In de middag naar de afscheidsreceptie van wethouder Bons van Halderberge met een lezing van trendwatcher Sander Duivestein onder de titel “Reboot 2020, the future is now”. Hij stelde dat: ‘wij allemaal geïnteresseerd zijn in de toekomst omdat wij daarin zullen leven’. Hij constateerde een versnelde verandering. Als voorbeeld verwees hij naar Pokémon Go dat in een week tijd meer dan vijftig miljoen spelers kende. De reactie van veel bedrijven op die ‘versnellende verandering’ was dat zij proberen het probleem in stand te houden, waarvoor zij eens de oplossing waren. Hij constateerde dat de gemiddelde levensduur van bedrijven radicaal omlaag aan het gaan was en dat dit proces nog veel verder zou gaan. “Wij moeten aan de slag om de nieuwe technologie te omarmen” was een soort van mantra. Ik constateerde dat de woorden “Wij moeten” in zijn lezing meer dan twintig keer door hem uitgesproken werden. Zelf ben ik niet zo voor ‘wij moeten’. We zijn mensen. Denkende wezens met een eigen wil. Al in de jaren tachtig van de vorige eeuw schreef ik er over hoe in het verleden technologische veranderingen de levenskwaliteit van grote groepen mensen radicaal verslechterde. En dat slechts kleine aantallen er in eerste instantie rijker van werden. Ik schreef toen ook een partij programma over hoe de politiek daarmee om zou kunnen gaan. Data waren in zijn beleving “de nieuwe olie”. “Privacy de nieuw atoombom”. Hij stelde ons als toehoorders de vraag: “zijn we niet allemaal een beetje voor God aan het spelen?”. “We moeten wel”, was zijn benadering. Techniek is in zijn beleving bedoelt om ons te helpen, maar we vinden het lastig. Het laatste deel van die stelling onderschrijf ik. Maar ik vind het niet alleen lastig, ik vraag mij zelf ook vaak af: wil ik dit wel? Ondanks zijn interessante lezing en zijn “we moeten” mantra, zie ik tal van voorbeelden dat veel van die vernieuwingen gepaard gaan met vernielingen van menselijke leefsferen en helaas slechts enkelen er echt beter van worden. Ik denk dat veel van de huidige maatschappelijke problemen voortkomen uit de te hoge snelheid van de (technologische) veranderingen. En dat, net als ten tijden van de mechanisatie, er grote groepen mensen zijn die er in kwaliteit van leven niet op vooruitgaan en soms zelfs aan de zelfkant van het leven terecht komen. Wat mij betreft moeten we niks en is het aan ons en de door ons gekozen politici om te bepalen wat we willen. Hoewel ik mijn hele werkzame leven heb gewerkt in research en development en zelf heb meegewerkt aan wat genoemd wordt de technische vooruitgang (inclusief als uitvinder een patent op mijn naam), heb ik ook gezien wat technologische vernieuwingen kunnen aanrichten op het vlak van natuur, cultuur en menselijke waarden. Ik blijf vraagtekens zetten en mij afvragen wie wordt hier beter van? Wij moeten niets. Wij, mensen willen onze toekomst zelf kunnen blijven bepalen.
Als een wethouder afscheid neemt, bevatten de veelal vriendelijke woorden, uitgesproken door de burgemeester en de fractievoorzitter van de scheidende wethouder, altijd wat de goede man of vrouw als wethouder allemaal gepresteerd heeft. Zo ook bij wethouder Bons. Zijn prestaties in de financieel moeilijke jaren na het begin van de crisis waren onder andere nieuwe wegen, nieuwe onderwijshuisvesting en nieuwe buitensportfaciliteiten. Vast allemaal goede zaken voor Halderberge. Maar wat er aan ontbreekt is welke schulden voor die projecten allemaal zijn aangegaan en het feit dat de gemeentelijke begrotingen voor de komende dertig door al die mooie zaken, door afschrijvingen, voor miljoenen zullen worden belast. Het rare is, je krijgt lof voor de materiele zaken die zijn gebouwd maar de gemeenteraad, je opvolgers en de burgers moeten er de komende tientallen jaren voor betalen en daar krijgen ze vast geen lof voor bij hun vertrek. Voordat de lezer denkt dat ik een hekel aan wethouder Bons zou hebben gehad, wil ik stellen dat ik Peter Bons heb mogen ervaren als een buitengewoon hard werkende wethouder met hart voor zijn gemeente en de taken waarvoor hij gesteld werd. Hij verdiende dan ook de vele complimenten die hem werden toegezwaaid. Maar soms ben ik gewoon een zeurpiet, die de puntjes op de i wil zetten om bestuurders er van bewust te maken dat niet alles even zichtbaar is voor een gewone burger en dat alles wat een gemeente, waterschap of provincie realiseert soms vele tientallen jaren later nog steeds geld kost.
