Uit de startnota blijkt dat de beschikbaarheid van zoet water in de provincie heel erg in de knel is gekomen en naar de toekomst toe alleen maar erger wordt. De bewustwording dat dit in belangrijke mate te wijten is aan het gevoerde en nog steeds vigerend verziltingbeleid staat nog in de kinderschoenen en vergt door ingesleten belangenposities kostbare tijd. Er zijn al twee generaties verloren gegaan. Het bewustzijn dat de beschikbaarheid van zoet water van primair en algemeen belang is voor de mens en dat andere belangen van een andere orde zijn. Politici zullen meer oog moeten krijgen voor de toekomstige generaties, waarbij zoetwaterbeleid spoedig leidend dient te worden. De discussie over een zoet Grevelingenmeer zal op korte termijn gedegen gevoerd moeten worden, zodat grote projecten met een ander oogmerk, die in dit verband niet zinvol zijn, kunnen worden voorkomen.
Wanneer prioriteit zal worden gegeven aan een zoet Grevelingenmeer zal dat het pijnlijkst zijn voor de oesterteelt. De mossel- en oesterteelt is evenals de landbouw diep geworteld in de Zeeuwse samenleving.
In de Grevelingen was voor de Deltawerken al oesterteelt. Alleen niet van die omvang als nu mogelijk is in dit beschutte meer zonder de getijstromen en stormvloeden van toen. Na de strenge winter van 1963/1964 en de zeer hoge rivierafvoeren van 1966, die grote schade aan de mossel- en oesterteelt veroorzaakten, heeft de bedrijfstak het Rijk gevraagd om vervroegd via het Deltaschadefonds uitgekocht te kunnen worden. Immers het gehele Zeeuwse meer incl. Grevelingenmeer zou zoet worden. Daarna zijn er weer bedrijven begonnen voor eigen risico. De oesterteelt op het Grevelingenmeer is florerend. Het noodgedwongen opgeven van deze teelt in het meer zal veel zorg en begeleiding eisen.
Een belangrijk knelpunt is ook de omstreden Natura 2000-aanwijzing van het Grevelingenmeer. Het kunstmatige meer is in overdrachtelijke zin een aquarium en onderhevig aan regionale wensen van biologen. Doelstellingen zijn niet eigen aan het meer dat in ontwikkeling is en zich weer moet aanpassen aan nieuwe ‘apparatuur’, zoals sluizen, en beleidswijzigingen. Er is met dit kunstmatige meer geen Europees belang gemoeid. Zodoende is er geen basis voor de Natura 2000-aanwijzing. De aanwijzing in 2013 is door Nederlandse natuurambtenaren opgesteld. De situatie van die tijd dient dan gehandhaafd te worden. Daarin past geen Flakkeese spuisluis of een nieuwe zeer grote sluis in de Brouwersdam. Deze sluizen voegen, afwijkend van de beginselen van Natura 2000, nieuwe functies toe aan het meer. De aanwijzing zorgt tevens voor een barrière om tot een zoet meer te kunnen komen.
Een belangrijk aspect in de aanwijzing vormden de watervogels. Deze zijn echter niet aan het gebied gebonden en komen in geheel noordwest Europa voor. Zij zijn onderhevig aan invloeden elders. Watervogels zullen er altijd in grote aantallen komen ook al is het water zoet of brak.
