OVER WATER 180: DE FINISH EN WAT IS ER VAN TERECHT GEKOMEN?

De afgelopen weken heb ik wekelijks verslag gedaan van de onderhandelingen om te komen tot een nieuw bestuursakkoord en een nieuw dagelijks bestuur. Eerst een analyse van de verkiezingsuitslag met de titel “Hoe verder”. Toen een somber stuk vanwege de weinig realistische houding van de overwinnaar met de titel “Heroverwegen“. Daarna een verslag met de titel “Ze“, waarin ik uiting gaf aan mijn frustraties en aangaf wat voor Ons Water de belangrijkste elementen voor een goed bestuursakkoord zijn. In het artikel “Het vordert” heb ik aangegeven dat, na het gesprek tussen de lijsttrekker van de VVD en mij als lijsttrekker van Ons Water, er ook bij de VVD nu het gevoel is binnengekomen dat ‘de taken goed doen’ belangrijk is. De sfeer in de onderhandelingen was omgeslagen. De ‘inhoud’ stond in de verdere onderhandelingen centraal. Als sluitstuk deze week was de discussie over de financiën, dus de vraag welke tariefstijgingen zijn acceptabel? Ook nu bleek dat ook de VVD primair gaat voor ‘de taken goed doen’. Natuurlijk is het beperken van de tarieven voor iedere fractie de opgave voor de komende vier jaar. Maar de (nieuwe) uitdagingen, mede veroorzaakt door de veranderingen in het klimaat, kosten helaas geld. Dat zullen we de belastingbetalers uit moeten leggen. De voor Ons Water belangrijke zaken staan in het nieuwe bestuursakkoord. Natuurlijk hebben ook wij een aantal compromissen moeten sluiten. Maar de voor ons essentiële zaken zoals onder andere: de veiligheid van onze waterkeringen, aanpak van de achterstanden bij de rioolwaterzuiveringen en het baggeren van vaarwegen en legger waterengangen, alsmede het in overeenstemming brengen van de handelingspraktijk met de regelgeving middels de peilbesluiten, zitten in het nieuwe bestuursakkoord. Nu nog de laatste punten en komma’s en het nieuwe DB kan gekozen worden.
Ik hoop dat ons DB-lid, uit straks de grootste fractie, de eerste loco-dijkgraaf zal worden. Voor Ons Water is het niet alleen logisch dat de grootste fractie die levert, maar ook dat de eerste loco-dijkgraaf komt uit de door de kiezer gekozen fracties. In fracties die zuchten onder de tucht van de kiezer is sprake van meer politieke sensibiliteit dan onder de geborgde fracties die gefocust zijn op de belangen van de categorie die zij vertegenwoordigen. Juist die politieke sensibiliteit is nodig als de dijkgraaf vervangen moet worden. Het gezicht naar buiten van het waterschap in tal van contacten met samenwerkingspartners, zoals andere overheden en de media is, naar mijn inzicht, van groot belang. Ik hoop en vertrouw erop dat onder de nieuwe DB leden dat besef ook aanwezig zal zijn.
De komende vier jaar zal Ons Water weer met West-Brabant Waterbreed één fractie vormen. Vanuit de kracht van het zijn van de grootste fractie zullen wij met ons zevental het functioneren van het nieuwe DB kritisch maar constructief volgen. De woorden zijn zo dadelijk op papier gezet en in de digitale cloud geslingerd. Nu de daden!
Wat is er van terecht gekomen?
Augustus 2000 kwam “waterbeleid voor de 21e eeuw” uit, het advies van de Commissie Waterbeheer 21e eeuw. In februari 2001 tekenden het Rijk, de Unie, de VNG en het IPO de Startovereenkomst waterbeleid 21e eeuw en in februari 2002 kwam “Waterbeheer 21e eeuw, WB21: aanleiding, afspraken en maatregelen” uit van de Unie. Met het in juli 2003 ondertekende Nationaal Bestuursakkoord Water (NBW) werd met de uitvoering een begin gemaakt. Via Teleac/NOT werd in 2001 middels acht televisieprogramma het ‘waterbeheer in de 21e eeuw’ uitgelegd.
Wat is er sinds die tijd op het vlak van: normering, de watertoets, wateropgaven, deelstroomgebiedsvisies en de regelingen rond schade, schadevergoeding en verzekeringen feitelijk tot stand gekomen? Is bij de uitwerking in de stroomgebieden nu echt gekozen voor ruimtelijke maatregelen en is aan de drietrap (vasthouden, opvangen en dan pas afvoeren) consequent inhoud gegeven? Was indien er gekozen werd voor technische oplossingen de motivatie van de waterschappen adequaat en werd deze getoetst door de provincies en/of door het Rijk? Zijn er succesvolle stroomgebiedallianties tot stand gekomen? Wat was de schade van de droge zomer van 2018 geweest als de adviezen uit augustus 2000 al verregaand waren uitgevoerd? Bij de start in 2001 waren er nog 57 waterschappen nu nog 21. Wat heeft deze concentratie opgeleverd? En is er in de ‘baten’ een verschil in de gebieden waar waterschappen wel vergaand fuseerden en waar niet? Is het “waterbeleid voor de 21e eeuw” nu ook werkelijk leidend geweest in de aanpak van de in het advies gesignaleerde waterproblemen?
Dit zijn vragen die ik graag, in een onderzoek op Unie niveau, beantwoord zou willen hebben. Voor mij is het “waterbeleid voor de 21e eeuw” bepalend geweest in mijn denken. De commissie onder voorzitterschap van oud-gedeputeerde Tielrooij kwam met een gedegen advies. Nu bijna 20 jaar later constateer ik, op basis van mijn waarneming, dat er door politici is gewinkeld in de aanbevelingen en de waan van de dag vaker leidend is geweest dan de adviezen van Tielrooij en zijn kompanen, terwijl de klimaatontwikkelingen aantonen dat de adviezen van bijna 20 jaar geleden op goede gronden waren gebaseerd.
