In de ochtend de dagelijks bestuursvergadering met als agendapunten onder andere: de huidige versie van de kadernota 2017-2026 (komt de volgende keer weer op de agenda), de keuze tot het voorkeursalternatief waterveiligheid Laakse Vaart, Kibbelvaart en Leurse Haven (de keuze is twee keersluizen), het vaststellen van het ruimtelijk kwaliteitskader voor de regionale waterkeringen, een actualisatie van de algemene regels en beleidsregels keur, de keuze van het onderwerp voor een artikel 109a onderzoek (diffuse bronnen) en een risicoanalyse in relatie met het weerstandsvermogen.
In de avond een groepsgesprek tussen AB/DB leden en de door de RKC van het waterschap ingehuurde onderzoekers die voor de RKC een onderzoek doen naar het aanbestedingsbeleid de uitvoering daarvan.

Aan het begin van de avond de fractievergadering, waarin nog eens uitgebreid is gesproken over het vertrek van Kees Coppens uit het DB en zijn opvolging daarna werd de agenda voor het AB van 18 mei doorgenomen. Daarna de thema AB met als agendapunt een beeldvormende sessie over verbonden partijen. Het AB werd bijgepraat over: de belastingsamenwerking West-Brabant, de SNB, het Waterschapshuis en de strategische herijking Aquon.

Vandaag de “Dag van de Brabantse omgevingsvisie” in het congrescentrum 1931 in Den Bosch. In de eerste presentatie vertelde een medewerker van de provincie dat de op te stellen omgevingsvisie voor Brabant een praktijk gerichte omgevingsvisie moest worden, waarin ‘de mens centraal staat’. Voor mij een beetje raar. Want het hoort, als het gaat om de omgeving van de ‘mens’, net zo zeer over de flora, fauna en het landschap te gaan. Via “Denken, Dromen, Durven, Doen” moet er een uitzicht ontstaan op 2040. Meer informatie is te vinden op www.omgevingsvisieNB.nl. Zelf heb ik het niet zo op politici of ambtenaren die aan het dromen moeten slaan over hun werk. Ik schreef er eerder over.
De tweede presentatie was door Derk Loorbach van Dutch Research Institute For Transitions (DRIFT). Hij hield een inspirerend verhaal over de “Omgeving in Transitie” van beleid naar de politiek van de ruimte. Hij memoreerde als ‘nadenker’ de Jules Deelder ‘de wat maakt het uit joh-motie‘ in de Rotterdamse gemeenteraad. Hij pleitte voor het meer ruimte maken voor experimenten en de totstandkoming van een strategisch innovatie programma om:
- ruimte te behouden
- ruimte te bieden
- en ruimte te maken.
Dit allemaal over de huidige politieke cycli heen. Deze zijn te kort en leiden tot een korte termijn denken, daar waar een lange termijn nodig is.
Daarna waren er nog werkbijeenkomsten, waarin veel gedroomd werd over wat de nieuwe omgevingswet mogelijk zou maken en wat de aanwezigen, vooral gemeentelijke ambtenaren aan verwachtingen hadden van ‘de Brabantse omgevingsvisie’. Op de concrete vraag wat is jullie verwachting, antwoordde in één van de werkbijeenkomsten waar ik aanwezig was 85 % “vrijheid”. Ik zag bijna dezelfde euforie als op een gemeentelijke bijeenkomst van politici over de omgevingswet. Ik schreef daar eerder over. Dit vind ik zorgelijk.
Ik heb er niet zoveel vertrouwen in. Het lijkt op eerst het zoet, we gaan weer bouwen en produceren met alle milieunadelen van dien, daarna komt het zuur. In de politiek is dat niet de betrouwbare volgorde. Politici delen graag cadeautjes uit ‘het zoet’ en laten het zuur vaak aan de volgende generatie bestuurders met vaak de gedachte ‘na mij de zondvloed’ of ‘wie dan leeft die dan zorgt’. Een soort Belgisch scenario. Hier is het lange termijn denken waar Derk Loorbach voor pleitte echt nodig.
