HARTINFARCT TREFT BRABANTSE BIESBOSCH

Als de uitvoering van het project Zuiderklip fase 1 nog tijdig werd stopgezet, was een infarct van het hart van de Brabantse Biesbosch te voorkomen en kreeg het gebied de kans om zich als natuurkern te ontwikkelen. Het Nationaal Park de Biesbosch behoort immers een kerngebied te zijn in de Ecologische Hoofdstructuur van Nederland. De projectleiding liet echter op 5 november 2008, ondanks het nog gaande overleg met de gemeente Drimmelen en de betrokken natuurvereniging over de inzet van drempels, de dijken doorsteken en sloot hiermee de discussie. Het project Zuiderklip, verworpen door een uitspraak van de Raad van State, wordt hierdoor afgerond in een fase dat het verplichte MER nog in voorbereiding is.
Nationaal Park De Biesbosch vanaf de oprichting uit de koers
In 1970 werd het Haringvliet gesloten en het getijdenmilieu verdween voorgoed uit de Dordtse- en Brabantse Biesbosch. Beide gebieden kregen een ander karakter en nieuwe ontwikkelingen vingen aan. De bodems van de ineens veel te ruime deltawateren werden bedekt met een dikke laag vervuild slib. Het sterk verontreinigd sediment zorgt in combinatie met de geringe waterkwaliteit en het onregelmatige riviergedrag voor een bedenkelijk milieu in de geulen van de Biesbosch. Desondanks werd de Biesbosch in 1985 een Nationaal Park in oprichting. Dit met het overheidsadvies om te streven naar een landschap met plassen, moerassen, venen en rijke moeraswouden, met verlanding en bosvorming als natuurlijke processen.
Vijf jaar later legde het Overlegorgaan van het Nationaal Park dit advies naast zich neer en besloot om het verdwenen getijdenmilieu als streefdoel te kiezen. De voorwaarde om uit te gaan van het bestaande rivierwaterbeheer werd hiermee gepasseerd. Staatssecretaris Gabor tekende een convenant, waarmee de Biesbosch op oneigenlijke gronden een Nationaal Park werd. Want de ijdele hoop op terugkeer van het getijde bepaalt op papier de koers voor het Nationaal Park, terwijl het gebied zich al 38 jaar geheel anders ontwikkelt.

Nooddoorvoer van Rijnwater
In de jaren negentig werden we bewust van de dreiging van het rivierwater. Om bij rivierwatersnood het Rijnwater snel te kunnen afvoeren wilde Rijkswaterstaat een groene rivier aanleggen vanaf de Waal door het land van Heusden en Altena met een doorvoer via de Biesbosch naar het Hollandsch Diep. Maar de bodems van de geulen in de Biesbosch bleken te zwaar verontreinigd om ze hiervoor vrijblijvend te mogen uitdiepen. Een brede geul in zuidwestelijke richting door de niet vervuilde polders van de Zuiderklip werd de noodoplossing. Landsbelang gaat nu eenmaal voor natuur. Gelukkig kreeg Rijkswaterstaat een alternatief aangeboden, namelijk de polder de Noordwaard.
In tijden van nood mag er nu Rijnwater vanaf de Nieuwe Merwede over een grote breedte naar de Delta stromen. Zo werden de groene rivier en het doorstromingsproject Zuiderklip overbodig.
Subsidies bepalen de inrichting van de Zuiderklip
De projectleiding van de Zuiderklip dacht er niet aan om haar project te laten varen. De vrijwel onmogelijke doelstelling `getijdengebied´ werd weer opgepakt en met subsidies van LNV, RWS/Ruimte voor de Rivier, Deltanatuur en de EU kon alsnog een groots plan gerealiseerd worden. De omvang van de subsidies via Deltanatuur en de EU zijn evenredig met het aantal hectaren dat ontpolderd wordt. Voor een bijdrage in het kader van Ruimte voor de Rivier dient er rivierwater door het gebied te kunnen stromen, desnoods via een forse omweg. Niet de behoefte of de noodzaak, maar de subsidievoorwaarden bepaalden vervolgens de inrichting van het ´herziene´ project Zuiderklip. Het project Zuiderklip fase 1 is inmiddels volop in uitvoering.
