Mijn einde als lid van het Dagelijks Bestuur nadert, dan wordt het tijd even terug te kijken op de afgelopen 10/11 maanden. Ik nam de portefeuille, watersysteembeheer, over van Kees de Jong aangevuld met het project Markdal. Een project dat eerder was vastgelopen. Dit mede op verzoek van de Dijkgraaf. Binnen het waterschap heb ik de reputatie lastige projecten op tijd en binnen budget te volbrengen. De Overdiepse Polder was daar een mooi voorbeeld van.
Met enige trots kan ik vermelden dat het Dagelijks Bestuur ingestemd heeft met het Ontwerp-projectplan Waterwet Markdal-Zuid en dit plan vrij heeft gegeven voor de inspraak. De dag ervoor is het Ontwerp-projectplan goedgekeurd door het Breed Bestuurlijk Overleg Markdal (BBOM). Dat laatste was niet zonder slag of stoot.
Het probleem is dat het over de eigenschaduw heen stappen niet voor iedereen even gemakkelijk is. Als je met veel partijen probeer te komen tot een totaalplan voor een mooi, vitaal en duurzaam Markdal zijn de door iedereen gesproken woorden mooi, maar als het op de daden aankomt is het moeilijk om daartoe te komen. De ‘plussen’ voor de eigendoelstelling accepteert men met gemak, maar de ‘minnen’ die voor een ander ‘plussen’ zijn blijft men in een aantal gevallen afwijzen. Daarbij het risico lopend dat ook de ‘plussen’ niet binnen gehaald worden.
Vertraging was van het begin af aan voor mij, vanwege de subsidie deadline (midden 2024), niet acceptabel. Eén onderdeel (aanpassing noord-zuid fietspad) is dan ook uit het plan gehaald. Omdat één grondeigenaar (Natuur Monumenten) een verbreding, om het fietspad veiliger, te maken afwijst en daarmee realisering van een aantal belangrijke natuurdoelen, waaronder 19 ha. nieuwe natuur en herstel van 47.5 ha. van de natte natuurparel, in gevaar brengt.
Uiteindelijk ging het BBOM unaniem, maar met de nodige ‘misten en maren’ akkoord. Zo blijft Natuur Monumenten ernstig bezwaar maken tegen het extensief kanoën op de hoofdstroom. Terwijl zij heel goed kunnen weten dat dit voor anderen partijen een belangrijk element is.
Als we als samenleving een project als het Markdal tot een succes willen maken, zullen we moeten aanvaarden dat er plussen en minnen kunnen zijn die voor iedere deelnemer anders kunnen zijn. In een vol landje als het onze, met veel functies op iedere vierkante meter, is het geven en nemen om vooruit te komen. Als de optelsom voor iedere deelnemer een plus is moet iedere partij (gemeente, vereniging, eigenaar of terreinbeheerder) de bereidheid hebben aan zijn of haar achterban uit te leggen dat er soms water bij de wijn moet worden gedaan. Zeker als het gerecht, een mooi, vitaal en duurzaam Markdal lonkt. Ik wens mijn opvolger of opvolgster veel wijsheid en doorzettingskracht toe.
