Beschermingszone geen luxe
Bij dijkverbeteringen dient men rekening te houden met eventuele toekomstige normveranderingen. Recent is bekend geworden dat de pas vier jaar oude Bemmelsedijk niet stabiel genoeg is. De nieuwe waterkering voldoet niet aan de nieuwste waterveiligheidsnormen en moet verder versterkt worden. Dit is eind 2016 vastgesteld. Alle veranderingen (nevengeul/uiterwaarden en nieuwe dijk) bij de dijkverbetering Lent/Nijmegen zijn pas in het 1e kwartaal 2016 definitief opgeleverd. Dit laat mijn inziens zien dat er bij dijkverbeteringen aan bestaande dijken en bij de aanleg van nieuwe dijken steeds rekening gehouden moet worden met toekomstige aanpassingen van de normen en met nieuwe inzichten. De in acht te nemen beschermingszone, zowel binnen als buitendijks, is geen luxe of een overbodig bedenksel van het waterschap, maar absoluut belangrijk om dijken ook in de toekomst snel en doelmatig te kunnen verbeteren. Bij dijkverbeteringen rekening houden met toekomstige veranderingen van normen, kennis en inzichten is dan ook, naar mijn inzicht zowel om financiële reden als om redenen van duurzame veiligheid, een noodzakelijkheid.
