Soms kom ik iets tegen en dan denk ik: wat een goed idee! Dat is iets voor een bredere toepassing. Bijgaande foto maakte ik in Thorshavn op de Faroer eilanden. Het betreft een installatie die continue een eventuele olievervuiling van het water in de haven aanpakt. Op de foto is goed te zien hoe het vliesdunne olielaagje en andere drijvende verontreinigingen wordt opgezogen. In de middag bestuurlijk overleg met wethouder Kevin van Oort van de gemeente Geertruidenberg. Op de agenda stonden onder andere: het gebiedsproces, baggeren/maaien, de afvalwaterketen, de Veste, de vijver in de Scheefswerflaan en de deltabeslissing ruimtelijke adaptatie.

DB vergadering met als agendapunten onder andere: de begroting 2018, de belastingverordeningen 2018, het investeringsplan 2018, diverse mandateringen, een nota over kwijtscheldingsbeleid, de renovatie RWZI Nieuw Vossemeer, de Roode vaart, de managementletter 2017-4 en een intentieverklaring inzake een Blue Deal.
In de middag PHO’s ter voorbereiding van bestuurlijke overleggen met de gemeenten Oosterhout en Loon op Zand.
In de avond de respondentenbijeenkomst inzake de evaluatie van het participatieproces Dijkverbetering Amertak/Geertruidenberg.

Het achtste Nationale Deltacongres in Leeuwarden. Het congres begon weer met een wetsovertreding. Het aftelgeluid oversteeg weer, net als voorgaande jaren, dik de normen. Er waren veel eerbiedwaardige sprekers. Jammer dat zij op één na (Hans Oosters, de voorzitter van de Unie van Waterschappen) woorden gebruiken als: we maken het klimaatbestendig, water robuust en plensbuibestendig, in plaats van maken het klimaatbestendiger en waterrobuuster. De Deltacommissaris stelde om straks “extremen aan te kunnen” en de burgemeester van Leeuwarden over de waterproblemen: “lossen we allemaal op”. Stuk voor stuk illusies. Voor een bui modelmatig van één keer in de 2000 á 5000 jaar, zoals een paar jaar geleden rond Spang-Capelle, hebben we ook in 2050 geen oplossing. Dus niks plensbuibestendig, hooguit bestendiger.
Een inspirerend spreker was Maarten Hajer. Hij hield een lezing over ‘landschapspijn’. De door hem geschetste route naar een aanpak: ga aan de slag met de invulling van de volgende stappen:
- Het ontbrekende toekomstbeeld
- De uitdaging
- De macht van verbeelding
- De odyssey
Hierbij wees hij op een aantal principes:
- Leiderschap
- Acceptatie
- Inclusie
- Verantwoording
Alleen zijn advies als opvolger van het Ruimte voor de Rivier programma: “Ruimte voor het veen”, vond ik een rare. Het inklinken van het veen is een groot probleem voor een beperkt deel van het land (Holland en een stukje in Friesland en Groningen). Dat vergt zeker aanpak maar heeft niet een landelijke dekking als de voorganger Ruimte voor de Rivier.
De domper van het congres vond ik een wel heel politieke uitspraak van de deltacommissaris. Bij het in het zonnetje zetten van het mooie zoet water toevoerproject “de Klimaatbestendige Water Aanvoer Midden Nederland (voorheen genaamd Kleinschalige Water Aanvoer) naar de Randstad om verzilting tegen te gaan, stelde hij dat deze aanpak “veel goedkoper was dan een sluis in de Nieuwe Waterweg”. Het echt stoppen van een verspilling van 800 kubieke meter zoet water per seconde heeft dus geen enkele prioriteit. Een miniproject, hoe mooi ook, is onvergelijkbaar qua aard, schaal en gevolg met het bouwen van een sluis in de Nieuwe Waterweg. Echt vooruitkijken is zelfs voor de Deltacommissaris een sluis te ver!
