied neergezet, maar in werkelijkheid staat het buitendijkse milieu onder invloed van de onstabiele rivierdynamiek, een keuze die men al in de voorbereidende fase absoluut niet wilde maken. De betrokken instanties kunnen inmiddels terecht nalatigheid worden verweten wat betreft het behartigen van de natuurbelangen. De nadruk ligt nog steeds niet bij de kwaliteit van het milieu en wetenschappelijk onderzoek blijft mondjesmaat beperkt tot discutabele ondersteuning van de eigen koers.

Binnendijkse kansen
Onze vele waterrijke gebieden vervullen in de herfst en winter een belangrijke functie voor de vogelopvang van doortrekkers en wintergasten. In voorjaar en zomer is er een nijpend tekort aan goede broed- en foerageergebieden voor moeras- en watervogels. Lepelaars, reigers, rallen, ganzen en eenden zoeken dan vooral rust, helder water en een rijkdom aan voedsel in een niet al te verontreinigd milieu. Het merendeel van het Nationaal Park de Biesbosch ligt buitendijks. Resterende delen onder invloed van het rivierwater brengen, geeft alleen verarming en teveel van hetzelfde. Het maken van permanent open verbindingen met het rivierwater is in de Brabantse Biesbosch in strijd met zowel het rivierwaterbeheer als de natuurbelangen. Rondom de Biesbosch zullen tot 2015 duizenden hectare aan de landbouw worden onttrokken en aan het Nationaal Park worden toegevoegd. Laat dat niet alleen loze ruimte worden voor bevers en recreanten. Goede landbouwgrond opgeven doe je alleen als ervoor in de plaats werkelijk duurzame en waardevolle natuurontwikkeling komt.
In de Noordwaard worden straks natuurontwikkelingsmogelijkheden gebruikt zoals het inrichten van landbouwpolders als omkade moerassen en weidevogelgebieden. Gebieden die in tijden van watersnood mogen overstromen om rivierwater af te voeren of als komberging te fungeren. Na een bestemmingswijziging voor de Zuiderklip van getijdengebied naar water, moeras, rietvelden en weidevogelgebied kon ook het hart van de Brabantse Biesbosch een natuurbestemming krijgen. Het was hier geen onmogelijke opgave om tot een echte natuurkern te komen. Met een goed beheer in de binnendijkse gebieden ontstaan er schone en stabiele biotopen. De projectleiding Zuiderklip heeft echter voor een andere weg gekozen, de dijken in een overlegfase doorgestoken en hiermee de discussie gesloten.
Een goed waterbeheer als basis
Zoals houtwallen een groot deel van het erfelijke materiaal van onze oerbossen bevatten, zo zijn de sloten de schatbewaarders van de resten van de eens zo talrijke venen, plassen en moerassen. Onze poldersloten waren in het begin van de vorige eeuw zeer rijk aan dieren- en plantenleven. We beseffen het nauwelijks, omdat een en ander zich onder het wateroppervlak afspeelde, maar de achteruitgang van dit milieu is wel het meest ingrijpende wat de natuur in ons kikkerlandje is overkomen.
Water van een goede kwaliteit is een kostbaar goed.
Hoewel de Biesbosch, met uitzondering van Amer en Nieuwe Merwede, geen wezenlijk onderdeel is van het rivierensysteem, wordt ze continue bedreigd door het rivierwater. Het tot nu toe gevoerde beleid deed er nog een schepje bovenop. Isolatie en peilbeheer zijn de instrumenten die kunnen bijdragen aan de kwaliteit van het Nationaal Park.
Met gebiedseigen water, natuurlijke en kunstmatige kwel, de aanwezigheid van ringdijken en het reliëf in combinatie met het grillige landschapspatroon zijn de mooiste natuurgebieden te ontwikkelen. Kwel vanuit de spaarbekkens biedt aan de Brabantse Biesbosch gouden kansen. Er kunnen ideeën nader uitgewerkt worden, om dit zeer schone water langer vast te houden en te benutten voor natuurdoeleinden.
Na al die jaren lijkt het advies voor natuur en landschap van de Voorlopige Commissie Nationale Parken (VCNP), op basis waarvan de Biesbosch Nationaal Park in oprichting werd, nog steeds actueel. De kansen voor de Biesbosch zitten vooral in -en dan citeren we de VCNP uit 1985- natuurontwikkeling naar een moerasgebied, waarin verlanding, veenvorming en natuurlijke bosvorming plaatsvinden. Blijkbaar is dit advies toch gebaseerd op goede gronden.
