Om 10.00 uur een bestuurlijk overleg met wethouder Harry van de Ven van de gemeente Goirle over het waterschapsproject ‘inhaalslag Keur en oneigenlijk grondgebruik’.
16 februari
In de morgen eerst een bijeenkomst ter voorbereiding van de waterkringbijeenkomsten die komende week gehouden worden. Dat zijn bijeenkomsten waar ingelanden (inwoners en bedrijven in het werkgebied van het waterschap) in discussie kunnen gaan met ambtenaren en bestuurders.
Daarna de vergadering van het Dagelijks Bestuur met op de agenda onder andere: het Delta programma zoetwater, de kadernota, de aanpak ruimtelijke adaptatie, burgerparticipatie bij de verbetering van de regionale keringen en de voorbereiding van diverse commissies van de Unie van Waterschappen.
17 februari
In de middag een telefonisch overleg met wethouder Berend de Vries over de regionale energie strategie-initiatieven die gestart worden in de regio hart van Brabant.
In de avond de AB vergadering met onder andere de agendapunten: de actualisatie van de communicatievisie (waarbij het AB oordeelvormend met elkaar in debat ging), het projectplan ‘EVZ Dorpswaterloop te Alphen’, het uitvoeringskrediet voor het hoogwaterbeschermings-programma 2016 en een aanvullend uitvoeringskrediet voor een project in de Noordpolder bij Ossendrecht. Als mededeling stond “Resultaten heroriëntatie archiefbeheer” ook op de agenda. Ik mocht de complimenten voor dit project en de bezuiniging (1,48 miljoen in de komende tien jaar) in ontvangst nemen. Die complimenten komen ook Jan Slenders toe, mijn vervanger in de periode maart 2014/juni 2015.

In de middag de ingebruikname archiefbewaarplaats Hof van Bouvigne met als spreker Gerard Rooijakkers die in 2008 in opdracht van het waterschap betrokken is geweest bij de ontwikkeling van de Natte Canon. Hij houdt een korte lezing met de titel “Weggooien en bewaren”. Het was een boeiend en leerzaam betoog over de archiefwet en de redenen voor het bestaan van deze wet. Ik zelf mocht de openingshandeling verrichten: het onthullen van een archiefstuk uit 1588 waarin, net als nu, de burgers klagen over de hoge waterschapslasten waarvoor zij gesteld staan. Zoals wel vaker: er is weinig nieuws onder de zon.

Ik ben deze dag weer naar de PAL lezing geweest in het Provinciehuis van Zuid-Holland. In de statenzaal van Zuid-Holland direct achter de mooie deuren (zie foto) heb ik onderhand een vaste plek. Dirk Sijmons gaf een lezing over “Het energielandschap van de toekomst”. Het energieakkoord van Parijs zal nog al wat gaan betekenen voor de landschappen in ons land en de rest van de wereld. Hoewel de woorden landschap en ruimte niet voorkomen in het energieakkoord, zal het in de praktijk van zowel de provinciale als de lokale overheden het gebruik van de ruimte zijn waar het omgaat. Want de zonnecollectoren en de windturbines zullen ergens moeten komen om de enorme doelstelling van CO2 reductie te halen. Nu neemt de concentratie van CO2 in de lucht jaarlijks met 2 p.p.m. toe en de rekenmodellen zeggen dat, om beneden de 2 graden temperatuurstijging te blijven, we snel tot reductie van de uitstoot moeten komen. Wat mij opviel in de lezing was een uitsprak die laat zien hoe hard het gaat. Volgens Dirk Sijmons hebben we de laatste 400 jaar net zoveel koolstof verbrandt en in de lucht gebracht als de natuur in 400 miljoen jaar in de bodem heeft achtergelaten. Dat laat zien hoe absurd en onverantwoord wij mensen met de rijkdom die de natuur in de loop der jaren heeft opgebouwd omgaan. Je reinste roofbouw!
