Geachte leden van het parlement,
Als akkerbouwer boer ik in een gebied waar verzilting reeds problematisch is en in de toekomst bij verzilting van het Volkerak-Zoommeer steeds problematischer zal worden.
Verzilting is zeker in de toekomst een immens probleem.
In de jaren negentig is er een commissie aan de slag gegaan om integraal het gewenste waterbeheer voor de 21e eeuw in beeld te brengen, te weten de commissie Tielrooij, in opdracht van de Staatssecretaris van Verkeer en Waterstaat en de Unie van Waterschappen.
De verwachting van ondergetekende was dan ook dat bij de ontwikkeling van gedachten over zaken als verzilting en het toekomstig waterbeheer met de inhoud van de rapportage Waterbeheer 21e eeuw rekening zou worden gehouden. Ik kan niet anders dan constateren dat dit helaas, als het gaat over de blijvende beschikbaarheid van zoet water, niet of nauwelijks het geval is.
WB21 ging niet alleen over een te veel aan water, maar behandelde nadrukkelijk ook de beschikbaarheid in relatie met de behoefte aan zoet water.
Door de ontwikkelingen in klimaat, bodemdaling en zeespiegelstijging, alsmede veranderingen in het beheer en gebruik van de bodem, veranderen de beschikbaarheid en de behoefte aan zoet water. WB21 zegt daar op een aantal plaatsen iets over. Het meest markant en helder op pagina 72 van het basisrapport: “Specifiek voor Laag Nederland speelt het probleem van de verzilting. Door de zeespiegelstijging en de bodemdaling neemt de verzilting toe in de lage polders langs de kust in Zuidwest Nederland en achter de Hollandse duinenrij.
Dit zal consequenties hebben voor het grondgebruik, met name voor landbouw en natuur.
Door toenemende verzilting en drogere zomers zal de vraag naar zoet water voor doorspoeling en beregening in West Nederland toenemen.
De aanvoer van zoet water zal echter juist afnemen. In Zuidwest Nederland zal de beschikbaarheid van zoet water in toenemende mate een knelpunt worden voor de daar aanwezige glastuinbouw, vollegronds-tuinbouw, bollenteelt en ook de akkerbouw.
De commissie wil daarom aandringen op het aanleggen van zoetwatervoorraden binnen de regio’s. Ook de verdeling van rivierwater over diverse watervragers verdient een kritische afweging”, einde citaat WB21.
Ook in het in januari 2009 door het Ministerie van Verkeer en Waterstaat uitgegeven boekje “Waterhuishouding en waterverdeling in Nederland” bevestigt dit beeld. Enkele citaten:
– “De combinatie van zeespiegelstijging en lagere rivierafvoeren in de zomer kan niet anders dan tot meer verzilting leiden. De zouttong zal dieper landinwaarts doordringen en ook het aantal dagen dat inlaatpunten van zoet water onbruikbaar zijn, zal toenemen” (pagina 69).
– “De hoeveelheid zout in de ondergrond zal toenemen. Daar zijn drie oorzaken voor aan te wijzen: een naijl-effect van vroegere inpolderingen, bodemdaling en de stijging van de zeespiegel. Als gevolg daarvan zal de kweldruk toenemen en zal het kwelwater dat uit de ondergrond omhoog stroomt, bovendien zouter worden. Met name in de kustzones van Zeeland, Friesland en Groningen wordt een aanzienlijke stijging verwacht, maar ook sommige polders in Noord-Holland, Zuid-Holland en Flevoland krijgen ermee te maken.” (pagina’s 66 en 68)
Kijkend naar de verdringingsreeks (pagina 51), bij zoetwatertekorten, zullen o.a. landbouw en industrie hier grote schade van gaan ondervinden.
Wat ondergetekende opvalt is de berusting in dit proces van verzilting dat ik waarneem bij veel bestuurders en bij Rijkswaterstaat (RWS). Alsof de verzilting onafwendbaar is en we de economische rampspoed, die de verzilting in toenemende mate veroorzaakt, niet meer af kunnen wenden.
Ter illustratie enkele citaten uit het ontwerp Beheer- en Ontwikkelplan voor de Rijkswateren 2010-2015 met als titel “werken aan een robuust watersysteem” van RWS uitgegeven december 2008.
