Als iemand overlijdt, is dat een verlies voor zijn omgeving en een verlies aan alles wat in zijn of haar brein is opgeslagen. Maar het betekent ook vaak dat zijn nalatenschap anderen inspireert. Soms is het omdat in een in memoriam zijn of haar werk weer wordt belicht en soms is het omdat de feitelijke, materiële nalatenschap een ‘nieuw leven’ krijgt. Zo hebben vanuit de nalatenschap van de oud-archivaris van Bergen op Zoom Willem van Ham mij een aantal documenten en boeken bereikt die mij aanzetten tot nader onderzoek en beschouwingen naar de waterschapgeschiedenis van onze West-Brabantse regio.
In de stukken die ik uit de nalatenschap ‘Van Ham’ heb mogen ontvangen zaten twee A’4-tjes, vermoedelijk in de jaren vijftig zestig van de vorige eeuw met de typemachine aan beide zijden beschreven en aangevuld met de vulpen. De A’4-tjes bevatten gegevens omtrent de ontwikkeling van de tarieven van meer dan 150 regionale waterschappen over de periode 1914- 1955.
In de stukken die ik uit de nalatenschap ‘Van Ham’ heb mogen ontvangen zaten twee A’4-tjes, vermoedelijk in de jaren vijftig zestig van de vorige eeuw met de typemachine aan beide zijden beschreven en aangevuld met de vulpen. De A’4-tjes bevatten gegevens omtrent de ontwikkeling van de tarieven van meer dan 150 regionale waterschappen over de periode 1914- 1955.
Bij de ruim 150 waterschappen op de “Van Ham A’4-tjes” zaten veel namen die ik niet direct kon thuisbrengen. De tarieven verschilden enorm. In 1955 kwam je tarieven tegen van 54 cent per hectare (Brabantse Biesbosch) tot 65 gulden per hectare (Hogerwaard, op de grens van Noord-Brabant en Zeeland). Ook binnen gemeenten konden de tarieven per hectare enorm verschillen. Als voorbeeld de gemeente Bergen op Zoom. Voor waterschap De Zoom 66 cent, voor waterschap De Augusta 12,88 gulden en voor waterschap De Gertruidapolder 50 gulden per hectare.
Niet altijd is nu goed te duiden wat dit soort verschillen veroorzaakte. In 1955 waren de meeste waterschappen echte polders. Het grootste deel van de hoge zandgronden waren nog niet gebracht onder waterschapbeheer.
Wat ook verbaasde, is het verloop van de tarieven tussen 1914 en 1955. We komen stijgingen tegen van circa 2200 procent (van 0,12 naar 2,63 gulden per hectare) bij het waterschap de Bovenmark. Maar ook een prijsdalingen zoals van bijvoorbeeld 10 % bij het waterschap Vliert en Ertveld (van 22,53 naar 20,45 gulden per hectare). In 40 jaar een daling van het tarief.
Wat nieuwsgierig maakt, is hoe bij fusies de prijsverschillen werden verwerkt. Wat ik graag zou weten, is hoe dat bijvoorbeeld is gegaan bij de vorming van het waterschap de Agger in 1988 waar 13 waterschappen werden samengevoegd tot één nieuw De Agger. De tarieven verschilden in 1955 nog enorm van 0,66 (de Zoom) en 1,00 gulden ( Noordkil van Ossendrecht) als twee laagste tot de 11 andere waterschappen die tarieven hadden tussen de 12,88 (de Augusta) tot 45,25 gulden per hectare (De Zuidpolder onder Ossendrecht). Natuurlijk waren de tarieven in 1988 tijdens de fusie vast anders dan in 1955. Maar de verschillen zullen in 1988 nog steeds groot geweest zijn.
Als raadslid maak ik met regelmaat discussies mee over de verschillende tarieven bij verschillende gemeenten. Zeker als bijvoorbeeld weer een vergelijkend onderzoek de media heeft gehaald. Dan wordt over een verschil van 20 % al politiek kabaal gemaakt. In de wereld van de waterschappen is sinds de jaren vijftig het aantal waterschappen door fusies verminderd van circa 2500 (1950) naar 21 nu. Daarbij halveerden soms de tarieven van samengevoegde waterschappen. De desbetreffende boeren en burgers waren blij, maar tegelijkertijd verveelvoudigden voor anderen bij die fusie de tarieven.
Ik denk dat toen het waterschap de Zoom en het waterschap de Noordkil opgingen in De Agger in 1988, de boeren en grondeigenaren in het waterschap de Zoom misschien wel tien keer meer gingen betalen terwijl die van Waterschap de Zuidpolder hun tarieven zagen halveren. Destijds zagen we geen tractors oprukken naar de gemeentehuizen of het provinciehuis.
Ik ben benieuwd hoe de burgers en bedrijven van Steenbergen en Woensdrecht zullen reageren als er een gemeentelijke herindeling komt waarbij bijvoorbeeld de gemeenten Bergen op Zoom, Steenbergen en Woensdrecht samengevoegd worden en zij de aanslagbiljetten zien van de nieuwe Brabantse Wal-gemeente. Van die van Bergen weet ik het wel. Die trekken dan een fleske open. Boeren en grondeigenaren zijn vermoedelijk anders dan burgers! Of zou het komen dat in 1988 de waterschappen nog boerenrepublieken waren en het bestuur hooguit een enkele politicus zoals ik bevatte? Of waren de boeren van toen solidair met elkaar en zouden burgers daar nog iets van kunnen leren?

Probeer eens de in dit stuk genoemde waterschappen te lokaliseren. Bij drie gaat dat niet lukken want die liggen buiten het werkgebied van de Brabantse Delta.
