Geacht Dagelijks Bestuur,
Op 3 november j.l zond ik u een brief met vragen over de toekomstige jaarlijkse kosten verbonden aan het Volkerak-Zoommeer, kenmerk 0058. Deze brief is te beschouwen als een aanvulling op die van 3 november.
De afgelopen dagen heeft ondergetekende kennis kunnen nemen van de DHV Projectnota inzake de “Waterkwaliteit Volkerak- Zoommeer” d.d. april 2012,waarin de overdracht van taken als beheer, onderhoud en exploitatie aan het waterschap Brabantse Delta reeds is aangegeven:
- Inrichting kwelsloten langs Volkerak-Zoommeer (pag. 41/42),
- Nieuw gemaal Roode Vaart Noord (pag. 52/53),
- Aanpasing Roode Vaart Noord voor inlaat Mark-Vliet (H) (pag. 53/56),
- Aanpassing inlaat Oosterhout (pag.56/57),
- Aanpassing watergangen Vossemeer en Auvergnepolder (K) (pag.58/59),
- Verplaatsing inlaatpunten Dintel en Steenbergse Vliet (J) (pag. 64/66),
- Gebruik effluent RWZI Bath (P) (pag.69/70),
- Ontmanteling bestaande inlaatpunten langs Volkerak-Zoommeer (F/G) (pag. 72/73).
Het bevreemdt de fractie Ons Water/Waterbreed dat tot op heden die kennis en de mogelijke financiële consequenties niet gedeeld is met het AB en naar mijn herinnering ook niet met het DB. Gezien de te voorziene jaarlijkse kosten van 1.570.000 euro had het naar de mening van de fractie van Ons Water/Waterbreed wel voor de hand gelegen dit ter kennis van het AB/DB te brengen en te betrekken, als claim, bij de gesprekken met Rijkswaterstaat c.q. de landsregering. Het kan naar de opvatting van de fractie Ons Water/Waterbreed niet zo zijn dat het budget van het watersysteembeheer van ons waterschap, en daarmee de tarieven van het watersysteembeheer, belast worden als gevolg van een externe beslissing zoals het verzilten van een water dat buiten ons werkgebied valt. We hebben immers de ‘afspraak’ met onze overheidspartners dat er niet afgewenteld zal worden.
De fractie Ons Water/Waterbreed heeft naar aanleiding van het voorgaande de volgende vragen:
- Waarom is de DHV Projectnota inzake de “Waterkwaliteit Volkerak- Zoommeer” d.d. april 2012 niet ter kennis gebracht van het AB/DB?
- Waarom zijn de mogelijke financiële consequenties niet ter kennis gebracht van het AB/DB, terwijl deze in grote lijnen al vanaf april 2012 bekend hadden kunnen zijn?
De fractie van Ons Water/Waterbreed is van mening dat volgens het vervuiler betaalt principe de veroorzaker van de kosten van de verzilting tot in lengte van jaren de daaruit voortkomende lasten zal dienen te dragen.
De fractie Ons Water/Waterbreed verzoekt het DB onze brieven kenmerk 0058 en 0059 op de agenda van het AB van 12 november te plaatsen, zodat alle AB leden er kennis van kunnen nemen en de inhoud kunnen betrekken bij de bespreking van de Ontwerp-Rijksstructuurvisie Grevelingen en Volkerak-Zoommeer.
