OVER WATER – 69
Als waterschapsbestuurder kijk ik met respect naar hoe het waterschap Peel en Maasvallei heeft nagedacht en actie gaat ondernemen na de wateroverlast in hun gebied in de afgelopen zomer. In een paar maanden tijd hebben ze een actieplan opgesteld om in de toekomst beter voorbereid te zijn op hoge neerslaghoeveelheden in korte tijd. “Code oranje” met als subtitel: “omgaan met klimaatverandering” is, wat mij betreft, een gedegen antwoord op de gebeurtenissen. Met de wetenschap dat wateroverlast nooit helemaal is uit te sluiten, is een gedegen plan gemaakt. Ze beseffen ook dat die aanpak de mogelijkheden en bevoegdheden van een waterschap ver overschrijden. Een gezamenlijke aanpak met gemeenten, bedrijven, boeren, natuurorganisaties, de provincie en particulieren is geboden. Waterschap Peel en Maasvallei gaat aan de slag. Mijn complimenten.
Soms ben ik, als raadslid, stik jaloers. Dit keer op wat er gebeurt in de gemeente Tilburg en wel op hoe die gemeente een “klimaatadaptieve herinrichting Kruidenbuurt (fase 2)” aanpak heeft ontworpen. Helaas is het niet op de website van de gemeente Tilburg te vinden. Ook daar valt dus nog het nodige te verbeteren. Dat laat onverlet dat Buro Bergh een schitterend en vooruitstrevend ontwerp heeft gemaakt voor de herinrichting van de Kruidenbuurt waarbij de facetten van een klimaatadaptieve aanpak, zoals omgang met water en hittestress, vrijwel volledig aan bod komen. Dit is wijkklaar maken voor de toekomst.
In de visie en het plan voor de kruidenbuurt zijn doelstellingen verwoord en uitgewerkt:
- verminderen kwetsbaarheid voor hitte, wateroverlast en droogte
- behouden en versterken stedenbouwkundige structuur
- contact houden met het oude landschap
- vergroten waarde van het groen
- vergroten sociale contacten.
Wat mij betreft een voorbeeld om na te streven.
6 december
In de morgen een overleg met de twee collega’s, die ook een gebiedsportefeuille hebben. Samen met de ondersteunde beleidsambtenaren hebben we gesproken over de inhoud in 2017 van de bestuurlijke overleggen met de waterwethouders van de inliggende gemeenten.
In de middag een overleg ter voorbereiding van de informatieavond op 15 december van het dijkverbeteringsproject Geertruidenberg/Amertak.
Daarna een portefeuillehouderoverleg ter voorbereiding van het bestuurlijk overleg met de gemeente Loon op Zand.
Aan het slot van de middag een overleg met de DB collega’s ter voorbereiding van de vergadering van het algemeen bestuur van 7 december.
7 december
De Algemeen Bestuursvergadering (AB) met een stevige discussie over een aanvraag uitvoeringskrediet cofinanciering POP 3 Water. Hoewel ik bij dit stuk niet de portefeuillehouder was, vond ik het toch nodig om als DB lid er op een bepaald moment een bijdrage aan te leveren, omdat het bestedingsdoel van de POP 3 subsidie de realisering is van 5 kilometer beekherstel, een stuk EVZ en 5 vispassages in het gebied Tilburg West waarvoor ik wel verantwoordelijk ben. Met name de opmerking van de VVD dat besteding een “blackbox” was prikkelde mij, omdat de realisering van dit soort zaken een onderdeel is van het waterbeheersplan dat door het AB met steun van de VVD is vastgesteld. Het DB en ik doen dus wat ons is opgedragen. Een element in de discussie was dat subsidieregelingen als POP 3 ingewikkeld zijn en vereenvoudiging behoeven. Die opvatting heb ik ook, maar dat laat onverlet dat als ik een goed herinrichtingsplan, zoals het onderhavige, kan realiseren met circa 75 % subsidie, ik dit niet laat lopen. Zeker niet als een gemeente als Tilburg alle zeilen bijzet om samen met ons waterschap dit soort zaken tijdig te realiseren zodat ook wij trachten de waterdoelen, die veelal door de hogere overheden zijn geformuleerd, zoals de KRW, kunnen halen. Voor mij is de discussie wel een opdracht om niet alleen de plannen in Tilburg West te realiseren, maar ook de discussie aan te gaan met subsidieverstrekkers over de complexiteit van de subsidieregelingen.
8 december
Vandaag het regionaal overleg Hart van Brabant Ruimtelijke Ordening en Volkshuisvesting in het Crown Business Center te Rijen. Van binnen en van buiten, voor een modern gebouw, best mooi. Binnen zijn op de muren veel inspirerende teksten van de groten der aarde te lezen. Voor mij was de meest toepasselijke: “The important thing is not to stop questioning” van Albert Einstein
Mijn bijdrage betrof de voor het waterschap belangrijke punten als:
- de stand van zaken PAS
- de stand van zaken Natuurnetwerk Hart van Brabant
- de verduurzaming woningvoorraad, (aandacht voor waterberging, groene daken en hittestress)
- de kwaliteitsafspraken verbetering Landschap
- het provinciaal Milieu en waterplan.
9 december
Een klankbordgroep bij de Unie van waterschappen over inbreng van de Unie bij de komende verkiezingen en formatie. Kernpunt is de totstandkoming van een gezamenlijke investeringsagenda (binnen het fysieke domein) van rijk, waterschappen, gemeenten en provincies. Samen met de VNG en IPO is gekeken welke inbreng geleverd zal worden aan de onderhandelende partijen. Kernthema’s zijn: klimaatadaptatie (wateroverlast, hittestress), energietransitie, circulaire economie, waterveiligheid, waterkwaliteit, binnenlandse zaken (kosten verkiezingen) en overkoepelend (belastingen). De benadering om bij de aanpak van klimaatadaptatie ook te kijken naar de bouwregelgeving beviel mij zeer. De gezamenlijke investeringsagenda zou medio februari klaar moeten zijn.
