OVER WATER – 146: HET MOET NIET GEKKER WORDEN

In de media (ANP) werd ik getroffen door de kop: “Waterschap gaat dijk verlagen na verzet dorpsbewoners”. De dijken rond het Noord-Limburgse dorpje Aijen worden toch niet hoger dan oorspronkelijk afgesproken. Die toezegging deed bestuurder Rein Dupont van het Waterschap Limburg tijdens een met spoed ingelast bewonersoverleg, nadat ruim twintig boze burgers met schoppen gewapend naar de dijk aan de Maas togen om die eigenhandig te verlagen.
De dijk was namelijk tot veertig centimeter hoger dan, in hun ogen, was afgesproken. Hierdoor werd veel inwoners een uitzicht op de Maas ontnomen. Na deze spontane actie besloot het schap water bij de wijn te doen.
Bij dijkverbeteringen worden dijken altijd hoger gemaakt dan volgens de normen noodzakelijk. Na een verhoging/verbreding zakt de dijk altijd door inklinken in. Modelmatig wordt daarom de vermoedelijk noodzakelijke extra benodigde hoogte berekend. Dit om extra handelingen en kosten te voorkomen. Dat gebeurt al vele tientallen jaren en blijkt nodig. Afhankelijk van de ondergrond en het materiaalgebruik blijkt meestal dat na inklinken de dijk aan de normen voldoet en slechts zelden wordt dan de normhoogte substantieel overschreden. De gebruikte modellen blijken veelal juist. Nu de extra laag eraf schrapen en over twee jaar gaan kijken hoeveel de dijk is ingeklonken en dan de dijk op hoogte brengen, en dat eventueel later nog een keer, is je reinste verspilling van overheidsgeld. Als het waterschap de verbeteringen zelf zou betalen heb ik er niets over te zeggen en zou ik slechts over zoveel toegeeflijkheid meewarig mijn hoofd schudden. Maar in dit geval betaalt de rest van Nederland mee. Dijkverbeteringen aan primaire keringen, zoals bij Aijen, worden voor 50 % opgebracht door het Rijk, voor 40 % door de waterschappen gezamenlijk en slechts voor 10 % door het eigen waterschap. Hier wordt het korte-termijn-denken en het ‘niet in mijn achtertuin’ en een voorgenomen wetsovertreding beloond door een bestuur/bestuurder met te slappe knieën. Er is niks mis met naar de burger luisteren, maar dat moet er niet toe leiden dat ondoelmatig met overheidsgeld wordt omgegaan en goede procedures, zoals het aanbrengen van een overhoogte om het onvermijdelijke inklinken op voorhand te compenseren, om zeep te brengen.
Het waterschap stelt hier, naar mijn inzicht, de verkeerde prioriteiten. Dijken worden niet verhoogd om aan normen te voldoen, maar om de veiligheid nu en in de toekomst zo goed mogelijk te borgen tegen de laagst mogelijke maatschappelijke kosten. Wat mij betreft betaalt het waterschap Limburg deze meerkosten volledig zelf en wordt bij de volgorde waarin tot 2050 de verbeteringswerken aan primaire waterkeringen in Nederland worden uitgevoerd, de prioriteiten gelegd bij waterschappen die wel werken aan een toekomstige veiligheid tegen de laagst mogelijke maatschappelijke kosten.
Ik sluit niet uit dat de komende verkiezingen voor een nieuw waterschapsbestuur in 2019 hier iets mee te maken heeft. Dit voorval laat dan ook zien dat de politisering van het waterschapsbestuur in 2008 geen winst is voor de kwaliteit en (financiële) duurzaamheid van de beslissingen.
