Geacht Dagelijks Bestuur,
Ik had de verwachting dat door uw DB mijn bestuurlijke vragen in mijn betoog schriftelijk beantwoord zouden worden. Ik heb daar ook naar verwezen in mijn tweede termijn (pagina 12 van de notulen): “Voor de rest zie ik graag de schriftelijke beantwoording tegemoet, in ieder geval van mijn bestuurlijke vragen in mijn betoog over bijlage 5 en de tegenstelling in de opmerkingen over wel of niet inlaatstops en het concept.”
Onderstaand de tekstdelen die daarover gaan uit de bijdrage d.d. 12 november van Ons Water/Waterbreed inzake de zienswijze.
Dan de feitelijke huidige kwaliteit als het over de blauwalg gaat. Op pagina 38/39 van de MKBA is te lezen: “Sinds 2008 is door de aanwezigheid van de quaggamossel de blauwalgproblematiek afgenomen. In 2012 en 2013 zijn er geen innamestops meer geweest.” Dit lijkt een heldere uitspraak. Het verbaast onze fractie dan ook dat in de “Joint Fact Finding zoet water” op pagina 22 is te lezen: “In 2012 zijn vanaf eind augustus, dus laat in het seizoen, de Brabantse inlaten aan de Eendracht dichtgezet wegens blauwalgen (mondelinge mededeling (………. van een ambtenaar wiens naam ik maar niet noem in het openbaar) van – Waterschap Brabantse Delta.)” . Ik heb nog nooit eerder in openbare stukken van de Rijksoverheid gelezen “mondelinge mededeling van….” Maar als die mededeling in strijd is met een schriftelijke mededeling in een MKBA heb ik daar als volksvertegenwoordiger in dit huis grote moeite mee en word ik argwanend. Wat is de waarheid en hoe kan het dat in een belangrijk stuk als de “Joint Fact Finding zoet water” iets anders staat dan in een MKBA? Wat zijn de feiten? Het antwoord is belangrijk om werkelijk te kunnen beoordelen of de kwantitatieve leverzekerheid straks beter is.
Ook de kwalitatieve zekerheid roept vragen op. Het woord ‘bruinrot’ komt in de stukken maar zelden voor en al helemaal niet in de Ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer. Ook in de MKBA heb ik er tevergeefs naar gezocht. Ook op pagina 157 van de MKBA waar geschreven wordt over de “aanpassing inlaat Oosterhout” lijkt bruinrot niet te bestaan. Curieus is de inhoud van de Zoetwater rapportage 2012.
Op pagina 41 is de navolgende tekst te vinden over water dat via Oosterhout in het Mark-Vliet stelsel komt: “Het risico bestaat dat dit water verontreinigd is met de bruinrotbacterie die in Oost-Brabant voorkomt en een bedreiging kan vormen voor de aardappelteelt in West- Brabant.”.
Op pagina 12 van de Zoetwater rapportage 2012 wordt in een omkaderd gedeelte verwezen naar de “nieuwe inzichten weergegeven van waterschap Brabantse Delta met betrekking tot de inzet van Oosterhout.”. Als je dan bijlage 5 van dat stuk leest (pagina 127/132) valt op dat bruinrot in dat stuk niet lijkt te bestaan. Wat ook opvalt is dat de opstellers vermeld zijn, maar, hoewel het stuk deels het karakter heeft van een zienswijze, het stuk niet getekend is door de dijkgraaf noch, dat het naar mijn beste weten, is behandeld in het DB.
Graag beantwoording van de vet gedrukte vragen en een reactie op het onderstreepte deel.
