Twee dagen heisessie in landgoed de Rosep te Oisterwijk. Inhoud: teambuilding, verwerken van de ergernissen, bij de onderhandelingen over een nieuw bestuursakkoord opgedaan, begin maken van het meer concreet maken van de daarin gemaakte afspraken.
2 juli
PHO (portefeuillehouderoverleg) over de Waalwijkse plannen voor een nieuwe insteekhaven. En even bijpraten inzake de Overdiepse Polder. Later op die dag overleg met twee wethouders en enkele ambtenaren van de gemeente Waalwijk over die plannen en de rol van ons waterschap daarbij. Het voelde vertrouwd. Het onderwerp was al in mijn vorige periode als DB lid voorbij gekomen. Het is fijn dat er nog gemeenten zijn die vooruit kijken en nieuwe economische ontwikkelingen willen faciliteren. Een nieuwe haven graven, die een dijk doorbreekt, betekent ook voor het waterschap werk aan de winkel. Niet alleen om de veiligheid te verzekeren, maar ook om bij de nieuwe situatie de waterafvoer goed te regelen.

Inlezen en voorbereiden van het bestuurlijk overleg met de gemeente Gilze en Rijen. Ook hier speelt het één en ander.
6 juli
In de middag twee gesprekken met wethouders van de gemeente Gilze en Rijen. Met wethouder Starreveld over de samenwerking bij wat er moet gebeuren in het watersysteem en de afvalwaterketen en een gesprek met wethouder van der Veen over de voortgang van de realisering van de ecologische verbindingszone voor de boomkikker.
Vroeg in de avond een gesprek samen met collega Jaap van Dam van het algemeen bestuur (AB) over het waterschap voor de radio zuidwest.
Daarna een gesprek met collega raadsleden bij het natuurpodium Brabantse Wal in de Stayokay over de realisering en invulling van het bezoekerscentrum met o.a. aandacht voor de natuurontwikkeling en de waterwinning in dit gebied.
7 juli
Vergadering van de fractie Ons Water/Waterbreed in een tuin te Sprang-Capelle van fractielid en agrarisch ondernemer Wim Spierings, die na een val en ziekenhuisopname op deze wijze weer paraat kon zijn.
8 juli
Thema AB over de kadernota waarbij de AB leden kleur moesten bekennen en moesten laten zien wat voor accent er gelegd moet worden bij de vormgeving van een duurzaam financieel beleid. Er moest gekozen worden tussen de meeste aandacht voor: de heffingen, de wettelijke taken/ambities of voor beperking van de schulden. Ik was nieuwsgierig of ik, net als bij de heisessies voor het DB, als enige zou kiezen voor beperking van de schulden. Van de ongeveer 30 aanwezige AB leden en steunfractieleden waren er slechts twee (ik en fractiegenoot de Ger de Neve) die kozen voor beperking van de schulden. Alle anderen kozen voor beperking van de heffingen of voor de wettelijke taken/ambities. Van belang is te beseffen dat er een samenhang is tussen die accenten. Als we de wettelijke taken als dijkverbeteringen en zuivering als minimale norm nemen zal het duidelijk zijn dat de investeringen daarin nu (middels de heffingen) of straks (gefinancierd met leningen) betaald zullen moeten worden.

In de morgen een gesprek met één van de boeren in de Overdiepse Polder over zijn ervaringen met de realisering van het project. In de middag heb ik een presentatie gegeven over het project Overdiepse Polder aan een 22 Chinese topambtenaren belast met waterbeheer in de provincie Jiangsu.
