OVER WATER – 68
Deze keer heb ik gelezen: “Samen werken aan een veilige en mooi Maas, het klimaat verandert” en “Samen werken aan een veilige en mooi Maas, regionaal voorstel Maas 2016”. Twee stukken die het lezen waard zijn. Het betreft de omschrijving van zes zogenoemde koploperprojecten tussen Eijsden en Geertruidenberg. De stukken zijn voor iedere bestuurder van gemeenten langs een rivier het lezen waard omdat ze prachtig laten zien hoe rivierverruiming, dijkversterking en gebiedsontwikkelingen gecombineerd kunnen worden en uitgevoerd met veel extra geld uit Haagse potjes.

Bestuurlijk overleg met wethouder Jan-Willem Stoop van de gemeente Drimmelen. Agendapunten waren onder andere: het buurtwaterfonds, de handreiking kinderboerderijen en klimaatbestendig waterbeheer, de keuzewijzer stadswateren, de samenwerking in het watersysteem en de waterketen, de verbetering van de regionale waterkeringen met bijzondere aandacht voor het tracé rond de haven van Terheijden en de aanpak van de wateroverlast in het bemalingsgebied Zonzeel middels een gezamenlijke aanleg van een EVZ (ecologische verbindingszone).

Een gezamenlijke evaluatiebijeenkomst/versnellingsatelier van DB, directieteam en een aantal betrokken medewerkers over de participatie in projecten waarbij het waterschap betrokken is. Er valt nog veel te verbeteren. Geleerd heb ik ook. Niet altijd is participatie kansrijk. Projecten moeten wel voor de deelnemers overzichtelijk zijn. Daarna DB vergadering met als agendapunten onder andere: sturen op hoofdlijnen, voortgangsrapportage waterstaatskundige toestand, het projectplan Roode Vaart, de samenwerkingsovereenkomst met de vereniging “Markdal, duurzaam & vitaal”, de nota reikwijdte en detailniveau van de dijksversterking Geertruidenberg en Amertak.
In de middag een bezoek gebracht aan de beurs “Future Green City” in Den Bosch met een mooi lezingenaanbod. Stands die mij opvielen waren: van www.roofupdate.nl (veel voorbeelden van groene, energie en waterdaken), www.duragreen.nl (met o.a. voorbeelden geluidsschermen vergroenen) en www.hydrorock.com (over het voorkomen van wateroverlast en verdroging met ecologisch verantwoorde oplossingen). Maar zeker de stand van de Nationale Bomenbank.
Het bezoek aan de stand en de website gaven mij het gevoel dat de conclusie van Rijkswaterstaat dat de monumentale zomereik in de middenberm van de A58 bij Ulvenhout omgehakt zou moeten worden vanwege de toekomstige verbreding van de snelweg, wel makkelijk genomen lijkt. Volgens Rijkswaterstaat is de 140 jaar oude eik boven en onder de grond onderzocht op conditie, stabiliteit en breukgevoeligheid. Uit dat onderzoek bleek dat de eik het uitgraven en verplaatsen niet zou overleven. Als ik kijk naar de verplaatsing van twee linden bij de A2 verbreding bij Den Bosch (150 tot 200 jaar oud met een totaal gewicht van kluit, bomen en kluitverpakking van ongeveer 200 ton), dan denk ik onze ‘Anneville’ verdient een reddingspoging!

In de morgen een ontbijtbijeenkomst in de Blokstallen te Bergen op Zoom, georganiseerd door de stichting in oprichting Timelaps die in het jaar 2019 het denken over de toekomst van de regio met tal van bijeenkomsten centraal wil stellen. Het is altijd goed over de (verre) toekomst na te denken. Als waterschap doen wij dat op zaken als waterveiligheid, zeker waar we nu al aan het werk zijn om tegen 2050 te kunnen voldoen aan de uitdagingen waar we dan voor gesteld worden. Aan mijn ontbijttafel was het voor de disgenoten wel moeilijk om het droomniveau te ontstijgen. Hierbij moest ik mijzelf ook de vraag stellen: wat is nu een droom en kan dan werkelijkheid zijn? Wat waren de gedachten over de toekomst in 1980 en hoe is de werkelijkheid nu? Voor mij is het uitgangspunt in dit soort discussies toch altijd: hoe kunnen we de maatschappij een zetje in de goede richting geven (groener, waterbewuster, beperken van hittestress en wateroverlast) en wat kan mijn bijdrage hier aan zijn en wat is de rol van een functionele democratie als het waterschap hierbij?

