De natuur, de landbouw, de industrie en de drinkwatervoorziening hebben allemaal grote belangen bij de beschikbaarheid van voldoende zoetwater van een hoge kwaliteit.
Voor het ondiepe grondwater is het waterschap het bevoegd gezag. Voor het diepe(re) grondwater is de provincie het bevoegd gezag. In werkelijkheid is het onderscheid discutabel. Oppervlaktewater en het ondiepere en diepere grondwater staan in nauw verband met elkaar en zouden beschouwd moeten worden in hun samenhang. Waarbij de waterkwaliteit, de hydrologie en de watergebonden ecologie samenhangen. Het één kan naar het inzicht van Lokaal Brabant niet los gezien worden van het ander.
De Kaderrichtlijnwater (KRW) stelt tal van eisen aan de kwaliteit van het oppervlaktewater en aan de beschikbaarheid van voldoende grondwater en de kwaliteit daarvan. De droge zomers van 2018, 2019 en 2020 laten zien hoe groot de afhankelijkheid van voldoende grondwater is van alle gebruikers. De KRW bevat een resultaatverplichting als het gaat over de droogtebestrijding bij natte natuurparels. Over de kwaliteit van het daarbij te gebruiken grondwater is nauwelijks informatie beschikbaar.
Hoewel de ecologische kwaliteit van grondwater geen onderdeel is van de KRW is die ecologische kwaliteit wel belangrijk voor de effecten van dat grondwater op de ontvangende (natte)natuur.
Lokaal Brabant onderkent het groeiende belang, kwantiteit en kwaliteit, van grondwater voor alle gebruikers. Maar ook in grondwater zit, tot op grote diepte, leven, het heeft ecologische waarden. Onze bodem bevat tot grote diepten ecologische waarden waarmee rekening gehouden zouden kunnen worden en die van invloed kunnen zijn op het gebruik van grondwater en uiteindelijk ook de gezondheid van mensen, dieren en planten.
Het ministerie van I&W heeft in 2021 een Studiegroep Grondwater ingesteld. Vooruitlopend op noodzakelijke beleidsvorming zou, naar het inzicht van Lokaal Brabant meer kennis moeten worden vergaard op het terrein van de kwaliteit, ecologie en kwantiteit van grondwater zodat wanneer het belang van het grondwater toeneemt, we als overheden fouten met een belangrijk goed als grondwater weten te voorkomen en anderzijds optimaal gebruik kunnen maken van onze rijkdom aan (goed) grondwater. Kortom voor een goed rentmeesterschap is meer kennis nodig.
Lokaal Brabant pleit ervoor om in de komende provinciale- en waterschapsbestuursperiode samen met de inliggende waterschappen een inventariserend onderzoek uit te voeren naar het grondwaterecosysteem in Noord-Brabant waarbij kwantiteit, chemische kwaliteit en ecologie nader onderzocht worden.
