Het klimaat is aan het veranderen. De afgelopen tien jaar waren in Nederland de warmste sinds wij systematisch en genormeerd zijn gaan meten (KNMI sinds 1854). Dit keer hebben we een relatief koele zomer maar elders in de wereld en in Europa heeft men extreme hittegolven te verduren gehad. Op Sicilië tot bijna 50 graden toe.
In 2018 – een relatief warmjaar – bezocht ik voor het eerst een congres over hittestress. Ik schreef er eerder over. De hittegolf van 1976 is gebrand in mijn herinnering. Deze duurde bijna een hele zomer. Ik liep in die zomer een zonnesteek op die mij weken ellende bezorgde. Die zomer zorgde in West-Europa voor een enorme oversterfte, een forse daling van de productiviteit, een verdubbeling van de prijzen van vers voedsel, meer bedrijfsongevallen, ernstige problemen met het transport over water en als gevolg daarvan bedrijfssluitingen. Een studie naar die zomer kan de bestuurlijke geesten rijp maken voor een voortvarende aanpak van hittestress. Geïnteresseerd in die zomer? Kijk dan eens naar het filmpje: “De hondsdagen van 1976″. Het filmpje van driekwartier gaat weliswaar vooral over België maar die zomerse ellende was er ook in Nederland. De hitte en de droogte begonnen al vroeg. April was extreem droog. In die hele maand viel in Stavoren (het droogste meetpunt) slechts 1 mm regen. De eerste hittegolf van die zomer was van 6 tot 10 mei met temperaturen tot 32 graden. Juli was zeer heet met hitte records in Maastricht 36,8 graden en Volkel 36,7 graden. Toen waren dat recordtemperaturen.
Onderzoeken hebben aangetoond dat tijdens hittegolven de verschillen tussen stedelijk gebied en het platteland op kan lopen tot vier graden en meer, dus tot temperaturen waarbij oversterfte optreedt en de algemene gezondheidstoestand van burgers verslechtert.
Met een stedenbouwkundige aanpak kan hittestress verminderd worden. Te denken valt aan meer groen, groene daken, minder verharding en bebouwing, meer water en het toepassen van materialen met een hoge albedo (reflectiefactor). Als dit was gedaan bij de herinrichting van de Noordsingel In Bergen op Zoom (zie foto) dan had de herinrichting er niet alleen anders uit gezien maar was er ook een bijdrage geleverd aan vermindering van de hittestress.
