Het klimaat verandert. Het aantal zware regenbuien neemt steeds meer toe en de meteorologen spreken steeds vaker de verwachting uit dat die trend zich zal voortzetten. Het gevolg is dat de rioleringen het steeds vaker niet meer aankunnen. Ook de zuiveringsinstallaties van de waterschappen kunnen effectiever werken als het water wat daarin terecht komt niet verdund wordt door regenwater. Al tientallen jaren worden rioolstelsels omgebouwd naar gescheiden stelsels. Naast het vuilwaterriool wordt er dan een regenwaterriool aangelegd. Mooie initiatieven maar ook die stelsels kunnen bij een echt stevige bui niet altijd al het aanbod van regenwater aan. Maar wat erger is: het regenwater wordt dan ook niet gebruikt als bijdrage aan de oplossingen voor een aantal andere problemen veroorzaakt door de klimaatveranderingen zoals verdroging van de bodem en hittestress.
Regenwater in de bodem heeft tal van voordelen en het is dan ook nodig dat gemeenten dat gaan bevorderen. Dat kan zoals de gemeente Altena doet door een ‘tegeltaks’ tegen de verhardingen (ik schreef daar eerder over) maar ook door het afkoppelen van de regenpijpen van de riolering.
De gemeente Heusden heeft de plicht daartoe opgenomen in de waterverordening. Die plicht wordt vooralsnog alleen afgedwongen bij de nieuwbouw van woningen en bedrijven, en als er in een straat of wijk werkzaamheden aan het riool worden verricht, worden bewoners nadrukkelijk gewezen op deze ‘plicht’ en worden zij met een subsidie verleid die ‘verplichting’ serieus te nemen.
Als we allemaal kijken naar wat er mogelijk is, helpen we allemaal naar vermogen problemen als wateroverlast, verdroging en hittestress te verminderen.