Uit het programma Zuidwestelijke Delta van het Beheer- en Ontwikkelingsplan:
– “Door zeespiegelrijzingen en steeds meer lage rivierafvoeren in de zomer zullen de gebruiksfuncties in het gebied zich op de langere termijn moeten aanpassen aan de toenemende verzilting van het hoofdwatersysteem. Vooral de zoetwatervoorziening van de landbouw, de industrie en het drinkwater zal anders moeten worden geregeld. Het proces van verzilting zal plaatselijk worden versneld door herstel van estuariene kwaliteiten van het watersysteem. ” (pagina 42)
– “Het kan ook zijn dat de zoetwatervoorziening voor drinkwater, proceswater en landbouwwater niet langer kan worden gegarandeerd gezien de toenemende verzilting.” (pagina 43)
In het Beheer- en Ontwikkelingsplan is het volgende citaat te lezen: “Het Volkerak-Zoommeer, waar uiterlijk in 2015 weer zout water zal worden toegelaten…”(pagina 83), alsof de staatsecretaris al heeft besloten en we opgehouden zijn met nadenken.
Er dreigt een zoetwatertekort voor grote delen van het beneden rivierengebied in de toekomst. De huidige watertoevoer van het Lek-Waal-Maas-systeem gaat, ingeval van normale en geringe toevoer, vrijwel uitsluitend via de Nieuwe Waterweg naar de Noordzee. Onvoldoende wordt er beseft, dat de rivierafvoeren in de zomer af zullen nemen ten opzichte
van wat we gewend zijn. De zomers in West Europa worden de laatste jaren droger en de verwachting van klimatologen is dat dit proces van klimaatverandering doorgaat.
Niet alleen de Maasafvoer vermindert in de zomer, ook het karakter van de Rijn verandert. Door het proces van terugtrekkende gletschers (reeds ca. 100 jaren aan de gang, maar de afgelopen decennia versnellend) wordt de Rijn steeds meer regen- en steeds minder smeltrivier en daardoor minder afvoer in de zomer.
Het proces van minder afvoer wordt in toenemende mate versterkt door een ander gebruik van het rivierwater. Niet alleen in Nederland zal steeds meer grondwatergebruik voor drinkwater en industrie omgezet worden in water gewonnen uit de rivier en andere oppervlaktewateren.
Ook bovenstrooms gaat dit proces door. Ook de landbouw zal door de drogere zomers meer water uit de rivieren betrekken. Kortom, het is zeer de vraag hoeveel water minimaal onze grenzen zal bereiken. Met name de waterverdeling van de Rijn, IJssel, Lek en Waal kan vanwege de eisen van de scheepvaart de hoeveelheid water voor het doorspoelen van onze wateren wel eens (ver) onder het vereiste minimum drukken.
Tot zover de schets van het waterbeslag, die duidelijk maakt dat het zomers knijpen wordt om, zonder hydrologische ingrepen, de huidige watervoorziening voor scheepvaart, industrie, landbouw en drinkwater zeker te stellen. Voldoende zoet water op ieder moment is geen vanzelfsprekende zaak meer. Met dit toekomstbeeld gaat desondanks binnenkort het Haringvliet op een kier met als gevolg meer zoet water wat anders dan via de Nieuwe Waterweg naar zee gaat.
Het wordt tijd voor een heroverweging van de noodzaak om middels verzilting de algenproblematiek op het Volkerak-Zoommeer aan te pakken. Nog enkele feiten, ter overdenking in dit kader, uit het programma Zuidwestelijke Delta van het Beheer- en Ontwikkelingsplan:
– Uit figuur 3.2 (pagina 56) is te concluderen dat de stikstofconcentratie bij het meetpunt Steenbergen in 2007 structureel ten opzichte van 1998 met meer dan 50 % is gedaald.
– Uit figuur 3.2. (pagina 56) is te concluderen dat de fosfaatconcentratie in de Vliet bij Steenbergen in 2007 structureel ten opzichte van 1998 met circa 30 % is gedaald.
