OVER WATER – 153: “GEEN PANIEK”
In de september editie van “Het waterschap”, het officiële orgaan van de Unie van Waterschappen stond dit keer het ‘klimaat’ centraal. De inhoud van het artikel met de kop “Geen paniek” verbaasde mij zeer. Niet dat ik ‘paniek’ over de zeespiegelstijging wil promoten, maar lezing van dat artikel kan bij politici en bestuurders toch het gevoel voor de noodzakelijke urgentie van de aanpak van die zeespiegelstijging en de voorbereiding daarop, door versterking van onze waterkeringen en de strijd tegen verzilting, aantasten.
De accent tekst: “Gevoelsmatig denk ik dat we ook drie meter stijging wel aankunnen in Nederland”, kan een onterecht gevoel geven van ze lossen het tegen die tijd wel op. Ook de onder het kopje “Grootse daden” genoemde zaken, zoals het klimaatakkoord van Parijs en de Nederlandse klimaatwet, wekken de indruk dat we het lek wel boven hebben. Dat is mijn inziens geenszins het geval. Die ‘afspraken’ zijn vooralsnog slechts doekjes voor het bloeden, boterzacht en pakken de problemen niet echt aan. In het meest gunstige geval is er slechts sprake van enige vertraging. Maar de Trumps van deze wereld hebben geen oog voor de noden van toekomstige generaties of voor de toekomst van de laag gelegen gebieden en de bewoners daarvan. Wetenschappelijke dromers die dromen dat ‘de mensheid tot grootse daden in staat is’ en daar hun hoop op vestigen ondermijnen de, mijn inziens, noodzakelijke urgentiegedachte.
De doelstelling van klimaatmaatregelen moet niet zijn beperking van de stijging van de CO2 concentratie in de atmosfeer, maar terugdringing! Van de inhoud van “Het Waterschap” verwacht ik dat zij een bijdrage levert aan dat bewustzijn. Wat ik ook verwacht van “Het Waterschap” en van de Unie van Waterschappen is een permanente inzet op de voorbereiding op de hogere zeespiegel en de daardoor toenemende verzilting. Voor en in heel Nederland! Die voorbereiding vereist een aanpak nu, gericht op de slechtste scenario’s. Dus niet praten over “langs de kust een metertje er bovenop”, maar een echte aanpak. In het orgaan van de Unie van Waterschappen verwacht ik ook niet een soort van start van een discussie over lagere beschermingsniveaus. Laat staan een discussie waarin de suggestie zit de Waddeneilanden op te geven omdat “de verhouding tussen de kosten en de beschermende baten hier natuurlijk wel heel anders is dan langs de Hollandse kust.” Dit komt mij voor als elitaire Randstad praat. Nog even en Friesland of Zeeland, waar slechts 300.000 mensen wonen, worden door dit soort schrijvers en wetenschappers opgegeven.
Dit soort artikelen in het orgaan van de Unie van Waterschappen kunnen de indruk wekken dat de Unie de inhoud van dergelijke artikelen onderschrijft. Nu is het al zo dat de Randstad een hoger beschermingsniveau kent dan ‘perifeer’ Nederland. Maar het moet niet gekker worden!
