In de morgen twee portefeuillehouders overleggen. De eerste over de toekomst van het Biesbosch netwerk. De tweede over het havenuitbreidingsplan van Waalwijk en wat dat kan betekenen voor de status van de dijken in dat gebied.
In de avond een bijeenkomst met belanghebbenden (ondernemers/overheden/grondeigenaren) over de mogelijke koppelkansen bij het dijkverbeteringsproject Geertruidenberg/Amertak. Dit om te peilen of belanghebbenden mogelijkheden zien om gecombineerd met de dijkverbeteringen te komen tot economische/toeristische initiatieven of in de combinaties van functies in dat gebied. Leermoment was dat als je ondernemers uitnodigt omdat je voor bewoners in een latere fase, als de plannen meer concreter zijn, weer een informatieavond organiseert, je erop moet rekenen dat er toch bewoners komen. Die dan met enige argwaan de zaak bekijken.

In de middag de Pal lezing. Dit keer over de implicaties van de Omgevingswet. De presentaties waren van Arjen Nijenhuis, plv. directeur Eenvoudig Beter en van Flip ten Cate van de Federatie Ruimtelijke Kwaliteit. Hoofdmoot van het verhaal was: minder regels, op weg naar meer vertrouwen. Het klonk ineens wat naïef zo midden in de VW crisis. Of anders gezegd: meer gezond verstand dan rechtszekerheid. Of zoals Flip ten Cate het verwoordde: van toelatingsplanologie naar uitnodigingsplanologie. De (ontwerp)wet kent een aantal voor waterschappen interessante artikelen die naar mijn gevoel de rol van waterbeheerders bij planologische ontwikkelingen moeten borgen.
26/27 september
Voorbereiding DB vergadering. Een overvolle agenda kan wel 8 tot 12 uur leeswerk opleveren. Feitelijk verdeel ik het leeswerk over bijna een hele week, omdat ik het lezen van grote stukken op een Ipad niet echt aangenaam vind. Dan is het lezen van een mooi boekwerk als de eindrapportage “De veiligheid van Nederland in kaart” een stuk aangenamer. De rapportage geeft per dijkkring aan hoe veilig de bewoners er zijn en wat de zwakke plekken zijn die de komende decennia verbetering behoeven. Wat ik er ook uit oppikte was dat de nationale overheid in Nederland vroeger heel wat makkelijker was in het aanpassen van grenzen van gemeenten en provincies als dat logisch was. Toen rond 1900 de Bergse Maas werd gegraven, kwam het dorp Bern aan de Gelderse kant te liggen. Het Brabantse dorp met zijn omliggende poldertjes werd prompt Gelders en ging de dijkkring Nederhemert heten. Het zelfde overkwam het dorp Alem in de jaren dertig van de vorige eeuw. Maar ons mooie Brabant was niet altijd het slachtoffer. Bij de normalisering van de Maas kwam een klein gebied, wat tot de Gelderse gemeente Balgoij behoorde, aan de Brabantse kant te liggen en kreeg de betreffende dijkkring de mooie naam Keent. Maar daarna is dat streven naar bestuurlijke effectiviteit verdwenen. Zo hebben de delta werken aan de westkant van Noord-Brabant nog niet geleid tot de logische aanpassing. Wat mij nog steeds verbaast is bijvoorbeeld de bestuurlijke drukte rond het natuurgebied Markiezaten/Molenplaat. Twee provincies (Noord Brabant en Zeeland), twee waterschappen (Scheldestromen en Brabantse Delta) en drie gemeenten (Tholen, Bergen op Zoom en Reimerswaal) dragen verantwoordelijkheid voor dit natuurgebied, waar niemand woont.

