Het gevoerde verziltingbeleid van de provincie duurt nu twee generaties. Het is geen wonder dat het nog aanwezige zoete water in de provincie steeds verder in het gedrang komt en marginaliseert. Onbegrijpelijkerwijs worden er geen concessies gedaan aan dit beleid en wordt doorgegaan met het blijven blokkeren van de natuurlijke (duurzame) aan- en doorvoer van zoet rivierwater. Voorheen was dat er wel volop bij hoge afvoeren. Zo wordt het zoutgehalte in de wateren gemaximaliseerd. Er worden zoutwaterprojecten uitgevoerd door o.a. hoog gelegen zoetwater bufferende gronden af te graven om aan de zee toe te voegen. Dit gebeurt ook bij laag gelegen gronden. Zo neemt de weerstand tegen verzilting verder af. Hoe hoger het zoutgehalte, hoe sterker de verzilting. Aangezien het grondwater van het aangrenzende land heel traag, maar gestaag hier op reageert, kost het tijd voor dat men de gevolgen significant gaat merken. Dat is nu het geval. Om de gevolgen te beperken is een deltaplan zoetwater opgezet. Het zullen enerzijds stimulerende maatregelen zijn om de berging van zoet water te vergroten, broodnodig, anderzijds kostbare kunstgrepen, die veel energie vergen en niet duurzaam zijn. Het doel is om Zeeland in 2050 weerbaar te maken tegen zoetwatertekorten. Het streven is dit ‘robuust’ te maken.
De helder geschreven startnotitie Zeeuwse Deltaplan Zoet Water is positief van toonzetting. De indruk, die wordt gewekt, is dat er echt werk gemaakt gaat worden van zoetwaterbeleid. Heel duidelijk is, dat er een bewustwordingsproces gaande is dat Zeeland zich steeds verder in de nesten werkt wat de beschikbaarheid van zoet water betreft. Helaas ziet het plan er veel mooier uit dan de werkelijkheid zal zijn. Het verzacht tijdelijk de problematiek. In feite is het flankerend beleid voor het ongewijzigde verziltingbeleid van de wateren in Zeeland. De verziltingproblematiek van het land is een direct gevolg van het maximeren van het zoutgehalte van de Zeeuwse wateren, inclusief het Grevelingenmeer. Het heeft weinig effect als men met oogkleppen op zoetwaterbeleid alleen richt op het land zonder het verziltingbeleid van de wateren aan te pakken. Hoe lager het zoutgehalte van de wateren is, zoveel minder zal de verziltingproblematiek van het land zijn.
De provincie rekent zich hiermee kortstondig rijk. Het duurt één, misschien twee generaties en is er weer kostbare tijd verloren. Zo blijft de provincie in haar eigen zwaard vallen. De tijd is meer dan rijp om tot een fundamenteel ander beleid te komen. Een radicale ommezwaai om weer voluit te kiezen voor een zo natuurlijk mogelijk zoetwaterbeleid. Niet via pijpleidingen, maar via open aanvoer van rivierwater. Geen quasi, maar echt robuust zoetwaterbeheer. Nu de politieke wil en durf. Een uiterst effectieve stap is direct in gang te zetten en ver voor 2050 te realiseren: een zoet Grevelingenmeer. Het huidige zoute, kunstmatige Grevelingenmeer kent sinds 2013 een omstreden Natura 2000-aanwijzing en uit de media blijkt dat biologen en de projectgroep Grevelingenmeer niet tevreden zijn met het huidige zoute meer. Zo wordt door hen een grote, zeer kostbare, ingreep gewenst. Een nieuwe 10x zo grote extra sluis in de Brouwersdam als de huidige Brouwerssluis om de huidige waterkwaliteitsdoelstelling te verwezenlijken. Het kan niet aangetoond worden, dat dit doorlaatwerk een positief effect daar op heeft. Voor een zoet Grevelingenmeer zal voor deBrouwersdam een dichtheidsscherm geplaatst moeten worden en een sluis in het noordelijk deel van de Grevelingendam voor de natuurlijke aanvoer van zoet rivierwater in lijn met de Brouwerssluis. Beide constructies samen zijn veel minder kostbaar dan de gewenste extra, voor het waterbeheer niet zinvolle, sluis in de Brouwersdam voor het zoute meer.
