Beschikbaarheid zoet water in Zeeland neemt zienderogen af
Door een zoutlobby werd jarenlang verkondigd dat het zout gehouden Grevelingenmeer zal opleven met een ruime opening naar zee en daardoor kregen de betreffende ministeries slechts opties gepresenteerd op basis van zout en getij. Intussen blijkt het geplande doorlaatmiddel in de Brouwersdam niet klimaatbestendig. Bovendien kunnen in Zeeland het beheer van de grote wateren en de waterhuishouding op het land niet zomaar vrijblijvend worden losgekoppeld. Betere opties voor de beoogde kwaliteitsverbetering, zoals het naar zee hevelen van de jaarlijks optredende zuurstofloze onderlaag en verzoeting, zijn lang buiten beeld gehouden. Het is begrijpelijk dat projectmanagers na ruim 10 jaar voorbereiding graag hun plannen willen doorzetten, maar dit mag nooit ten koste van mens en natuur.
Onderzoek naar de Natura 2000-status
In het Grevelingenmeer wordt een zout milieu in stand gehouden op een locatie die hiervoor ongeschikt en ongunstig is. Er is geen sprake van historisch ‘bewezen natuur’ noch van natuur van groot Europees belang. Het meer voldoet daarmee niet aan de basiseisen voor plaatsing op de Natura 2000-lijst. Die onterechte status houdt bovendien de eerder geplande verzoeting tegen. Minister Schouten wil weer investeren in de natuur en heeft een werkgroep ingesteld voor het nalopen van alle Natura 2000 aanwijzingsbesluiten en wijzigingsbesluiten op doelen die niet direct voortvloeien uit de Vogel- en Habitatrichtlijn en overwegingen met betrekking tot het mogelijk opschonen van deze doelen. Ook moet de werkgroep bekijken welke Natura 2000-gebieden door hun omvang en ligging structureel zwak zijn en blijven, en wat de mogelijkheden zijn voor het aanpassen van de beschermende status van deze gebieden. De in het land gelegen zoute meren en zeegaten vormen geen bijdrage aan de algehele biodiversiteit, maar zijn slechts meer van hetzelfde. Ook de vogelrijkdom hangt niet af van zout of zoet. Pogingen tot het vasthouden van zoutwatermilieus zijn tegengesteld aan de voortdurende veranderingen in de delta, waarbij de natuur zichzelf continu aanpassend wijzigt.
Naar een omslag van watersysteem
Decennia lang is er in zuidwest Nederland een verziltingbeleid gevoerd op basis van regionale wensen met een benauwend klein zicht op het grote geheel. Een meer gesloten kustlijn biedt Nederland bescherming tegen de zee. Bij extreem hoge rivierafvoeren en aanhoudend hoog zeepeil, is aan de andere zijde van de nationale noodopvang Volkerak-Zoommeer al na zo’n 7 uur vol. Aangezien er met een stormopzet van enkele tientallen uren rekening moet worden gehouden, wordt extra berging achter de primaire deltadammen, zoals in een zoet Grevelingen, zonder meer noodzaak.
“Om Nederland beter weerbaar te maken tegen droogte zullen we een omslag moeten maken naar een watersysteem dat op alle niveaus veel beter in staat zal zijn om water vast te houden.”, aldus minister van Nieuwenhuizen.
Van alle water op aarde is 97% zout. Zout water is niet uniek. Zoet water is uiterst schaars. Daarvan is slechts 0,25% vrij oppervlaktewater in de vorm van rivieren en meren. Met de opeenvolgende droge zomers neemt de beschikbaarheid van zoet water zienderogen af. Hoewel door ons land veel van dat schaarse water stroomt hebben we duidelijk problemen om bij groot aanbod dat zoete water goed vast te houden, te bergen en het grondwater aan te vullen. Ook in Vlaanderen zijn de ogen geopend en gaat men droogte en wateroverlast op een structurele manier aanpakken.
Bij elke ingreep werd Zeeland zouter
Zoete Zeeuwse meren vormden de gouden belofte van het Deltaplan voor de zoetwatervoorziening van zuidwest Nederland. Dat de Oosterschelde en de Grevelingen nog altijd zout worden gehouden heeft direct gevolgen voor het grondwater van de eilanden, waar het zoute water het zoete water wegdrukt. De Zeeuwse wateren, die altijd zoete rivieraanvoer met voedingsstoffen en sediment hebben gekend, zijn zouter dan ooit. Het afgraven van laag gelegen gronden vermindert eveneens de weerstand tegen verzilting. Dit wordt nog eens extra versterkt door het afgraven van boven de zeespiegel gelegen gronden. Juist deze hogere gronden zorgen door druk van boven voor inzijging en berging van zoet water dieper in de bodem, dat tegenstand biedt aan binnendringend zout water.