In de middag een soort brainstormsessie over de toekomst van het Biesbosch streeknetwerk. Dat werd gehouden in de Melk-drive te Genderen.
29 september
‘s-Ochtends een DB vergadering met onder andere een presentatie over medicijnresten, resistente bacteriën en drugsresten in onze RWZI’s (rioolwaterzuiveringsinstallaties) met voor mij een nieuw aandachtspunt. Door de combinatie van omstandigheden (warm water dat rijk is aan zuurstof en voedingsstoffen), medicijnresten en bacteriën zouden RWZI’s wel eens een belangrijke plaats kunnen zijn waar resistente bacteriën zich kunnen ontwikkelen. Dit dient zeker nader onderzocht te worden en vergt wat mij betreft bestuurlijke, wetenschappelijke en maatschappelijke aandacht. Want de oversterfte door resistente bacteriën is medisch een punt wat aandacht en aanpak vergt. Wat mij verbijsterde is dat bureaucratische/wettelijke problemen in de weg staan van onderzoek naar ‘verboden’ stoffen in rioolwater. Onderzoek naar ‘verboden’ stoffen zoals drugsresten is heel strikt gereglementeerd. En daardoor buitengewoon duur.
In de avond een vergadering met de werkgroep cultuur van het Algemeen Bestuur van het waterschap. Langzaam maar zeker ontwikkelen we voorstellen tot systeem/procedure wijzigingen voor het bestuur. De afronding komt dichterbij.
30 september
Overdag de gehele dag doorgebracht op een plek waar ik, als Feyenoorder, normaal gesproken niet zou komen. Het PSV stadion! Wat mij wandelend door het bouwwerk nog het meeste opviel was, ondanks dat het veld baadde in het zonlicht, dat het veld toch verlicht werd door een rijdende installatie. Het zal vast een doel dienen, maar nat gras groeit ook uitstekend als natuurlijk zonlicht, op dat moment ruim voor handen, haar werk kan doen. Extra licht voegt op zo’n moment daar heel weinig aan toe. Het feit dat de provincie, die een milieuvriendelijk imago zegt na te streven, een ruimte had gehuurd was klaarblijkelijk voor de eigenaar (de gemeente Eindhoven) noch voor de belangrijkste huurder (PSV) aanleiding even dit schijnbaar overbodige energiegebruik te beperken, nu de zon gratis het gras deed groeien.
De bijeenkomst betrof een Bestuurlijke Ontwikkeldag over de bereikbaarheid van Zuid-Nederland in het bijzonder de ‘wenselijke’ ontwikkelingen van de Brabantcorridor (A58 vanaf de A16 bij Breda en A67 tot Venlo) en de A2. Mijn belangstelling richtte zich met name op het A58 stuk tot Tilburg dat ligt immers in het werkgebied van het waterschap Brabantse Delta en dan gericht op wat de ontwikkelingen kunnen betekenen voor het waterbeheer. Niet iedereen beseft dat de Brabantcorridor loopt van west naar oost en de beeksystemen in onze provincie afstromen van zuid naar noord. Dus iedere ingreep in de A58 kan effect hebben op deze beken. Feitelijk hadden alle inleiders, inclusief die van de BMF, geen enkel oog voor waterbelangen. Slechts één inleider memoreerde regenwater als middel om fijnstof af te voeren!!! Hoewel bijna alle inleiders en deelnemers aan de discussie in hun verhalen ‘leefbaarheid’ als term lieten vallen bleek bij de enkele nadere toelichting het steeds over beperking van overlast te gaan en niet over zoiets als het milieu of een natuurlijke leefomgeving. De aanwezig gemeentelijke bestuurders werden snel uit de ‘leefbaarheidsdroom’ gewekt.
VVD gedeputeerde Christophe van der Maat was helder: ‘bij de beperking van de (geluid) overlast hoefden de wethouders niet op de provincie te rekenen, hij zou geen geld steken in geluidschermen of verdiepte ligging’. Beperken van de overlast vond hij de taak van de gemeenten. Gedeputeerde Erik van Merrienboer van de PvdA sprak zijn collega niet tegen. Wat mij ook opviel was dat, in tegenstelling tot dit soort discussies in Zuid-Holland en Utrecht die ik de afgelopen jaren wel eens bijwoonde, hier de term landschapskwaliteit niet één keer viel. Jammer! Nu ben ik bang dat het mooie van Brabant niet die bescherming en aandacht krijgt die het verdient. Of mijn bijdrage aan de discussie enig positief gevolg zal krijgen, is wat ik voor de toekomst zal blijven volgen.

In de morgen het Bestuurlijk Overleg werkeenheid Hart van Brabant met aansluitend een excursie naar de installatie Moerenburg van waterschap de Dommel. Dit keer was het een breed overleg met nu niet alleen de bestuurders van de betrokken gemeenten maar ook met het management en de ambtenaren, betrokken bij het beheer van de waterketen (riolen, gemalen en zuivering). De uitkomst was: we kunnen en moeten meer samenwerken zodat de toename van de kosten door de steeds hogere eisen beperkt worden. De excursie naar Moerenburg was een leuke ervaring. De lokatie is bij het waterschap nog steeds in gebruik, maar herbergt ook een industrieel monument. Het was de eerste Nederlands rioolwaterzuivering die in de jaren twintig en dertig van de vorige eeuw gebouwd werd. Voor mij een bezoek zeker waard.
2 oktober
Bestuurlijk Overleg met de gemeente Oosterhout. De wethouders Marian Janse-Witte en Marcel Willemsen kwamen dit keer op bezoek op Bouvigne. Bij een dergelijk BO passeren op de agenda zaken als: de gemeentelijk en waterschapsontwikkelingen die relevant zijn voor de werkzaamheden in de gemeente Oosterhout, zoals de samenwerking in de waterketen, klimaatadaptatie, EVZ’s, en het dijkverbeteringproject Geertruidenberg/Amertak.
