Het Grevelingenmeer is ontstaan door noodzakelijke infrastructurele werken in het kader van het Deltaplan. Het Deltaplan zou zorgen voor optimale veiligheid en zoetwaterbeheer. Deze twee zaken zijn van nature met elkaar verbonden, omdat de mens niet zonder grond onder de voeten en niet zonder zoet water kan leven. Toch worden momenteel deze twee voor de mens primaire belangen gescheiden gehanteerd om ondergeschikte belangen te dienen.
De Grevelingendam, een wantijdam, werd eerst aangelegd om de bouw van de Brouwersdam te vereenvoudigen en kwam in 1965 gereed. In 1971 werd de Brouwersdam afgebouwd. Het meer was steeds bedoeld als zoetwatermeer. Bijna vijftig jaar geleden werd gedegen studie gedaan naar de beschikbaarheid van zoet water en hoe het meer zo effectief mogelijk ontzilt kon worden. Daarvoor moest er een sluis in de Brouwersdam komen. De plaatskeuze en de grootte van de Brouwersluis werden daarop bepaald. De sluis wordt momenteel gebruikt om het meer zo zout mogelijk te houden.
De sluis werd gerealiseerd in een tijd, 1978, dat er volop discussie was rond het meer. Allereerst speelde in die tijd de waterkwaliteit van het rivierwater. Reden om het meer vooralsnog zout te houden. De wet verontreiniging oppervlaktewateren werd in 1971 van kracht. Al geruime tijd voldoet het rivierwater aan de beoogde waterkwaliteit. Voorts was er discussie onderling tussen biologen. In de eerste jaren van het meer was het water heel helder en ontwikkelde het zoute meer qua soorten zich opvallend anders dan de voordelta met b.v. hele kleine vissoorten. Het was qua biodiversiteit een welkome aanvulling. (De intensieve recreatie was er nog niet.) Anderzijds een groep biologen, die graag zoveel mogelijk terug wilden naar het verleden met heus getij. Beiden hadden de bittere noodzaak van het Deltaplan niet begrepen om ons te beschermen tegen de steeds verder uitschurende zeearmen, de toename van het getij annex stormvloeden en de verzilting van de wateren landinwaarts. Het was meedeinen op de opkomende discussie rond een open Oosterschelde. Er ontstond een machtige zoutlobby, die tot nu toe bepalend was voor hetwaterbeleid van de provincie en die van de Stuurgroep Zuidwestelijke Delta.
Nog altijd is er die hang naar een onrealistisch herstel van het verleden, met grote negatieve consequenties, waarbij het ontbreekt aan inzicht in de wezenlijke veranderingen in de nietbiologische (abiotische) natuur, die de grondslag vormt voor de biologische (biotische) natuur. Om ons zo goed mogelijk te verdedigen tegen de toenemende verziltingsdruk vanuit zee, is het voor de toekomstige generaties noodzakelijk om het zoete water zo dicht mogelijk bij de kust te brengen en te houden. Het Grevelingenmeer is daar bij uitstek geschikt voor.
In wezen is het Grevelingenmeer een groot aquarium of het nu zout, brak of zoet is. De abiotische natuur van het meer staat garant voor een rijk watervogelleven, ongeacht de aard van het water.