De Grevelingen heeft geen waterkwaliteitsprobleem
Zoals elk diep meer bouwt het Grevelingenmeer in het voorjaar een gelaagdheid op, waarbij onder een spronglaag de koude en zuurstofloze onderlaag in de nazomer haar maximum bereikt van zo’n 15% van de bodemoppervlakte. Na de herfstomkering wordt deze onderlaag weer opgeruimd. Om dit natuurlijke fenomeen te beperken ligt er momenteel een plan voor een 10x zo groot doorlaatmiddel als de bestaande sluis in het noordelijk deel van de Brouwersdam. De hiermee beoogde menging door het getij zal alleen optreden in de directe omgeving van het doorlaatmiddel. Dit nieuwe doorlaatmiddel is berekend op 40 cm getij in het meer, waarbij nog deze eeuw het zeeniveau wel een meter kan stijgen en de verziltingsdruk toeneemt. Het in de toekomst bij eb wegpompen van het vloedwater wordt daarbij een heel energieverslindende handeling. Het project is waterbeheerkundig onnodig , ongewenst, uiterst kostbaar en vooral niet duurzaam (bron: ir. W.Lases en prof. L. Rydberg). Voor de zogenaamde kwaliteitsverbetering kan men beter terugvallen op de winteropening en circulatie met drijvende windmolens. Beide zonder CO2-uitstoot of energieverbruik.
Beter meteen verzoeten
Men realiseert zich inmiddels dat de zoetwatervoorziening in het zuidwesten in de problemen zit en denkt de consequenties tijdelijk te kunnen ontlopen met een gekunsteld ‘deltaplan zoetwater’, waarbij de eilanden via pijpleidingen aan het zoetwaterinfuus komen te liggen. Zo valt de provincie Zeeland met de te verwachten zeespiegelstijging langzaam in eigen zwaard. Wil de mens in Zeeland blijven wonen, dan moet er zeewaarts verdedigd worden. Een zoet Grevelingenmeer zal de verzilting van het grondwater van de omringende eilanden stoppen, zorgt voor een enorme buffer tegen de toenemende verziltingsdruk vanuit zee en biedt een zeer duurzame bescherming aan het grondwater van het achterland, met name Noord-Brabant. Er is al veel tijd verloren gegaan. Met voortgang van het huidige beleid kost het minstens een generatie voordat we er achter komen dat het ‘deltaplan zoetwater’ en een forse doorlaat naar zee niet werken. Laat het geen dilemma meer zijn, zout of zoet. Een zoet meer is effectiever en
duurzamer voor waterveiligheid en zoetwatervoorziening.
Ontzilten met het getij
Het Grevelingenmeer is effectief te ontzilten met een ‘dichtheidsscherm’, geplaatst voor de Brouwerssluis. Bijna vijftig jaar geleden is hier gedegen studie naar gedaan. De locatie en grootte van
de Brouwerssluis zijn daarop gebaseerd. Een dichtheidsscherm is een lange tot op de bodem gesloten dubbele schermconstructie vanuit weerszijden van de sluis naar het diepste deel. Aan de einden van deze twee zijschermen bij het diepste gedeelte zijn deze met een dwars scherm verbonden, met vanaf de bodem een drie meter hoge opening. Op natuurlijke wijze wordt het zwaardere zoute water dat op de bodem ligt, tijdens de laagwaterperiode op zee, selectief onttrokken en naar zee afgevoerd, zonder aanvullende energiekosten. Het meer kan zo in een beperkt aantal maanden ontzilt worden. Het scherm blijft daarna op gezette tijden beschikbaar voor het zoetwaterbeheer. Tijdens een langdurige droge periode zal de aanvoer van zoet water beperkt zijn of stagneren. Door verdamping en de vraag naar zoet water voor de eilanden kan het laagst toegestane peil bereikt worden. Dan kan zeewater in het diepste deel tijdelijk toegestaan worden om het peil te verhogen. Zodra het aanbod van zoetwater het toelaat wordt dit zoute water weer effectief op de Voordelta geloosd.

Sinds vijftig jaar is er geen noemenswaardige verandering gekomen in de jaarlijkse totale hoeveelheden neerslag en water aangevoerd door de rivieren. Ook al fluctueren deze gedurende het jaar sterker, zoet water is nog altijd voldoende beschikbaar.
Wie neemt het initiatief?
Al binnen een jaar nadat is afgezien van de verzilting van het Volkerak-Zoommeer organiseert het samenwerkingsverband Zuidwestelijke Delta een praktijkproef om te achterhalen hoe effectief de maatregel ‘Peilopzet’ in het zoete meer is bij extreme droogte. Een initiatief dat navolging verdient. Rijkswaterstaat is waterkwaliteitsbeheerder en het Deltaprogramma gaat over waterveiligheid en zoetwatervoorziening. Spoedige afstemming tussen beiden over het Grevelingenmeer is van belang. Het klinkt allemaal als vanzelfsprekend. Niets lijkt verzoeting nog in de weg te staan, behalve stapels rapporten, plannen, bestemmingen, projecten en afspraken. Maar (water)nood breekt wet. Lopende overheidstrajecten zijn moeilijk om te buigen, tenzij de overheid met de kennis van nu hiertoe zelf het initiatief neemt.