Een middag STOWA in de Mariënhof te Amersfoort. De STOWA bestaat 45 jaar en dat is een reden om eens goed te laten zien wat zij aan kennisontwikkeling voor de waterschappen doen. Dat gebeurde in de prachtige ambiance van de Mariënhof een gebouw dat de geschiedenis ademt. Er waren presentaties/discussies over: de aanpak van nieuwe stoffen, energie- en grondstoffenterugwinningen en over wateroverlast. Wat mij het meeste trof was de discussie over ‘nieuwe stoffen’ die pas recent de aandacht krijgen die ze verdienen. Ik schreef er vaker over o.a. over bijvoorbeeld dat medicijnresten in onze zuiveringen bij kunnen dragen aan de ontwikkeling van resistente bacteriën. Het verbaast mij dat men zich keer op keer laat verleiden tot discussies over normeringen. Alsof we voor de ruim 100.000 verschillende stoffen die nu al in het afvalwater voorkomen normen kunnen stellen en die dan ook stuk voor stuk tegen redelijke kosten kunnen meten en reduceren. Met oxidatie en actieve koolabsorptie kunnen voor sommige van de nu gemeten stoffen soms bemoedigende resultaten worden behaald. Maar is dat genoeg? In mijn beleving zijn het grotendeels zinloze discussies tussen bestuurders en politici die zelden kaas hebben gegeten van de aard en mogelijke effecten van die meer dan 100.000 stoffen die we nu al in afvalwater detecteren. Voor mij is het helder: uitgangspunt zou de nul norm moeten zijn. En het rare is die is haalbaar! In 2004 werd door het waterschap Rijn en IJssel te Varsseveld een zuivering uitgerust met membraantechnologie om van de Boven Slinge weer een gezond water te maken. Dat lukte deels door deze super zuivering. Helaas bouwde het waterschap deze zuivering weer om tot een conventionele zuivering met nabezinktanks. Bij het gebruik van membraantechnologie kan men echt alle stoffen uit het water halen tot de nul norm. Die technologie heeft zich de afgelopen jaren enorm ontwikkeld en is mede daardoor steeds goedkoper geworden en kan nog verder ontwikkeld worden. De winst voor de ecologie en de volksgezondheid is potentieel groot. Maar deels niet in geld te berekenen. Ik zou graag zien dat de STOWA en de waterschappen deze ‘ideale’ oplossing voor alle verontreinigingen samen met de membraanindustrie verder zouden ontwikkelen. Aan het einde van de middag was er een inspirerende presentatie van Anjo Travaille van Bovenkamers over gedragsbeïnvloeding.
In de avond heb ik de fractievergadering van Ons Water/ West-Brabant Waterbreed bijgewoond ter voorbereiding van het AB van 7 december.

Vandaag de Unie commissie waterkeringen ten stadhuize van Dordrecht met als agendapunten onder andere: de procesbegeleiding beoordeling waterkeringen, de visie op de regionale keringen, de basiseisen zorgplicht waterkeringen, het landelijk draaiboek beoordeling primaire waterkeringen en een communicatieplan. Daarna was er een thema sessie waarbij ik koos voor een discussie over het plan Spaargaren. We publiceerden daar eerder over.
Het verbaast mij keer op keer dat men net doet of het plan van sluizen in de Nieuwe Waterweg iets nieuws is. Reeds in de jaren zestig werd er al geschreven over het stoppen van het zoetwaterlek (800 kubieke meters per seconde) in de Nieuwe Waterweg. Ik verwijs dan graag naar: “De waterhuishouding van Nederland” (een nota samengesteld door Rijkswaterstaat, uitgegeven door de Staatsuitgeverij in 1968) en naar: “De toekomstige drinkwatervoorziening van Nederland” (een rapport van de centrale commissie voor de drinkwatervoorziening 1965, uitgeven door de Staatsuitgeverij in 1967). Er is, zo blijkt, vaker niets nieuws onder de zon. Helaas wordt er veel gepraat in dit land en te zelden iets uitgevoerd. Doorschuiven is een politieke kwaal van alle tijden, waarna een nieuwe lading gekozenen zonder kennis van de geschiedenis weer ‘mooie’ verhalen vertellen zonder zich te verdiepen in onze geschiedenis of de onderwerpen waarover gepraat of besloten wordt. En zij zich daarna afvragen waarom de bevolking geen vertrouwen meer in hen heeft.