– Als tussentijdse maatregel is een pilot ‘actief biologisch visbeheer’ voorzien voor het Volkerak- Zoommeer in de periode 2010-2015. (pagina 80)
– “Het lijkt erop dat bijna alle wateren in 2027 aan de nutriëntendoelstellingen kunnen voldoen”. (pagina 80)
– Uit tabel 4.5b (pagina 86) blijkt helder dat zowel voor het Volkerak als voor het Zoommeer de parameters (fosfaat, stikstof en fytoplankton) tot 2015 verbeteren.
– Voor het Haringvliet Oost, het Hollands Diep en Amer is de verwachting dat in 2015 de waterkwaliteit op het vlak van vrijwel alle parameters (inclusief fosfaat en stikstof) de waardering gaan krijgen GEP (Goed Ecologisch Potentieel). Ook de Macrofyten/fytobenthos en macrofauna verbeteren in die wateren.
– In de samenvatting milieueffectrapport waterkwaliteit Volkerak-Zoommeer van 30 maart 2009 is vermeld: ‘lijkt er vanaf 2005 een trend waarneembaar van afnemende fosfaatgehaltes in het Volkerak- Zoommeer en lagere chlorofylgehaltes, afgaande op de metingen bij het meetpunt Steenbergen in het Volkerak’.
Leggen we het hoofd in de schoot en accepteren we de giga economische schades als gevolg van de verzilting of zoeken we naar alternatieven die de beschikbaarheid van voldoende zoet water garanderen? Beseffen we voldoende welke industrieën en land- en tuinbouw gebieden om zeep geholpen worden door de acceptatie van verzilting in het algemeen en het Volkerak-Zoommeer in het bijzonder? Het natuurlijk zuiveringsvermogen en tal van maatregelen die we nu al nemen in het kader van WB 21, de KRW en Natura 2000 leiden tot de vermelde verbeteringen.
De politiek lijkt voornemens een belangrijke bron van zoet water op te geven in een tijd dat grote tekorten van dat kostelijke goedje dreigen. Het gaat kapitalen kosten. Volgens de “samenvatting milieueffectrapport waterkwaliteit Volkerak-Zoommeer” is de netto contante waarde (NCW) van de investeringen en het onderhoud 25,9 miljoen euro. De NCW van de negatieve effecten 307,0 miljoen euro en de NCW van de mitigerende maatregelen 438,2 miljoen euro. De werkelijkheid zal zeker hoger zijn want de ‘Opbrengstderving voor glastuinbouw in het beheersgebied van hoogheemraadschap Delfland als gevolg van een zout Volkerak-Zoommeer, is wegens het ontbreken van gegevens over de wijze waarop en de mate waarin het oppervlaktewater in Delfland in de glastuinbouw wordt gebruikt, niet meegenomen’.
In WB21 was te lezen: “De commissie wil daarom aandringen op het aanleggen van zoetwatervoorraden binnen de regio’s. Ook de verdeling van rivierwater over diverse watervragers verdient een kritische afweging”. Waarom negeert men dit advies?
Geachte volksvertegenwoordigers, bezint eer gij begint met maatregelen die grote, niet te overziene, gevolgen hebben voor onze land- en tuinbouw, drinkwatervoorziening en industrie en daarmee voor het economisch fundament van onze samenleving. Bekijk of andere meer duurzame oplossingen geen alternatieven bieden en tegelijkertijd de zoetwatervoorziening voor alle belanghebbenden zekerstellen. Geen uitvoering van het Kierbesluit en geen verzilting van het Volkerak-Zoommeer. Pak het ‘lek’ op de Nieuwe Waterweg aan. Maak nu reeds, en niet pas na 2050, een sluisvoorziening die bij geringe rivierafvoeren gebruikt kan gaan worden en gebruik rivierwater om ook andere wateren, bij voldoende afvoer, zomer en winter door te spoelen. Overweeg of een doorbraak tussen Goeree en Overflakkee een oplossing kan zijn om in de Grevelingen een estuariene zoet-zout-overgang te laten ontstaan. Dan stromen meer wateren door en krijgt de Grevelingen en de Oosterschelde de nutriënten om de kraamkamers te worden en te blijven van de Delta.
Dan kan ik als gewone boer ook aan de slag blijven en samen met mijn collega’s in land- en tuinbouw ook uw eten op een duurzame wijze produceren en middels onze producten een bijdrage leveren aan onze economie en onze export.
