De startnotitie Zeeuwse Deltaplan Zoet Water geeft aan dat in de huidige situatie en met het huidige beleid Zeeland slechts zeer beperkt beschikt over eigen aanvoer van zoet water. Het grote manco van deze nota is juist, dat dit huidige beleid en deze huidige situatie niet ter discussie wordt gesteld, terwijl de nood aan zoet water dit beleid verre overstijgt. Het staat voor de hand liggende fundamentele aanpassingen in de weg.
De provincie heeft zelf steeds de mogelijkheid van aanvoer van zoet afgehouden om het zoutgehalte van de wateren zo hoog mogelijk te krijgen en te houden. Daardoor is in een groter verband een andere verdeling van zoet water afgesproken. De achtergrond van het maximaal houden van het zoutgehalte komt voort uit een wijze van biologisch denken, dat in de zeventiger jaren opgang deed. Basis voor dit denken vormde het onderzoek van de bioloog Remane in de Elbe in 1901. Hij deed onderzoek naar de soortenrijkdom en verwerkte die resultaten in een verband met het zoutgehalte op de Elbe. Het leverde belangrijke tendensen: hoe zoeter het water hoe groter de soortenrijkdom, brakwater heeft de minste soortenrijkdom en hoe zouter het water eveneens des te groter de soortenrijkdom. Bij de zoutgehaltes, die hier voorkomen, ontlopen de maximale soortenrijkdom in zoet en zout water elkaar niet. Men wilde duidelijke keuzes. Brak water was niet interessant, ondanks een andere soortensamenstelling. Bij het zout houden van de wateren werd om deze selectieve reden gekozen voor een beheer, dat zorgde voor zo hoog mogelijke zoutgehaltes. Tot op heden.
De zoutlobby was zo sterk dat de biologische wensen voor zoutwaternatuur boven het primaire levensbelang van zoet water voor de mens gesteld werden, ondanks dat men op de hoogte was van de almaar toenemende verziltingsdruk vanuit zee.
Echter 97% van al het water op aarde is zout. Er is in het geheel geen gebrek aan zoutwaternatuur en de mens kan er niet van leven. Van het weinige zoete water op aarde is slechts 0.25% vrij water beschikbaar in de vorm van rivieren en meren. Het is uiterst schaars en kwetsbaar voor verzilting.
Het totale jaarlijkse aanbod aan zoetwater in de vorm van rivierafvoer en neerslag is sinds de Deltawerken van dezelfde orde van grootte gebleven. Alleen de extremen zijn toegenomen. Er was toen voldoende zoetwater voor een zoet Zeeuws Meer en nu ook. Zeker voor een zoet Grevelingenmeer als er gebruik gemaakt wordt van de hogere afvoeren. Het plan Spaargaren (zeesluizen voor de Nieuwe Waterweg) zou nog veel meer ruimte bieden.
Door Nederland stroomt heel wat van dat schaarse zoete water, dat in de pieken te snel naar zee wordt afgevoerd. Er is grote behoefte aan grootschalige opslag in tijden van overschot om het zoete water zo lang mogelijk vast te houden, te bergen en te benutten als weerstand tegen de verziltingsdruk vanuit zee. Het Grevelingenmeer is hier ideaal voor.
De politieke wil moet er zijn om tot een ander beleid te komen en een aangepaste zoetwaterverdeling.
