Bestuurlijk kwartet werkeenheid doelmatig waterbeheer Hart van Brabant met als agendapunten onder andere: het jaarplan 2017 en de evaluatie van de samenwerking. Extra mooi voor mij is het compliment van de gemeentelijke vertegenwoordigers (zowel ambtelijk als bestuurlijk) naar het waterschap dat de aanbesteding van het maaien van bermen (formeel maakt dit geen deel uit van het bestuursakkoord) zowel in geld als in kwaliteit voordeel opleverde voor alle deelnemers. Men was vooral positief over de directievoering die overgenomen was door het waterschap. Een fijn staaltje van samenwerken en taken verdelen die voor alle partijen voordelen blijkt te geven. Langzaam gegroeid vertrouwen in elkaars kwaliteiten heeft dit mogelijk gemaakt. Ik sprak het vertrouwen uit dat ook op het taakveld baggeren samenwerking tot besparingen zal gaan leiden en mogelijk ook tot een betere kwaliteit. Kennis delen en gebruik maken van elkaars ervaringen biedt veel voordelen. Die kansen mogen bestuurders niet laten liggen.

Dagelijks Bestuursvergadering (DB) met als agendapunten onder andere: EVZ projectplan Leijloop, het uitvoeringskrediet Ossendrechtse en Woensdrechtse Kil, Een uitvoeringskrediet voor EVZ’s en beekherstel Tilburg. Ik ben zeker trots op dit voorstel omdat in één keer maar vijf projecten worden opgepakt, te weten: EVZ/beekherstel Oude Leij, EVZ Hultensche Leij, EVZ Groote Leij, EVZ/beekherstel Reeshofweide/Lange Rekke en beekherstel Koolhoven. Totaal meer dan vijf kilometer met het vispasseerbaar maken van een aantal stuwen. Dat allemaal in de bovenlopen van de Donge. In feite een megaproject waarvan de gemeente Tilburg de trekker wordt, hetgeen bij dit soort projecten zelden het geval is. Andere agendapunten waren onder andere: een uitvoeringskrediet voor watersysteemanalyses in het kader van de Kaderrichtlijn Water (KRW), het handhavingsprogramma 2017, een uitvoeringskrediet wachtsteigers Benedensas, de verantwoording archiefbeheer 2015/2016, een uitvoeringskrediet voor een eerste beoordeling primaire keringen (4e ronde), en de verplaatsing compostfilter persstation Roosendaal.
In de middag een overleg met Jan Akkermans en Ineke Peeters van de Stichting Beleef De Keenesluis.

In de morgen de stuurgroep dijkversterking Geertruidenberg en Amertak met als belangrijkste agendapunt het advies aan het Dagelijks Bestuur over de Nota kansrijke alternatieven. Na bespreking was er een unaniem positief advies aan het DB.
In de middag het provinciale symposium “Samen hart voor de zaak” in het PSV stadion over de aanpak van leegstand in de winkelgebieden/binnensteden, met als inspirerend spreker Harry te Riele van Transitiefocus. Het imago van Eindhoven is opgebouwd rond technologie, kennis en design. Dat imago is opgebouwd na een duidelijke keuze voor deze thema’s en de introductie hiervan in al het beleid dat de gemeente gestalte is gaan geven. Het effect was dat het gewenste imago ook werkelijk ingang vond. Helder kiezen bleek te leiden tot gekozen worden. Wat kiest een gemeente? Wat bleek: niemand kiest voor ouderen als doelgroep, terwijl die doelgroep steeds groter wordt en gemiddeld redelijk kapitaalkrachtig is. Lekker ontspannen in Bergen op Zoom als motto? Mij viel ook op een aanpak gebaseerd op het vrijmarkt idee. Eén leegstandsbeheerder die iedere ruimte omtovert in een soort van vrijmarkt, inclusief zachte horeca. Welke gemeente durft dat aan?

Het Regionaal Ruimtelijk Overleg ( RRO) Midden-Brabant in het KVL te Oisterwijk met als agendapunten onder andere: de regionale agenda wonen, de regionale agenda werken en de ruimtelijke strategie. Voor het waterschap waren van belang: de mestdialoog, de omgevingswet en omgevingsvisie, de versnellingsagenda, het vitaal leisure landschap, het B5 bod natuurontwikkeling en de PAS. Nadrukkelijk heb ik het achterblijven van de PAS doelstellingen onder de aandacht van gedeputeerde Erik van Merrienboer gebracht en de mogelijke gevolgen daarvan voor de plannen van de gemeente Waalwijk. Het kan immers niet zo zijn dat belangrijke economische ontwikkelingen, die van belang zijn voor de arbeidsmarkt, geblokkeerd zouden kunnen worden omdat de realisering van de PAS doelstellingen achterblijven. Met name de aanpak in het Natura 2000 gebied Westelijke Langstraat vergt alle inzet. Maar ook de aanpak elders kan hierbij helpen.
In de avond ben ik geweest naar de informatieavond van het dijkverbeteringproject Geertruidenberg/Amertak.

Bestuurlijk overleg met wethouder Gerard Bruijniks van de gemeente Loon op Zand. Agendapunten waren onder andere: het buurtwaterfonds, de handreiking kinderboerderijen en klimaatbestendig waterbeheer, de keuzewijzer stadswateren, de samenwerking in het watersysteem en de waterketen, de ontwikkelingen rond het Witte Kasteel, de wateroverlast bij Kaatsheuvel West en de Bevrijdingsweg, de overdracht van de vijver Amerikastraat Kaatsheuvel en het gemaal Molenbeek, alsmede de nieuwe plannen van de Efteling.
