Vandaag heb ik de partnerconferentie over de Zuiderwaterlinie in Bergen op Zoom bezocht. Omdat ik in Bergen op Zoom woon, was ik er vroeg genoeg om ook de presentatie voor de ambtenaren bij te wonen en daarna die voor de bestuurders. Wel constateerde ik in de presentaties enige Brabantse accenten die de geschiedenis enigszins geweld aan doen. De Zuiderwaterlinie is niet van 1582-1920 maar maakte eerst deel uit van de Zuiderfrontier dat globaal bij de Noordzeekust bij het Zeeuwse Sluis/Belgische Knokke begon en via Bergen op Zoom liep tot Grave. In dat verre Zeeuws Vlaanderen is daar ook aandacht voor onder de naam de Staats/Spaanse linies. Pas bij de nieuwe Vestingwet van 1874 werden negen stellingen benoemd en werd het Zuiderfrontier opgesplitst in de Zuiderwaterlinie en de linie aan de Wester Schelde. Maar een kniesoor en een zeurpiet die daar op let. Zelf vind ik het wel zonde dat niet gegaan wordt voor het gehele Zuiderfrontier. Want het Zeeuwse deel, met Staatse en Spaanse forten tegen over elkaar, is in haar geschiedenis en verhalen op zijn minst zo interessant als het Brabantse deel.
De bestuurlijke discussie met gedeputeerde Swinkels en een aantal wethouders van aan de linie gelegen gemeenten was de moeite waard. Alleen jammer dat de gemeente Breda niet vertegenwoordigd was. Voor mij als waterschapsbestuurder is het helder. Hier liggen kansen voor het waterschap om een forse bijdrage te leveren, mede in dienst van onze eigen doelstellingen zoals: waterberging, kaderrichtlijn water, natte natuurparels, ecologischeverbindingszone’s (EVZ), het robuuster maken van het watersysteem, klimaatadaptaties en de PAS opgaven. Ook bij dijkverbeteringsprojecten kunnen er meekoppel-kansen zijn om werk met werk te maken. Hier liggen kansen op co-financiering en op een mooie koppeling van waterschapstaken met cultuurhistorie en economische ontwikkelingen in ons werkgebied.
Na de bestuurlijke presentaties waren er ambtelijke presentaties over de kansen en ideeën. In ons gebied betreft het ontwikkelingen in drie van de vijf ‘onderdelen’ van de Zuiderwaterlinie, te weten: De West-Brabantse waterlinie (Bergen op Zoom, Steenbergen), de forten aan open water (Volkerak-Willemstad, waaronder Sabina) en de linies en schansen van Breda tot Geertruidenberg. Dit alles lijkt een voortzetting van de eerdere wateratelier discussie van ‘defensie tot retentie’.
Tot slot kregen we, ter inspiratie, een prachtig boek uitgereikt. Dit boek is als de inspiratie atlas te downloaden op de website van de Zuiderwaterlinie.

De gehele dag het afvalwatersymposium bijgewoond, georganiseerd door de STOWA en RIONED in Amersfoort. Een stortvloed aan lezingen over stoffen in het afvalwater, over de financiering en over de verwerking van regenwater. Als bestuurder en oudje ben ik een buitenbeentje op dit soort bijeenkomsten die vooral door technici, totaal meer dan honderd, worden bijgewoond. Riool- en zuiveringsspecialisten kijken ieder vanuit hun eigen vakgebied naar een probleem en leggen niet altijd de verbindingen tussen zaken zoals politici/bestuurders dat wel zouden moeten doen. Wat mij dan opvalt in dit soort door mannen gedomineerde gezelschappen is dat vaak jonge vrouwen de meest interessante vragen stellen. Die durven nog ‘domme’ vragen te stellen die vaak helemaal niet zo dom blijken te zijn. Hun leergierig gedrag laat zien dat ze kennis willen op doen en niet bang zijn op te vallen. Het valt mij ook op dat in dit soort gezelschappen overgewicht een grote zeldzaamheid is, terwijl dit onder bestuurders veel vaker voorkomt. Klaarblijkelijk heb je als riool- of zuiveringstechnicus meer kans een gezonde leefstijl te ontwikkelen. Het meest opvallende voor mij is dat waterschappen moeite hebben andere overheden ter verantwoording te roepen voor hun foute gedrag. Zelfs als dat tot extra en daarmee vermijdbare kosten leidt. Een voorbeeld: na een lezing over een ozon proef op een zuivering van het Hoogheemraadschap van Delftland kwam de vraag hoeveel rioolvreemd water die zuivering te verwerken kreeg? Het verbijsterende antwoord was 75%. De ambtenaar van het Hoogheemraadschap liet blijken dat het lastig was gemeenten hier op aan te spreken ‘want gemeenten hadden al zoveel problemen met hun riolen en de daaraan verbonden kosten’. Nu snap ik waarom het zuiveringstarief van Delftland veruit de hoogste is van Nederland en ruim twee keer zo hoog als het goedkoopste waterschap en bijna 80 % hoger dan in het waterschap waar ik dagelijks bestuurder mag zijn, terwijl de bevolkingsdichtheid van het gebied juist zou moeten leiden tot een lager tarief dan het gemiddelde.
Maar er is meer. Lekkende riolen zijn de voornaamste oorzaak van veel rioolvreemd water. Lekkende riolen draineren als het ware de omgeving waarin zij liggen en bevorderen daarmee de daling van de grondwaterstand en daarmee van de bodem. Wat weer een bijdrage levert aan paalrot onder de huizen. Als je het voorgaande in relatie brengt met een presentatie over de financiering (belastingheffing) van de waterschappen is de verbazing helemaal groot. Naar aanleiding van de OECD studie “Water Governance in the Netherlands, Fit for the future” (ik stelde daar eerder vragen over) wordt er gekeken naar de financiering van de waterschappen en hoe dit te verbeteren. De OECD stelde dat er in Nederland meer kosten in rekening gebracht zouden moeten worden bij de gebruiker en de vervuiler. En dan komt een werkgroep die de OECD adviezen moet uitwerken met de suggestie om gemeenten te gaan belonen voor de aanpak van rioolvreemd water. Dat lijkt mij het zelfde als een inbreker te gaan belonen voor het minder meenemen bij een inbraak in je huis. Gemeenten worden dan beloond voor wanbeleid en voor het slecht onderhouden van hun riolen. Dat heeft de OECD vast niet bedoeld als zij vinden dat de vervuiler meer dient te gaan betalen. Ik besef dat rioolonderhoud in veengebieden duur is. Maar goed onderhoud moet. Het is een gevolg van de keuzen die gemaakt worden om daar te wonen en te werken. Het is zoals een andere spreker zei: “veel rioolvreemd water betekent dat je het elders niet goed geregeld hebt.”
Veel aandacht was er ook voor medicijnresten in het rioolwater en de gevolgen daarvan alsmede de zuiveringsalternatieven. Ik schreef eerder over de risico’s van medicijnresten in de riolen en zuiveringen. Kortom een leerzaam dagje en veel om over na te denken.

In de ochtend een een portefeuillehouderoverleg over de Zuiderwaterlinie en hoe wij daar als waterschap onze bijdrage aan kunnen leveren. Daarna een bespreking met de opstellers over het conceptplan Vitaal Leisure Landschap Hart van Brabant. In de middag een vergadering van het bestuurlijk kwartet over de voortgang van de afvalwaterketen en hoe daarop te besparen. Een dag met vergaderingen in Breda, Oisterwijk en Tilburg. Zo zie ik nog eens iets van ons mooie Brabant.