Doorvoercapaciteit Amer
Na Keizersveer is de doorvoercapaciteit van de Amer in de richting van Moerdijk uitstekend. Het is verbazend dat de projectleiding juist hier een kunstmatige omleiding bedacht voor een heel klein deel van het Maaswater. Dezelfde omweg werd tijdens eerdere planvorming, bij de Rijnwatervariant van de Zuiderklip, als overbodig beschouwd.
Zo´n permanent open verbinding is in strijd met gezond rivierwaterbeheer. Na de aanleg van de omleiding zoekt het water een nieuw evenwicht en gaat de geringe winst van het project spoedig verloren. De overbodige bypass laat immers zichzelf of de hoofdader spoedig verder dichtslibben. Een extra schepje op de slibbezinking na 1970 wordt het resultaat van het grootschalige project Zuiderklip.
Huidige stand van zaken
Het gebied de Zuiderklip had en heeft feitelijk nog altijd de bestemming “spaarbekken met aanliggend natuurgebied”. Deze bestemming is nooit verwezenlijkt. Een vierde spaarbekken bleek overbodig en de polders zijn voor landbouwdoeleinden gebruikt.

De gemeenteraad van Drimmelen heeft vijf jaar geleden de bestemmingswijziging “natuur en waterstaatkundige doeleinden” voor het gebied verworpen, omdat ze toen het hele project Zuiderklip niet zag zitten. Nadien is in overleg en met toestemming van de Provincie de bestemmingswijziging alsnog herzien in “natuur met waterstaatkundige doeleinden”. Inmiddels heeft de Raad van State in haar uitspraak van 7 mei 2008 aan het bovengenoemd bestemmingsplan “De Zuiderklip” fase 1 goedkeuring onthouden.
In deze uitspraak is bepaald dat er een nieuw bestemmingsplan dient te worden opgesteld op basis van een uitgebreid onderzoek door middel van een milieueffectrapport (MER). Dit met de bedoeling om alle gevolgen voor natuur- en milieu, waaronder die van de doorstroming van vervuild Maaswater, in kaart te brengen. Daarna dient een keuze gemaakt te worden op basis van de minst nadelige gevolgen. Ook blijkt de habitattoets, een toets die let op de gevolgen voor de kwaliteit van de leefwereld, niet op de juiste wijze te zijn uitgevoerd. Opvallend is dat de DLG op grond van het vrijstellingsbesluit artikel 19 tot nu toe gekozen heeft voor verdere uitvoering en afronding van fase 1 van het project Zuiderklip op basis van een ´verworpen´ bestemmingsplan. Aan de andere kant heeft de DLG bij de gemeente Drimmelen het verzoek tot bestemmingswijziging van de Moordplaat voor fase 2 ingetrokken op basis van de kritische uitspraak van de Raad van State. Samengevat wordt fase 1 uitgevoerd op louter formele gronden en niet op basis van de vereiste kwaliteit, terwijl voor fase 2 van hetzelfde project een nieuw bestemmingsplan wordt voorbereid dat hieraan wel gaat voldoen. Aangezien er nu met het vrijstellingsbesluit wordt vooruitgelopen op een niet meer bestaand bestemmingsplan, is er een illegale situatie ontstaan en dat is in strijd met de wet. Het bevoegde gezag, in dit geval het College van B&W van de gemeente Drimmelen, is verzocht om handhavend op te treden tegen de Dienst Landelijk Gebied en het werk met onmiddellijke ingang stil te leggen. Dit om verdere milieuschade te voorkomen. Uit vrees voor schadeclaims van DLG heeft de gemeente dit niet aangedurfd.
Geen spijt?
Er is bij de Turfzakken inmiddels een grote opening in de dijk gemaakt. Hiermee wordt een risico genomen, omdat de gevolgen achteraf mogelijk onomkeerbaar zijn.
De vraag dient zich dan ook onmiddellijk aan wie daar dan voor verantwoordelijk is. De tot nu toe schone polders de Turfzakken staan, door de gemaakte opening, nu al bloot aan het onstabiele riviermilieu. Het inlaten van gebiedsvreemd water geeft nadelige effecten en kan onherstelbare schade aanbrengen. De waterbodem wordt vervuild met sediment van slibklasse 2 en 3 en de waterhuishouding is onbeheersbaar. Broedgebieden verdwijnen en een getijdenmilieu blijft achterwege. Kapitaalsvernietiging en milieuschade vormen vrij zeker het resultaat. Mogelijk spijt achteraf. Daarmee raakt de overheid de goodwill kwijt wanneer zij voor komende projecten een beroep wil doen op derden. We kunnen ons weinig missers permitteren, want we hebben ook internationaal een naam hoog te houden op het gebied van water- en milieubeheer.

