Als AB of DB lid ben ik al vele jaren betrokken bij het bestuur van waterschappen.

2. Wat is voor u belangrijk op het thema water / waterschap? *
De kwaliteit van het waterschapsbestuur.
3a. Wordt dit belang voldoende recht gedaan in de huidige vorm van waterschapsbesturen? *
Nee
3b. Kunt u dit toelichten? *
Vanaf het begin van de jaren negentig draai ik mee in waterschapsbesturen en heb ze zien veranderen van ‘Boerenrepublieken’ tot de huidige professionele, door managers gerunde organisaties. Als niet boer en als stadsjongen was ik heel lang een buitenbeentje. Begin jaren negentig werd ik lid van het AB van het voormalige waterschap Zoomvliet. Ik was de enige niet van boerenafkomst. Toen ik eind jaren negentig lid werd van het Algemeen Bestuur (AB) van het voormalige Hoogheemraadschap Alm en Biesbosch, namens de categorie “bedrijfsgebouwd” waren er van de 40 AB leden maar een paar met een niet boerenachtergrond. Toentertijd waren ook de dijkgraven vrijwel zonder uitzondering van boerenafkomst. Wat mij toen opviel en wat ik koesterde was de enorme betrokkenheid van de AB leden bij het waterschapsbestuur. Vrijwel ieder AB-lid droeg gebiedskennis bij en verdiepte zich ook in de technische achtergrond van de te behandelende voorstellen. Ook de komst/toename van de groep ‘burgers’ in de categorieën ingezetenen en gebouwd versterkte die betrokkenheid en belangstelling voor de techniek van het waterbeheer. Het bij de verkiezingen gehanteerde personenstelsel trok binnen die ‘burger’ categorieën vooral techneuten aan en mensen met belangstelling voor natuur en milieu. Was je afgestudeerd aan Wageningen (WUR) of de TU Delft of had je een technische universitaire opleiding dan werd je in de categorieën ingezetenen of gebouwd altijd gekozen. Had je een technische HBO opleiding genoten dan was de kans op verkiezing meer dan 80 %. Alfa’s hadden het nakijken!
Met de invoering van het lijstenstelsel in 2008 is dat rap veranderd. De discussies in de AB’s zijn verpolitiekt en gaan zelden nog over de inhoud maar overwegend over geld. Want de taal van het ‘geld’ is een taal die politici, de alfa’s van deze wereld, nog wel snappen. Discussies in AB’s zouden immers alleen op hoofdlijnen gevoerd moeten worden. Want ook de alfa’s, de managers, hebben de DB’s en de dijkgraafposities veelal ingenomen. The last of the mohicans zijn de geborgde zetels, waar de bèta’s nog wel sterk vertegenwoordigd zijn, en ook aan die poten wordt gezaagd. Vanuit de politiek klinken keer op keer de kreten om aan die ‘ondemocratische’ weeffout een einde te maken. Politici. Partij tijgers weten het immers beter. Buiten de ideologische partijen zoals Waternatuurlijk en de Partij van de Dieren en een paar regionale waterpartijen zoals in mijn eigen waterschap West-Brabant Waterbreed http://www.west-brabantwaterbreed.nl/ en Ons Water https://onswater.com/ die één fractie vormen zijn er nauwelijks partijen die de inhoud voorop stellen. Inhoudelijke kennis wordt door de meeste AB leden niet meer nodig geacht. Het besturen op hoofdlijnen is immers het adagium. Dat adagium blijkt in de praktijk zich veelal te beperken tot discussies over geld.
In een thema AB werd in mijn eigen waterschap eind vorig jaar de stelling geponeerd:
“een AB lid hoeft niet alle technische kennis te hebben om tot goede besluitvorming te komen”. Ik was de enige die de stelling onderschreef. Ook nadat de stelling, in de discussie, enigszins werd afgezwakt (“alle” eruit) bleef ik eenzaam aan mijn kant van het met de voeten stemmen. Het ging immers om de hoofdlijnen.
4a. Als we kijken naar de grote opgaven waar waterschappen onderdeel van uitmaken, vindt u dan dat de waterschapsbesturen volledig via de waterschapsverkiezingen moeten worden samengesteld?
Nee
4b. Kunt u dit toelichten?
Hoewel ik deel uit maak van het gekozen deel. Moet ik constateren dat de bestuursleden van de geborgde zetels gemiddeld de meest deskundige en de meest betrokken bijdrage leveren. Het waterschap heeft de kennis ingebracht door de geborgde vertegenwoordigers NODIG!
Op 5 juni 2020 heeft de Adviescommissie geborgde zetels bij waterschapsbesturen haar rapport ‘Geborgd gewogen advies over de geborgde zetels in waterschapsbesturen’ aan de minister van Infrastructuur en Waterstaat aangeboden. Daarin adviseert de commissie om de geborgde zetels af te schaffen.
5. Bent u het eens of oneens met de afschaffing?
Oneens
6. Als de geborgde zetels worden afgeschaft, wat gaat er in uw ogen dan beter? *
Als de geborgde zetels worden afgeschaft wordt steeds duidelijker dat het bestuurlijk in de waterschappen steeds meer gaat lijken op de ‘nadagen’ van het Romeinse Rijk. De alfa’s krijgen dan ook daar de absolute macht . Bestuurlijke waterkennis/technische water kennis verdwijnt en de politieke zelfbevrediging zal uiteindelijk Amersfoort aan Zee dichterbij brengen. Niets zal er dan beter gaan.
7. Als de geborgde zetels worden afgeschaft, wat baart u dan zorgen? *
De verdere politisering van het waterschapsbestuur. En een toenemend gebrek aan ervaring en liefde voor het waterbeheer.
De commissie schetst tevens een alternatief scenario met een gereduceerd aantal geborgde zetels. Als gekozen wordt voor handhaving van de geborgde zetels schetst het advies een alternatief scenario, namelijk om de categorieën ‘ongebouwd’ en ‘natuurterreinen’ in ieder waterschap elk twee zetels in het bestuur toe te kennen en de wettelijk toegewezen zetel in het dagelijks bestuur te schrappen. Voor de categorie ‘gebouwd’ komen de geborgde zetels te vervallen. De nu nog aanwezige rol van de provincies om een besluit te nemen over het aantal en de verdeling van de geborgde zetels vervalt daarmee.
8. Bent u het eens of oneens met dit alternatieve scenario?

9. Als het aantal geborgde zetels volgens bovengenoemd alternatief scenario gereduceerd wordt, wat gaat er in uw ogen dan beter? *
Dit scenario is slechts een doekje voor het bloeden en een stap naar de opheffing van het waterschap als zelfstandige functionele overheid. Ook dan zal er niets beter gaan. Wel slechter!
10. Als het aantal geborgde zetels volgens bovengenoemd alternatief scenario gereduceerd wordt, wat baart u dan zorgen? *
De verdere politisering van het waterschapsbestuur. En een toenemend gebrek aan ervaring en liefde voor het waterbeheer in het bestuur.
11. Heeft u nog overige reacties op het advies van de commissie? Deze kunt u hier toelichten.
Het was een commissie van politici. Soms met een vermomming als waterschapbestuurder. Zonder een echt oog voor het waterbeheer door de eeuwen heen. Helaas denken politieke partijen dat ze de wijsheid in pacht hebben. Niemand heeft de moed om de politisering van de waterschappen vanaf 2008 is te onderzoeken. Bijvoorbeeld op basis van de bestuurlijke in breng voor en na die datum.
