Het kan ook zijn dat in laaggelegen nieuw te bouwen wijken de huizen verhoogd gebouwd kunnen worden of de grond waar gebouwd gaat worden opgehoogd, en/of de straat en tuinen verlaagd.
Er zijn ook in bijvoorbeeld het Bergen op Zoomse winkelgebied plekken waar winkels – vrijwel zonder drempels – liggen recht tegenover een helling (Zuivelpleintje, Zuivelstraat). Ook als het afstromende water verder kan afstromen maar dan de hoek om moet kan dat tot binnenstromend water leiden bij zware regenval. Dat is ook elders soms het geval. Bij hellingen in bebouwd gebied, zoals een stad moet er anders naar gekeken worden. Hoe geleid je op straatniveau afstromend water zodat de kans op binnenstromend water kleiner wordt?
Ik zie ook op de lagere delen, in een stad met hoogteverschillen, dat er niet altijd rekening mee wordt gehouden dat in die lagere delen wel eens (tijdelijk) water kan blijven staan. Daar moet je dan geen schakelkasten plaatsen. Of deze plaatsen ruim boven het niveau dat bij een zware bui onder water kan komen te staan. Het wordt tijd voor anders kijken en ander beleid.