Vogels
DLG maakte ondertussen een inventarisatie van de flora- en faunaontwikkelingen in de recent geopende polders Turfzakken. Dit rapport van 27 juni 2008 zou aantonen dat het doorsteken van de dijk voor de natuur een stap voorwaarts is. Dat veel vogels op een open, nat en veranderend gebied afkomen is algemeen bekend, maar dit zegt verder niets van de kwaliteit van water en bodem of van de stabiliteit op termijn. Voorbeelden te over in het deltagebied waar het achteraf mis ging.
Wie herinnert zich niet het drama van de geopende Mariapolder in de Sliedrechtse Biesbosch? Botulisme en vergiftiging richtten hier een ware slachting aan onder de vogels die massaal op de slikvlakten afkwamen. Inventarisaties in de Biesbosch van vogelwerkgroepen geven al tientallen jaren aan dat het binnendijks uitstekend gaat met zeldzame moerasvogels en dat in de gebieden onder invloed van de rivier voornamelijk algemene soorten voorkomen, die we in elk stadspark kunnen aantreffen. Wanneer Staatsbosbeheer haar eigen tellingen openbaar maakt zal dit nog duidelijker worden.
Onstabiel
De DLG had met het project een uitbreiding van een zoetwatergetijdengebied voor ogen, maar overal in het buitendijkse milieu van de Brabantse Biesbosch is sprake van onstabiele rivierdynamiek. Het is juist deze onstabiliteit die met de opening van polders aanzienlijk wordt uitgebreid. Het gebied van de Zuiderklip is het best te vergelijken met het recreatiegebied de Aakvlaai. Hier is de onstabiele rivierdynamiek overheersend en er is nauwelijks sprake van enig getijde. De slechte waterkwaliteit, de aanwezigheid van grote hoeveelheden waterpest en de waargenomen blauwalgen doen vermoeden dat er spoedig problemen zullen ontstaan voor de waterrecreant (bron: Rijkswaterstaat Directie Zuid-Holland). Voor de natuur is deze toestand nu al zorgelijk. Als men bij de Zuiderklip de gegraven dijkopening niet spoedig sluit, dan wacht het hart van het Nationaal Park hetzelfde lot.
Bestemmingswijziging Zuiderklip noodzakelijk
Dat de bestemming ´spaarbekken´ middels een bestemmingwijziging zal verdwijnen ligt voor de hand, maar het is nog niet duidelijk wat de nieuwe bestemming voor het gebied wordt. Aan een mogelijke bestemmingswijziging in “natuur en waterstaatkundige doeleinden” kan in de Zuiderklip goed gestalte worden gegeven. Er dient dan in de verplichte MER studie minstens een projectvariant gepresenteerd te worden, die een eventuele toets van de Raad van State kan doorstaan. Dat zou in onze ogen een variant kunnen zijn waarbij de polders gesloten blijven.
Hartinfarct voorkomen
Door middel van drempels en doorlaatmiddelen is een gesloten Zuiderklip inzetbaar te maken bij watersnood voor doorstroming of voor komberging van rivierwater.
Juist door deze verlagingen beschouwt Rijkswaterstaat dergelijke polders als buitendijks gebied, waardoor bij het project Zuiderklip de reeds geïnvesteerde subsidies alsnog te rechtvaardigen zijn. Het beheer van enkele naburige natuurpoldertjes in de Biesbosch toont al jarenlang aan dat bovengenoemde uitvoering succesvol is. Er is namelijk sprake van een beheersbaar watersysteem en de aanwezige kwel doet haar zuiverende werking.
De garanties voor duurzame natuurontwikkeling. Dit inrichtingsvoorstel is nogmaals door de gemeente Drimmelen en de plaatselijke natuur- en milieuvereniging aan DLG gedaan op 24 oktober 2008. Het Bestuurlijk Overleg van het project had hier vervolgens geen oren naar en liet op 5 november zonder enige ruchtbaarheid de dijken doorsteken en sloot hiermee de discussie. Acht jaar lang stond de dubieuze planvorming onder hevige kritiek, maar blijkbaar maken hier subsidies en ambtenaren het natuurbeleid, zonder zich veel aan te trekken van de gevolgen voor natuur en milieu. De Zuiderklip had het gezonde hart van het Nationaal Park kunnen worden.