Soms doe je als receptiebezoeker nog een leermoment op. Als bestuurder moet je soms prioriteiten stellen en kijk je hoe je een bezoek, zoals aan een receptie van een collega bestuurder, het beste kan plannen. In de uitnodiging voor de receptie van Peter Bons stond dat de receptie zou duren van 13.00 uur tot 16.00 uur en dat tussen 13.30 en 14.15 uur er op verzoek van Peter Bons een lezing zou zijn van trendwatcher Sander Duivestein. Als nietsvermoedende receptieganger denk je dan: ik ga vroeg, schud Peter de hand en bedank hem voor de goede samenwerking, overhandig een presentje en geniet van de lezing en kan ik om 14.30 uur met goed fatsoen weer richting een andere afspraak. Niets bleek minder waar. De receptie begon niet, zoals op de uitnodiging stond, om 13.00 uur. Dat was de inloop. De persoon, waar het bij zo’n gelegenheid allemaal omdraait, zat nog aan de lunch met het college van B&W. Toen hij binnen kwam begon gelijk de lezing. Die begon redelijk op tijd. Maar wat direct daarna volgde waren alle warme woorden en na die lofuitingen het nawoord van de vertrekkende wethouder. Tijdens die toespraken kan ik natuurlijk niet aan de kuierlatten trekken. Zeker niet als ik vooraan ben gaan zitten in de verwachting dat ik direct na de lezing Peter alsnog de hand kan schudden en dan gelijk kan vertrekken. Het werd 15.25 uur voordat de toespraken waren afgelopen en ik Peter als eerste kon bedanken en hem het beste voor de toekomst toe kon wensen. Ik was meer dan een uur later dan ik gepland had weer bij mijn auto. Wat heb ik er van geleerd en mogelijk u ook? Bij weinig tijd, ga op het einde van een dergelijke bijeenkomst. Tien voor vier had me een stuk minder tijd gekost. Ik had dan wel een mooie inspirerende lezing gemist.

In de morgen DB vergadering met onder andere de agendapunten: een aanvullend uitvoeringskrediet voor de renovatie van rioolgemalen, een uitvoeringskrediet voor de instandhouding van afvalwatertransportleidingen, het afvalwaterakkoord met de gemeente Bergen op Zoom, een uitvoeringskrediet voor het aanpassen en optimaliseren van gemalen en stuwen en de verlichting van sluiscomplexen en het ontwerp projectplan uitbreiding waterberging sportpark Fijnaart fase 2.
In de middag een portefeuillehouderoverleg over de plannen van Waalwijk voor de realisering van een nieuwe haven.

Op deze warmste 20 juli ooit moest ik op het heetst van de dag naar ‘s-Hertogenbosch voor de bestuurlijke begeleidingsgroep A58. Gezien de hitte besloot ik geheel tegen mijn gewoonte te parkeren in een parkeergarage nabij het kantoor van Rijkswaterstaat (ik vermijd dit soort plaatsen vanwege de slechte luchtkwaliteit en omdat ik de parkeerplaatsen in de regel te krap vind voor mijn matige parkeerkwaliteiten) . Daardoor kwam ik bij mijn wandeling van het kantoor van RWS op het Anne Frankplein wel twee prachtige beelden tegen van Fernando Sánchez Castillo, met de tekst; “Fundido con cañones tomados al enemigo en la guerra de Africa en 1860” (gegoten met kanonnen afkomstig van de vijand in de oorlog in Afrika in 1860). Ik kon geen uitleg van de beelden vinden maar voor mij betekende de beelden dat oorlog zelfs de krijgshaftige leeuwen hun stoerheid ontneemt en de leegheid van heldendom en stoerheid etaleert.
In de bijeenkomst werden een aantal zaken die de aanpak van de A58 betreffen gepresenteerd. Ik ben heel tevreden met het gegeven dat het knooppunt Sint Annabosch circulair ontworpen gaat worden. Ook bleek dat mijn oorspronkelijke gedachte (op basis van de stukken), dat er weinig ruimte zou zijn voor meer dan alleen de verkeerskundige verbetering, niet terecht. Met name de koppeling met de innovatieve opgave geeft mij moed dat er ook voor een combinatie van opgaven (klimaatadaptatie, geluid, fijnstof, EVZ’s, beekdalen) ruimte kan zijn. Zelf opperde ik dat gekeken zou kunnen worden naar de toepassing van ‘begroeid beton’ ik schreef er eerder over.
