In het kader van klimaatverandering en zeespiegelstijging is het dringend gewenst om zoet water zo lang mogelijk vast te houden en om de zoutwatergrens zo dicht mogelijk bij de kust te brengen. De verzilting van het land wordt zo maximaal tegengegaan. De verdroging neemt steeds verder toe en zo ook de piekbehoefte aan zoet water. Er is een grote inhaalslag te behalen in het zoetwaterbeleid en de klimaatbestendigheid van Zeeland door het Grevelingenmeer zoet te maken, wat ook de oorspronkelijke bedoeling van dit meer is.
Na de ramp van 1953 besefte men hoe naast waterveiligheid de zoetwatervoorziening essentieel is voor onze toekomst. Dat vertaalde zich in het authentieke Deltaplan met de afsluiting van zeegaten en de aanleg van zoete Zeeuwse meren.
Het besef van deze noodzaak raakte in de zeventiger jaren op de achtergrond en onder invloed van een behoudende milieubeweging is te snel besloten om de Oosterschelde onder nieuwe omstandigheden puur zout te houden, evenals de toen reeds afgesloten wateren, waaronder de Grevelingen en het Veerse Meer. De Westerschelde is en wordt uitgebreid met zout watermilieu ten koste van zoet landmilieu.
Na een halve eeuw verziltingbeleid heeft de natuur zich niet naar wens ontwikkeld en zijn de Zeeuwse wateren extreem verzilt. Het veroorzaakt een steeds grotere verzilting van het grondwater, die nog generaties doorzet. De uit dit verziltingbeleid voortvloeiende rapporten, zoals het Uitvoeringsprogramma ZWD en de Rijksstructuurvisie Grevelingen en Volkerak –Zoommeer, leidden tot plannen, die zo de problemen voor mens en natuur vergroten. Bij de Grevelingen blijken bovendien de voorgestelde investeringen in maatregelen door middel van een nieuwe grote opening in de Brouwersdam niet bij te dragen aan de beoogde menging van het water.
De gevolgen van verzouten worden steeds meer zichtbaar. De zoetwatervoorziening komt steeds verder in de knel en de verzilting gaat door. Met de startnota Zeeuwse Deltaplan Zoet Water geeft de provincie aan dit te onderkennen, maar ze zal het met alleen symptoombestrijding op het land niet kunnen redden, maar denkt toch met het verziltingbeleid door te kunnen gaan. De voorgestelde kunstmatige aanvoer van zoet water is heel begrensd, lokaal en van beperkte duur. Dit in tegenstelling tot natuurlijke rivieraanvoer. Bestrijding van de oorzaak, het te hoge zoutgehalte van de wateren, zou voorop moeten staan. In Zeeland, waar water en land elkaar afwisselen, is het waterbeheer van beide niet te scheiden.
Juist nu is het van groot belang dat het provinciebestuur de principiële kwestie van een zoet Grevelingenmeer op de agenda plaatst en er uitgebreid de tijd neemt, om vervolgens fundamentele beslissingen van algemeen belang voor de verdere toekomst te nemen.
Van alle water op aarde is 97% zout. Zoet oppervlakte water is uiterst schaars, minder dan een tienduizendste van al het water. Van dit schaarse en kostbare water stoomt er relatief veel door Nederland, een land met een waterhuishouding die er nog altijd niet in slaagt om voldoende zoet water vast te houden. Het meeste stroomt ongebruikt naar zee. Eind 2021 moeten alle EU-lidstaten hun nationale stroomgebiedbeheerplannen voor de laatste periode van de Kaderrichtlijn Water-0peratie (2022-2027) bij Brussel indienen.
